MEETING OF THE SOCIAL SERVICES AND HOUSING BOARD GEORGE A. PUREFOY MUNICIPAL CENTER COUNCIL CHAMBERS 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 6:30 PM WEDNESDAY, SEPTEMBER 10, 2025 MINUTES CALL TO ORDER 1. Roll Call Brian Thomson called the meeting to order at 6:30 PM. Board Member Maureen Johns Present Board Member Adrian Escalante Present Secretary Naheed Saeed Present Board Member Josephus Howard Present Chairman Brian Thomson Present Board Member Monigo Saygbay-Hallie Absent Vice Chairman Venkat Mulukutla Absent Also present: Venetta Windom – Community Development Manager and Theresa Lafleur- Grants Coordinator. REPORTS 2. Manager's Report Community Development Manager, Venetta Windom updated the board on several items. She noted that board applications closed with all current members continuing their service. She also reported that CDBG contracts have been approved with training scheduled for subrecipients on September 11, Page 1 of 3 2025. She also stated that SSG contracts will go before council on September 16. Venetta further reported on infrastructure projects, highlighting the completion of 3rd & Maple, reinvestment work underway at Gallegos Park, and water system upgrades at Western Heights. She also informed the board that the Consolidated Plan was approved by Council and submitted to HUD, with $774,444 in new funding plus carryover and program income. Housing rehabilitation funds were paused to allow existing balances to be spent down, with resources redirected to public improvements. Finally, she shared that the City successfully met HUD’s timeliness goal. CITIZEN INPUT None REGULAR AGENDA 3. Secretary Naheed Saeed moved to approve Consider and act on the approval of the Regular Meeting Minutes from the May 14, 2025, Social Services and Housing Board Meeting. Board Member Adrian Escalante seconded the motion. Passed Vote: 5 - 0 For: Board Member Maureen Johns, Board Member Adrian Escalante, Secretary Naheed Saeed, Board Member Josephus Howard, Chairman Brian Thomson Against: (None) Absent: Board Member Monigo Saygbay-Hallie, Vice Chairman Venkat Mulukutla 4. Consider and act on Board Member's explanation for missing regular scheduled Social Services and Housing Board meetings per City Charter Article VIII Boards and Commissions Section 8.01(5). Item introduced. No action was taken due to the Board member not being in attendance to provide the requested explanation. The item was not tabled and will be added to the next month’s agenda for further consideration. Page 2 of 3 5. Presentation of Certificates. Venetta Windom recognized Naheed Saeed, Maureen Johns, and Monigo Saygbay-Hallie with a certificate for their service on the board. 6. Request future agenda items. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Social Services And Housing Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Social Services And Housing Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
