MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road June 3, 2014 WORK MEETING A work meeting to discuss the 2014-2015 budget was called to order by Mayor Don Carroll at 6:15 PM. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Craig Hill, Scot Poole and Mayor Don Carroll. Council Member Eileen Moss entered the meeting at 6:30 PM. Council Member Julia Busche was excused. STAFF PRESENT: City Manager Brandon Green, Public Works Superintendent Darren Frandsen, Street Superintendent Dan Green and Recording Secretary Susan Cranford City Manager Brandon Green discussed the proposed water, storm water, vehicle and equipment budgets and employee compensation with the council members. City Manager Green stated the city adopted a storm water utility rate a year ago that increases every year on July 1. The purpose for the rate schedule is to have the fund be self-sustaining and to generate revenue for storm water projects. In 2009 the city approved a 5-year plan to increase the water rates. The city is now entering the final year of that plan. The revenue generated has been very successful and has promoted water conservation. Significant water line replacement projects have been finished and more are planned for the next five years in the city. City Manager Green stated the city needs to purchase a skid steer, asphalt roller and a new mower deck. The purchase or rental of a crack sealer for roads was discussed. Staff will look into the prices. Mayor Don Carroll stated the city may incorporate a roads enterprise fee in the future that would be used for capital improvements to city roads. Council Member Eileen Moss stated she feels that roads should continue to be financed through property taxes. The council agreed that the city employees should receive an increase in compensation comparable to similar markets in the area. Mayor Carroll suggested the City Manager give the employees a one-time sum of money and an additional amount based on merit, length of employment and training. He also suggested the city consider a yearly cost of living raise that is disbursed twice a year, one-half at a time. 1 Fruit Heights City Council Meeting June 3, 2014 The work meeting adjourned at 7:02 PM. REGULAR MEETING The regular meeting of the Fruit Heights City Council was called to order at 7:08 PM by Mayor Don Carroll. Boy Scout Taylor Eldredge of Troop 544 let the Pledge of Allegiance. Craig Hill gave a prayer for the Opening Ceremony. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Craig Hill, Eileen Moss, Scot Poole and Mayor Don Carroll. APPROVAL OF MINUTES OF PREVIOUS MEETING – May 20, 2014 53:53 Council Member Diane Anderson made a motion to approve the minutes of May 20, 2014, as written. Council Member Scot Poole seconded the motion and it passed unanimously by those in attendance. 3. SPECIAL PRESENTATIONS - Items from the Public There were no items from the public presented. 4. PUBLIC HEARING A public hearing was not held. 5. NEW BUSINESS 5.1 Discuss/Approve/Deny Rezone Request for 8.095 Acres from R-S-12 to R-1-10 56:00 City Manager Brandon Green stated an application to rezone 8.095 acres off of Green Road was presented to the Planning Commission on May 27. The Planning Commission held a public hearing to consider the application and recommends approval of the rezoning. 2 Fruit Heights City Council Meeting June 3, 2014 Staff is in the process of working through some concerns of the neighbors regarding curb and gutter on Green Road, but it has no affect on the rezoning application. Staff is working with the developer regarding the storm drain and the legal description of the property. City Engineer Brandon Jones stated the rezoning is compatible with the adjacent properties. Council Member Craig Hill made a motion to approve Ordinance 2014-03 for the rezoning from R-S-12 to R-1-10. Council Member Eileen Moss seconded the motion and it passed with the following vote: AYES: Anderson, Hill, Moss, Poole NAYES: None ABSENT: Busche 5.2 Discussion on Recycling Mayor Don Carroll stated some additional information needs to be before the council members regarding this discussion. He tabled this matter until a future City Council meeting. 5.3 Discussion on FY 2014-15 Water, Storm Water, Vehicle and Equipment, and Employee Compensation Funds 1:02:11 City Manager Brandon Green reviewed the discussion of the work meeting held earlier regarding next year’s budget. He stated a year ago the city adopted a rate increase for the storm water that increases in increments for five years. The rate will increase 50 cents a month this year. The city is trying to get the storm water enterprise fund to operate on its own and not be subsidized by the general fund. He stated five years ago the city adopted a rate increase schedule for the water fund to cover operating and maintenance costs. He listed the priority culinary water projects for the council members that include replacing and repairing existing water lines. City Manager Green listed the equipment the Public Works Department needs and their estimated costs. The council discussed the possibility of renting or purchasing a crack sealer and compressor. Staff will look further into that. It was decided that a new building to store the new equipment may be necessary. Staff will look into costs for a pole barn or some type of structure to shelter the equipment. Mayor Don Carroll stated that recently DIGIS came before the city with a proposal to install a tower in the city and sign a lease for their equipment, which would provide revenue for the city. If the city approves the tower, that money could be put into the budget. 