MEETING OF THE PARKS AND RECREATION BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75034 6:00 PM THURSDAY, AUGUST 13, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Vice Chairman Sean Merrell called the Meeting to order at 6:04 p.m. 1. CITIZEN INPUT No citizen input. REPORTS Page 1 of 4 2. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. A. Council Report. The Board reviewed the report. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority vote of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. A. June 11, 2020 Regular Meeting of the Frisco Parks and Recreation Board. Board Member Donna-Marie Schmittler moved to approve the June 11, 2020 Regular Meeting of the Frisco Parks and Recreation Board. Board Member Geoffrey Davis seconded. Passed Vote: 4 - 0 For: Board Member Geoffrey Davis, Board Member Dustin Paschal, Board Member Christopher Fields, Board Member Donna-Marie Schmittler Against: (None) Abstained: Secretary Shane Gilmore RESIDENTIAL DEVELOPMENT 4. Consider and act upon a Preliminary Plat for Hills of Kingswood Ph 6A & 6B consisting of 74 Single family 8.5 lots, two Homeowners' Association lots and one Private Street lot on 82.1 +/- acres at the southwest corner of Balfour Court and Lilac Lane. Board Member Christopher Fields moved to approve the Preliminary Plat based on staff recommendation. Board Member Dustin Paschal seconded. Passed Vote: 5 - 0 For: Secretary Shane Gilmore, Board Member Geoffrey Davis, Board Member Dustin Paschal, Board Member Christopher Fields, Board Member Donna-Marie Schmittler Page 2 of 4 Against: (None) REGULAR AGENDA 5. Capital Improvement Projects Quarterly update. Assistant Director of Parks & Recreation, Rick Wieland reviewed the report. 6. Discuss revisiting a park tour for September. The Board would like to revisit the tour at the next Parks and Recreation Board Meeting. 7. Board Member report regarding Sub-Committee updates. - Board Member Geoffrey Davis advised the Frisco Bicycle Advisory Committee has not met recently. - Vice Chairman Sean Merrell advised the Frisco Park and Trail Naming Committee has not met recently. - Board Member Donna-Marie Schmittler gave the following updates regarding Public Art.  Michael Clapper was the artist selected for the Municipal Court Public Art project. He is in the design phase and expected completion is the end of October.  Artist selection review will begin September 4th through the 15th for the Public Works project. The Artist Selection Committee will meet at The Grove at Frisco Commons on September 17th, at 1:00 p.m. to finalize the artist for this project. 8. Recommendations for future Agenda topics.  Board tour in September  PGA update.  Grand Park update.  TRAPS conference update ADJOURN Secretary Shane Gilmore moved to adjourn at 6:51 p.m. Board Member Donna-Marie Schmittler seconded. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Parks and Recreation Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Parks and Recreation Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. Access to the building and special parking are available at the primary south entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
