MEETING OF THE PARKS AND RECREATION BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75033 6:00 PM THURSDAY, DECEMBER 10, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Chairman Sean Merrell called the meeting to order at 6:01 p.m. 1. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Council Report. Dr. Shannon Coates provided the monthly report. She encouraged the Board Members to participate in the virtual Frosty 5K and Merry Mile events. Vice Chairman Shane Gilmore withdrew from his position as Board Member to the Public Art Selection Committee. He was replaced by Board Member Donna Schmittler. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority vote of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. November 12, 2020 Regular Meeting of the Frisco Parks and Recreation Board. Secretary Dustin Paschal moved to approve the November 12, 2020 Regular Meeting of the Frisco Parks and Recreation Board. Board Member Donna Schmittler seconded. Passed Vote: 6 - 0 For: Vice Chairman Shane Gilmore, Secretary Dustin Paschal, Board Member Geoffrey Davis, Board Member Christopher Fields, Board Member Amy Deatherage, Board Member Donna-Marie Schmittler Against: (None) REGULAR AGENDA 4. Update on decision by Council regarding the renaming of the two trails and three parks at the December 1, 2020 Council Meeting. Assistant Director Rick Wieland reported the trail and park names were accepted as presented to the City Council. He also reported the park naming campaign is open for First Street and Northeast Community Parks. The goal for First Street Park is to take to City Council for the February 2021 Meeting, as part of Black History Month. Page 2 of 4 5. Discussion regarding quarterly rotation of meetings starting in January 2021. ADJOURN CERTIFICATION Shannon Coates, Director of Parks and Recreation, certifies that this Notice of Meeting was posted on the outside bulletin board, at the City Hall of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By December 7, 2020 at 6:00 p.m. and remained so posted at least 72 hours before meeting was convened. If during the course of the meeting covered by this notice, the Parks and Recreation Board should determine that a closed or executive meeting or session of the Parks and Recreation Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Parks and Recreation Board at the date, hour and place given in this notice as the Parks and Recreation Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Parks and Recreation Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Parks and Recreation Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
