MEETING OF THE SOCIAL SERVICES AND HOUSING BOARD GEORGE A. PUREFOY MUNICIPAL CENTER COUNCIL CHAMBERS 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 6:30 PM WEDNESDAY, OCTOBER 14, 2020 Minutes CALL TO ORDER Chair Sadaf Haq called the meeting to order at 6:33 PM and announced a quorum was present. 1. ROLL CALL Brian Thomson Vice Chair Present Kialyn Thrower Member Present Sadaf Haq Chair Present David Heit Member Present Shawnna Dancer Secretary Present Veorge Weathersby, Jr. Member Present Chris King Member Present REPORTS 2. SOCIAL SERVICES AND HOUSING BOARD ORIENTATION PRESENTATION Sarah Carroll introduced the new Board Members, thanking them for their time in volunteering, and their commitment to the citizens of Frisco. Sarah continued by giving the Board an orientation of the Social Services and Housing Board, highlighting the roles and responsibilities of the Board. Page 1 of 6 Sarah Carroll took a moment to inform the Board that the Grants Coordinator position had been filled, and that Ms. Deborah Doss will begin working that position on Monday, October 19, 2020. 3. REVIEW FY2021 TIMELINE OF SOCIAL SERVICES AND HOUSING BOARD ACTIVITIES Sarah Carroll discussed the FY2021 timeline for the Social Services and Housing Board Activities. 4. PROVIDE OPPORTUNITIES FOR THE SOCIAL SERVICES AND HOUSING BOARD TO CONSIDER EXHIBITING LEADERSHIP DURING HUNGER & HOMELESSNESS AWARENESS WEEK Sarah Carroll discussed different options and opportunities for ways the Social Services and Housing Board could get involved during the annual Hunger & Homelessness Awareness Week. 5. TARGETED DOWN PAYMENT ASSISTANCE PROGRAM - UPDATE ON THE PROGRAM METRICS AND CURRENT STATUS OF APPLICATIONS. Sarah Carroll presented updated numbers for the Targeted Down Payment Assistance Program applications. She continued by sharing with the Board how the program has grown since it began in 2005. Sarah Carroll notes COVID19 seems to have made an impact to the program and the participation is lower than expected for this point in time. CITIZEN INPUT No citizens were present and no comments were received. REGULAR AGENDA 6. BOARD MEMBER INTRODUCTIONS. David Heit introduced himself to the Board. Shawnna Dancer introduced herself to the new members of the Board, discussing the importance of attendance during their terms . Brian Thomson introduced himself to the Board, noting that this is his first term serving on the Board. Veorge Weathersby, Jr. introduced himself to the Board, stating it was his first meeting with the Board. He continued by agreeing with Sarah Carroll on her comments of the importance of attendance. Page 2 of 6 Sadaf Haq introduced herself to the Board, noting it was her 4th year serving on the Board. Kialyn Thrower introduced herself to the Board, noting her happiness of being able to serve on the Social Services and Housing Board. Chris King introduced himself to the Board, commenting on how honored he is to have served on the Board for the last 4 years. 7 CONSIDER AND ACT ON THE ELECTION OF OFFICERS OF THE SOCIAL . SERVICES AND HOUSING BOARD FOR THE FISCAL YEAR 2021. a. Chairman A brief discussion was held and the decision was unanimous for Sadaf Haq to remain as Chair. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None b. Vice-Chairman A brief discussion was held, by unanimous decision Brian Thomson was nominated as Vice Chair. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None c. Secretary The Board unanimously voted for Shawnna Dancer to remain as Secretary. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None Page 3 of 6 8 Consider and Act on the Approval of the Regular Meeting minutes from the July . 8, 2020, Social Services and Housing Board meeting. No discussion was held. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None 9 Consider and Act upon the approval of a proclamation declaring November 15- . 22, 2020, Hunger & Homeless Awareness Week. No discussion was held, the motion passed unanimously. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None 10. Consider and Act on the Approval of Targeted Down Payment Assistance Program Application #80. Sarah Carroll presented the Targeted Down Payment Program first-time homebuyer assistance loan #80, stating the applicants have been pre-approved for a loan and have agreed to occupy the residence for 5 years. Veorge Weathersby, Jr. questioned the purchase price versus the pre-approval loan amount. He continued to suggest the pre-approval amount and their income amount be listed on the agreements. Further discussion was held regarding adding more clear language to the documents and application instructions pertaining to the pre-approval process and the housing search. Sarah Carroll presented the Targeted Down Payment Program first-time homebuyer assistance loan #81, stating the applicants have been pre-approved for a loan and have agreed to occupy the residence for 5 years. No further discussion was held. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None 12. Consider and Act on the Approval of Targeted Down Payment Assistance Program Application #82. Sarah Carroll presented the Targeted Down Payment Program first-time homebuyer assistance loan #82, stating the applicants have been pre-approved for a loan and have agreed to occupy the residence for 5 years. No further discussion was held. Passed Vote: 7-0 For: Brian Thomson, Kialyn Thrower, Sadaf Haq, David Heit, Shawnna Dancer, Veorge Weathersby, Jr., Chris King Against: None A brief discussion was held amongst the Board covering the terms of the loan as far as responsibilities of the homebuyer if they no longer work for the City or FISD. NOTICE Page 2 of 3 Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Social Services And Housing Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Social Services And Housing Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