3 Fruit Heights City Council Meeting June 3, 2014 Resident Jeff Richards stated he thinks it may make more sense to rent some of the equipment to repair potholes in the city streets. 5.4 Discussion on Buy Local 1:31:10 Mayor Don Carroll stated he was approached by a group to encourage Fruit Heights residents to buy from local merchants. Resident Shelda Bennett suggested the city could put a list of residents in the city who own businesses in the next RidgeRunner and encourage neighbors to support the local business owners. 6. OLD BUSINESS There was no old business. 7. UPCOMING CALENDAR EVENTS 1:34:40 7.1 June 17 Public Hearing/Adopt Budget Amendments for FY 2013-2014 7.2 June 17 Public Hearing/Adopt Final Budget for FY 2014-2015 7.3 4th of July Celebration Friday July 4, 2014 The council members are looking for another car to put in the parade on July 4. New name tags and shirts are being made for each council member. 7.4 Founders Day Celebration Saturday, August 2, 2014 Some significant raffle prizes have been donated this year for the Founders Day celebration. Many events are being planned by the Founders Day Committee. 8. DEPARTMENT AND CITY OFFICIAL REPORTS A. City Engineer’s Report City Engineer Brandon Jones stated staff is working on two subdivisions in the city: Green Farm Estates and the Butcher property at Orchard and Country Lane. He stated staff needs to update the storm water study for Green Road at Highway 89. He has been applying for federal funding from the Wasatch Front Regional Council for an overpass at Nicholls for many years. He has applied for $1,000,000 for right of way purchases and preliminary engineering. The funding has been granted. The project is currently scheduled to be sometime between 2015 and 2020. The actual cost of the project is $16,000,000 to $20,000,000. Mayor Don Carroll stated UDOT has recently recommended additional changes and accelerated the time frame for work on Nicholls Road. 4 Fruit Heights City Council Meeting June 3, 2014 City Engineer Brandon Jones stated the city should update the General Plan to show the city’s intention for development of the corner of 400 North and Highway 89. Council Member Scot Poole suggested the trails map be updated in the General Plan showing a crossing under Highway 89 through to Mountain Road. B. City Planner’s Report Mayor Don Carroll reported that he and City Planner Jeff Oyler attended a Community Development Block Grant meeting last week. Fruit Heights currently is not part of an inter-local agreement to participate with the county and is ineligible to participate in receiving grants. However, he has requested that the inter-local agreement be brought back to the council for re-consideration. City Manager Brandon Green stated that the city approved a two lot subdivision on the Raymond property on Mountain Road. The applicant has since decided not to build and will, instead, remodel the existing Raymond home. C. City Manager’s Report 2:22:48 City Manager Brandon Green reported that the Miss Kaysville-Fruit Heights pageant chairman has stated which dates she wants to use city hall and there are some conflicting dates. City Manager Green was directed to work with the organizers and ask them to serve our community by volunteering at the Founder’s Day picnic by face painting the children or something of that nature. D. City Council Members’ Reports 2:30:55 Council Member Diane Anderson stated the Kaysville Recreation Committee needs volunteers to assist with the July 4 celebration. They need assistance on the parade route, family festival and for the cleanup. The Youth City Council (YCC) has finished for the year and will be accepting applications for new members for the 2014-2015 year. It was decided to bring the YCC to the next City Council meeting to thank them for the fabulous job they did last year and the assistance they provided the city. Council Member Scot Poole stated the president of the Paradise Homeowners Association north of the hollow at Nicholls Park stated he is content with what the city is doing on the trail. City Manager Green stated the city still has an issue with the homeowner who is putting a backyard fence down the hollow. The council directed the City Manager to proceed with measure to get rid of the fence. Council Member Eileen Moss stated the residents in the Hidden Springs Subdivision are having a bar-b-que and will be discussing emergency preparedness. She will suggest 5 Fruit Heights City Council Meeting June 3, 2014 they address the fire danger to the homes in their subdivision during the summer fire season. Council Member Moss requested the handicap parking stalls in the parking lot at city hall be repainted. E. Mayor’s Report Mayor Don Carroll requested the council members forward him the names of suggestions for this year’s Unsung Hero from Fruit Heights. Mayor Carroll stated that there are many solicitors in the city this spring. He requested the residents be reminded that all solicitors need to display a certificate issued by the city. Residents also need to be told they can contact the Sheriff’s Office if an unlicensed solicitor is at their door. The information will be placed on the city’s website. Mayor Carroll stated he has received complaints about the water restrictions placed on homeowners this year. Public Works Superintendent Darren Frandsen stated he has a note from Haights Creek Irrigation District that he can place on the homeowner’s door reminding them not to water during the day. A fireworks restriction ordinance will be on the next City Council agenda. 9. ELECTRONIC MEETING No action was taken. 10. CLOSED MEETING A closed meeting was not held. 11.
