CALL TO ORDER
Chairman Lisa Kirby called the meeting to order at 6:02 p.m.

CITIZEN INPUT
Jags Malhotra of Frisco, TX commented on Buffalo Ridger Park being built inside the
Grove Community. He wants to ensure that the trees being removed will be replanted
on the corners of the park and has concerns about the differences in sidewalk widths
across the park.

CONSENT AGENDA
3. Consider and act upon approval of Minutes.
A. Regular Board Meeting of the Parks and Recreation Board August 14,
2025.
Vice Chairman Jennifer Luney moved to approve August 14, 2025, Regular
Meeting of the Parks and Recreation Board. Board Member Amer Gaffar
seconded the motion.

REGULAR AGENDA
4. Consider and act upon the suspension of a Frisco Athletic Center guest.
The Board agreed to suspend the Frisco Athletic Center member for one year.
Board Member Amer Gaffar moved to approve the suspension. Board Member
Ashley Miller seconded the motion.

5. Discussion regarding End of Year Report.
The Board has requested the work plan and event attendance sheet for review
to prepare for the end-of-year report.
6. Board Member report regarding sub-committee updates: Public Art Selection
Committee and Animal Advisory Committee.

Public Art Selection Committee - Board Member Jennifer Luney noted that the
artist selection committee meeting date was moved to October. She also shared
that there were two open positions for the Arts and Culture Board.
Animal Advisory Committee - Board Member Frank Mesina noted that there
were 7,000 calls in FY25, that on average it can take up to 5 days to bring in a
dog at large, and that the average tenure for staff in this department is 4 years.
7. Recommendations for future Agenda topics.
- Student films from the Reel Frisco showcase
- Adopt-a-Park update
- Update on the process for renaming 4th St. Plaza
- Update on the ‘favorite things’ initiative
- Update on the artists that are selected for City Hall and Northwest Community
Park projects. The Board wants to see a highlight of the art options and what
was chosen
- Update when phase two of Kaleidoscope Park begins

Board Member Amer Gaffar moved to adjourn the meeting at 6:46 p.m. Vice
Chairman Jennifer Luney seconded the motion.

The Parks and Recreation Board will adjourn the Board Meeting at or around
7:15 p.m. to attend a Social Event at Elaine's Cocktail Kitchen at 8763 7th Street, Frisco,
TX 75034.

City Hall of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was
posted on the following date and time:
By Friday, September 5, 2025 at 6:00 p.m. and remained so posted at least three (3) business days before the meeting was convened.
If during the course of the meeting covered by this notice, the Parks and Recreation Board should determine that a closed or executive
meeting or session of the Parks and Recreation Board or a consultation with the attorney for the City should be held or is required,
then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Parks and Recreation Board at the date, hour and place given in this notice
as the Parks and Recreation Board may conveniently meet in such closed or executive meeting or session or consult with the attorney
for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the
following sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Parks and Recreation Board
shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single
agenda item, in which case the Parks and Recreation Board may by majority vote reduce the allotted time from five (5) minutes to
three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of
other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south
entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or
services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City
