CALL TO ORDER
Chair Sena Naas called the meeting to order at 12:01 p.m.

2. Report from Frisco Old Town Community.

Rick Kauten updated the board:
• Frisco Old Town Community (FOTC) upcoming meetings.
• StrEATS event outcomes. Further details will be provided in June.
• Upcoming planned events
1. Blood Drive – Red Cross, yet to find a location.
2. Community Dinner.
3. Scavenger Hunt and Passport program.
Melody of Hope and FOTC are working together on future events.
3. Report from Frisco Economic Development Corporation.
Lauren Williams informed the board that the Frisco Economic Development
Corporation (FEDC) will be hosting a series on doing business during the World
Cup at their upcoming Rail District Roundup meetings. Also, the FEDC will be
attending ICSC Las Vegas (a retail recruitment opportunity) to focus on Frisco
at large but giving special dedication to the Rail District. Lastly, the team is still
working through an ordinance for a “Sip-n-Stroll” event.
4. Report from the Frisco Community Development Corporation.
Ben Brezina, Asst. City Manager updated the board on the advertising program
that closed on April 30, 2026. They are still going through an estimated 50
applications that were received. He announced that the next digital gift card
opportunity will begin on June 1, 2026.
CITIZEN INPUT
Rick Kauten – FOTC representative, mentioned that merchants are seeing rent
increase now that the streets are getting finished.
Sarah Hamilton – Resident, mentioned that she will be opening up a small business
inside Frisco Music Center. She asked about Code violations for the property at 3rd and
Main Street.

5. Consider and act on approval of minutes of the regular Rail District Advisory
Board meeting on April 6, 2026.
Board Member Derek Simms moved to approve minutes of the regular Rail
District Advisory Board meeting on April 6, 2026. Board Member Matthew
Hunsicker seconded the motion.

6. Photo opportunity with the Board and Melody of Hope to celebrate their Special
Event grant award.
A picture was taken with the RDAB Board and Melody of Hope Board
representative Cara Dudley.
7. Discuss and review priorities for the upcoming fiscal year and actions that
support them.
Board updated their area of focus on:
1. Promote – recognize and encourage holiday-themed events through
coordinated marketing efforts and develop a seasonally themed schedule
for street pole banners.
2. Information Sharing – Identify groups, organizations, and their networks
for advocacy partners. Attend city board meetings to identify areas for
collaboration. Cross train with peer cities in the local area.
3. Evaluate and monitor business needs – Interpret reports from various
sources including Placer.AI to measure impacts from local events.
Provide feedback to the recipients of the Special Event grants.
8. Schedule of future agenda items.
Discuss Pole Banner themes. Review Placer AI data from the StrEATS festival
and get an update on the public transit circulator service for the Rail District.

was posted on the outside bulletin board, at the George A. Purefoy Municipal Center of the City of Frisco,
Texas, a place convenient and readily accessible to the general public at all times, and said Notice was
posted on the following date and time:
By April 28, 2026, at 5:00 p.m. and remained so posted at least three (3) business days before the meeting
was convened.
If during the course of the meeting covered by this notice, the Rail District Advisory Board should determine that a closed or executive
meeting or session of the Rail District Advisory Board or a consultation with the attorney for the City should be held or is required, then
such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas
Government Code § 551.001 et. seq., will be held by the Rail District Advisory Board at the date, hour and place given in this notice
as the Rail District Advisory Board may conveniently meet in such closed or executive meeting or session or consult with the attorney
for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the
following sanctions and purposes:
Texas Government Code Section:
§ 551.071 – Private consultation with the attorney for the City.
§ 551.072 – Discussing purchase, exchange, lease or value of real property.
§ 551.074 – Discussing personnel or to hear complaints against personnel.
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Frisco Rail District Advisory
Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a
single agenda item, in which case the Frisco Rail District Advisory Board may by majority vote reduce the allotted time from five (5)
minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the
requirements of other law.
NOTICE OF ASSISTANCE AT PUBLIC MEETINGS
The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the
primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need
auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to
