CALL TO ORDER
Chairman Robert Moroch called the meeting to order at 6:34 p.m.

REPORTS
2. Parks & Recreation report on activities related to arts, culture, events, park
development and operations, natural resources, and recreation services.
A. Council Report.
The Board reviewed the report. Chairman Robert Moroch inquired about the
Cannaday Recreation Area Reinvestment.
3. Monthly report on status of Public Art projects.
Public Art Administrator Stephen Ross updated the Board on the Monarch View
Park, Municipal Court and Library public art projects.
CONSENT AGENDA
(Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The
Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for
discussion and separate action. Board members may vote nay on any single item without comment and may submit
written comments as part of the official record.)
4. Consider and act upon approval of Minutes.
A. September 1, 2020 Meeting of the Public Art Board.
Board Member Peter Burns moved to approve the September 1, 2020 Meeting
of th Public Art Board. Board Member Nazanin Ahmady seconded.

8. Review of the artist selected by the Artist Selection Committee for the Public
Works Expansion public art project.
Public Art Administrator Stephen Ross reviewed the artist and two alternates,
chosen by the Artist Selection Committee, for the Public Works Expansion
Public Art project. Secretary Laverne Forwark described her experience on the
Committee.
9. Maintenance and Conservation update.
Public Art Administrator Stephen Ross discussed plans for the next round of
artwork assessments and treatments.
10. Artwork donation criteria discussion.
The Board discussed criteria for artwork donations and Art in the Atrium
exhibition purchases. The Board agreed that the artist, or donating entity, must

submit a description of how the artwork would benefit Frisco residents and
visitors through display at a City of Frisco facility. The Board also agreed that a
display location at a City of Frisco facility should be determined, before the
artwork is considered for accession into the Public Art Collection.
11. Recommendations for future Agenda topics.
None.

the City Hall of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice

meeting or session of the Public and Art Board or a consultation with the attorney for the City should be held or is required, then such
closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Public and Art Board at the date, hour and place given in this notice as the
Public and Art Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City
concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions
and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Public Art Board shall be
entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the Public Art Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south
entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services
such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s
