SPECIAL-CALLED CITY COUNCIL WORK SESSION MEETING GEORGE A. PUREFOY MUNICIPAL CENTER UNITY ROOM, 4TH FLOOR 6101 FRISCO SQUARE BLVD. FRISCO, TEXAS 75034 5:00 PM MONDAY, SEPTEMBER 15, 2025 MINUTES CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 5:07 p.m. with a quorum of Council Members present. 1. ROLL CALL Mayor Jeff Cheney Present Mayor Pro-Tem John Keating Present Deputy Mayor Pro-Tem Laura Rummel Present Council Member Burt Thakur Present Council Member Angelia Pelham Present Council Member Jared Elad Present (arrived @ 5:08 p.m.) Council Member Brian Livingston Present Representing Staff: Wes Pierson, City Manager; Henry Hill, Deputy City Manager; Ben Brezina, Assistant City Manager; E.A. Hoppe, Assistant City Manager; Rob Millar, Assistant City Manager; Kristi Morrow, City Secretary; Julie Davidson, Deputy City Secretary; Richard Abernathy, City Attorney; Department Directors; and other Staff members. CITIZEN INPUT Page 1 of 3 No one wished to speak during Citizen Input. CLOSED SESSION 2. Recess into Closed Session in compliance with Section 551.001 et. seq. Texas Government Code, to wit: Mayor Pro-Tem John Keating moved to enter Closed Session at 5:08 p.m. Deputy Mayor Pro-Tem Laura Rummel seconded the motion. Passed Vote: 6 – 0 For: Mayor Pro-Tem John Keating, Deputy Mayor Pro-Tem Laura Rummel, Council Member Burt Thakur, Council Member Angelia Pelham, Council Member Jared Elad, Council Member Brian Livingston Against: (None) A. Section 551.074 Personnel Matters: Section 551.074 authorizes certain deliberations about officers and employees of the governmental body to be held in Executive Session. i. Deliberate the appointment, duties, and evaluation of members to the Community Development Corporation, the Economic Development Corporation, the Planning and Zoning Commission, and the Board of Adjustment. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. Council Member Brian Livingston moved to reconvene into the Work Session at 6:07 p.m. Council Member Jared Elad seconded the motion. Passed Vote: 6 – 0 For: Mayor Pro-Tem John Keating, Deputy Mayor Pro-Tem Laura Rummel, Council Member Burt Thakur, Council Member Angelia Pelham, Council Member Jared Elad, Council Member Brian Livingston Against: (None) As a result of Closed Session there was no action to take. REGULAR AGENDA 3. Discussion regarding Boards and Commissions. Page 2 of 3 City Council discussed the appointment, duties, and evaluation of candidates who applied to fill the vacancies on all Boards and Commissions, except for the Community Development Corporation, Economic Development Corporation, Planning and Zoning Commission, and Board of Adjustment, as these were discussed during Closed Session. After extensive review and discussion of the submitted Board Applications, Council determined who they would like to nominate for appointment during the Regular City Council Meeting held immediately after the Work Session. Council Member Brian Livingston had a prior engagement and left the meeting at 7:09 p.m. ADJOURN Council Member Burt Thakur moved to adjourn at 7:10 p.m. Council Member Jared Elad seconded the motion. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By Tuesday, September 9, 2025 at 5:00 PM and remained so posted at least three (3) business days before the meeting was convened. If during the course of the meeting covered by this notice, the City Council should determine that a closed or executive meeting or session of the City Council or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the City Council at the date, hour and place given in this notice as the City Council may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. § 551.076 – Discussion regarding the deployment, or specific occasions for implementation, of security personnel or devices, or a security audit. § 551.087 – Discussion regarding commercial or financial information that the Board has received from a business prospect or to deliberate the offer of a financial or other incentives to a business prospect. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The George A. Purefoy Municipal Center is wheelchair accessible. Access to the building and special parking are available at the primary north entrance facing Frisco Square Blvd. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
