MEETING OF THE URBAN FORESTRY BOARD THE GROVE AT FRISCO COMMONS 8300 MCKINNEY ROAD FRISCO, TEXAS 75033 6:30 PM WEDNESDAY, DECEMBER 16, 2020 MINUTES Citizens are welcome to speak during Citizen’s Input or during an Agenda item. Please fill out a comment card prior to the meeting, indicating when you would like to speak and submit it to staff. You will be given up to 5 minutes. During Citizen’s Input, the Board can listen, but they cannot provide feedback at that time. During the Agenda item, the Board can comment or ask questions regarding your input. CALL TO ORDER Chairman Charles Lamping called the meeting to order at 6:33 p.m. 1. Page 1 of 4 REPORTS 2. Parks & Recreation report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Council Report. Park Operations Manager Eddie Camacho gave update on the monthly report. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Board is required to remove any item for discussion and separate action. Board members may vote nay on any single item without comment and may submit written comments as part of the official record.) 3. Consider and act upon approval of Minutes. November 25, 2020 Regular Meeting of the Urban Forestry Board. Secretary Hal Deatherage moved to approve the November 25, 2020 Regular Meeting of the Urban Forestry Board. Vice Chairman Don Fesh sconded. Passed Vote: 4 - 0 For: Chairman Charles Lamping, Vice Chairman Don Fesh, Secretary Hal Deatherage, Board Member Stephanie Cleveland Against: (None) REGULAR AGENDA 4. The Board will continue its discussion regarding the Pocket Forest Program. The Board discussed tree species options for the Pocket Forest Program and agreed to continue discussion at the January 27, 2021 Meeting. 5. Continued discussion regarding the Pond-to-Plate event. The Board discussed possible presentation ideas for the Pond-to-Plate event. They are also requesting to have the P&R Marketing Administrator or Education & Outreach Supervisor to assist with information at the January 27, 2021 Meeting. 6. Discussion regarding the 2020 "Champion Tree". Further discussion will continue at the January 27, 2021 Meeting. Page 2 of 4 7. Update on the 2019 "Champion Tree" plaque. There was no update regarding the 2019 "Champion Tree" plaque, as Natural Resources Superintendent Tom Diamond was unable to attend the meeting. However, the Board did discuss plaque options for the 2021 "Champion Tree". 8. Discussion regarding Urban Forestry Board Guest Speaker events. The Board discussed inviting Howard Garrett, Arborist and Specialist in Natural Organic Tree Care, as guest speaker at a future meeting. There was also discussion about the possibility of contacting surrounding cities regarding the operation of their Uuban Forestry Programs. 9. Discussion regarding promotional handouts. There was discussion to have more printouts made of the tree identification pamphlets. 10. Update regarding Education Outreach opportunities. The Board requested a copy of the City's events calendar for 2021. This would assist in determining events to participate in. 11. Recommendations for future agenda topics.  The Pocket Forest Program  Participation in the Pond-to-Plate Event  2020 "Champion Tree" and plaque  Future guest speakers  Informational brochures regarding the importance of trees to limit unnecessary tree removal  Emerald Ash Borer ADJOURN Chairman Charles Lamping moved to adjourn the meeting at 7:10 p.m. Secretary Hal Deatherage seconded. NOTICE Pursuant to City of Frisco Ordinance Number 19-10-87 each member of the public wishing to address the Urban Forestry Board shall be entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda item, in which case the Urban Forestry Board may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law. Access to the building and special parking are available at the primary south entrance facing McKinney Road.
