CALL TO ORDER
Chair Sena Naas called the meeting to order at 12:00 p.m.

REPORTS
2. Report from the Frisco Old Town Community.
Rick Kauten add that Frisco Old Town Community (FOTC) would be having

their first meeting with Ed Mahoney acting as their FOTC ex-officio member
from the Frisco Community Development Corporation. He believes this will be
the first step to getting closer to other city boards.
3. Report from the Frisco Economic Development Corporation.
Lauren Williams responded to a question regarding the CDC downtown
improvement grant applications received since the recent update to it.
CITIZEN INPUT
Maureen Johns reminded the board that the receipt race is in last three weeks of its
program, asked the board to please get out and help promote the event.

4. Consider and act upon the approval of minutes of the regular August 4, 2025,
Rail District Advisory Board meeting.
Vice Chair Matthew Bischof moved to approve minutes of the regular August 4,
2025, Rail District Advisory Board meeting. Board Member Matthew Hunsicker
seconded the motion.

request.
Board Member Matthew Hunsicker moved to approve $800.00 for the Frisco
Old Town Community Special Event Grant request for the FY26 budget. Vice
Chair Matthew Bischof seconded the motion.

6. Consider and act on the Melody of Hope Special Event Grant request.
Board Member Greg McDonald moved to approve $4,846.00 for the Melody of
Hope Special Event Grant request for the FY25 budget. Secretary Megan
Dewolfe seconded the motion.

7. Discuss and review an orientation packet for new board members.
Items the board would like to see added to the orientation packet are a monthly
calendar, an introduction to the budget process, and schedule walking tours in
the Rail District.
8. Update on Texas Moving Image Industry Incentive Program from Marla Roe,
CVB Executive Director.
Marla Roe updated the board on the state process in being considered for the
Texas Movie Image Industry incentive program. With the process involving
external entities, the board decided to not act.
9. Update on partnering with FISD on decorating downtown for the holidays.
John informed the board that FISD could not help with decorating downtown for
the holidays this year because of the construction. They will re-visit for 2026
holiday season. Chris informed the board that the Halloween decorating
contest would still move forward.
10. Discuss future agenda items.
Election of officers, discuss calendar for meeting dates for 2026 and discuss the
process for special event grant requests.

as the Rail District Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney
for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the
following sanctions and purposes:

§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Frisco Rail District Advisory
Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a
single agenda item, in which case the Frisco Rail District Advisory Board may by majority vote reduce the allotted time from five (5)
minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the
requirements of other law.

The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the
primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need
auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to
