MEETING OF THE URBAN FORESTRY BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75034 6:30 PM WEDNESDAY, AUGUST 26, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Chairman Charles Lamping called the meeting to order at 6:45 p.m. 1. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. A. Council Report. Natural Resources Superintendent, Tom Diamond gave update on the monthly report. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. A. June 24, 2020 Regular Meeting of the Urban Forestry Board. Board Member Rick Travis moved to approve June 24, 2020 Regular Meeting of the Urban Forestry Board. Vice Chairman Don Fesh seconded. Passed Vote: 4 - 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Board Member Ajay Vonkarey, Board Member Rick Travis Against: (None) REGULAR AGENDA 4. Discussion regarding ArborFest. The Board will finalize ArborFest at the September Board Meeting. 5. Discussion regarding UFB Advocacy Opportunities. Vice Chairman Don Fesh informed the Board that he will contact the Education and Outreach Supervisor, Molly Kinson along with the Marketing Administrator, Jan Jackson to discuss Urban Forestry Board promotion opportunities. 6. Recommendations for future Agenda topics.  Staff will present a report on the feasibility of “Pocket Forests”. Page 2 of 3  Arborfest options.  Discuss potential tree signage.  Discuss new Board Member elections. ADJOURN CERTIFICATION Shannon Coates, Director of Parks & Recreation, certifies that this Notice of Meeting was posted on the outside bulletin board, at the George A. Purefoy Municipal Center of the City of Frisco, Texas, a place convenient and readily accessible to the general public at all times, and said Notice was posted on the following date and time: By August 21, 2020 at 6:30 p.m. and remained so posted at least 72 hours before meeting was convened. If during the course of the meeting covered by this notice, the Urban Forestry Board should determine that a closed or executive meeting or session of the Urban Forestry Board or a consultation with the attorney for the City should be held or is required, then such closed or executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code § 551.001 et. seq., will be held by the Urban Forestry Board at the date, hour and place given in this notice as the Urban Forestry Board may conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes: Texas Government Code Section: § 551.071 – Private consultation with the attorney for the City. § 551.072 – Discussing purchase, exchange, lease or value of real property. § 551.074 – Discussing personnel or to hear complaints against personnel. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Urban Forestry Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Urban Forestry Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. NOTICE OF ASSISTANCE AT PUBLIC MEETINGS The Grove at Frisco Commons is wheelchair accessible. Access to the building and special parking are available at the primary south entrance facing McKinney Road. Persons with disabilities who plan to attend this meeting and who may need auxiliary aids or services such as interpreters for persons who are deaf or hearing impaired, readers, or large print, are requested to contact the City Secretary’s Office at least 48-hours prior to the meeting.
