MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road July 9, 2019 REGULAR MEETING The regular meeting of the Fruit Heights City Council was called to order by Mayor John Pohlman at 7:01 PM. The Pledge of Allegiance was recited with Public Works Superintendent Daren Frandsen leading those in attendance, an opening prayer was offered by City Council Member, Jeanne Groberg. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia Busche, Brandon Halliday, Jeanne Groberg, and Mayor John Pohlman were all present. STAFF PRESENT: City Manager Brandon Green, Public Works Superintendent Darren Frandsen, and City Planner Jeff Oyler VISITORS: Trustee Beth Holbrook; UTA, Andrus Coman; UTA, Sue Logan, James Lamb 4. APPROVAL OF MINUTES OF MEETING – May 21, 2019 and June 4, 2019. City Council Member Brandon Halliday made a motion to approve the minutes from the May 21, 2019 and June 4, 2019 City Council meetings as corrected. Council Member Daine Anderson seconded the motion and it passed unanimously by those in attendance. 5. SPECIAL PRESENTATION(S) UTA Presentation: Beth Holbrook & Andrus Colmen Andrus Colmen and Trustee Beth Holbrook, UTA representative for Davis, Weber, and Box Elder Counties addressed the City Council regarding UTA services. Trustee Holbrook provided a PowerPoint presentation to the City showing UTA Bus Routes, Ridership, and coverage. In addition, Trustee Holbrook also reviewed UTA’s plans to optimize their ridership, bus stops, frequency, and efficiency. The City Council, Mayor, and UTA discussed some of the challenges that we face along the Wasatch front and ways that UTA was looking to improve ridership. In addition, Trustee Holbrock informed the City that UTA has been focusing on improving bus stops. Since 2016 UTA has improved 6 stops with Prop. 1 Funds. Additional stop improvements are scheduled to continue. CITY INFORMATIONAL ITEMS 6.1 Present and Discuss Updates to City Ordinances City Manager Brandon Green informed the Mayor and Council that the City Attorney, Brad Christopherson, had not completed the ordinance review. The City Manager asked that this item be tabled for a future City Council Meeting. 6.2 Discuss/Approve/Deny Request to purchase Engineered Fall Material for Nicholls Park City Manager Brandon Green presented to the City Council that the newly built Castle Heights Playground Bid did not include the engineered fall material. The City Manager received 3 bids for the installation of the Engineered Fall Material and presented them to the Council for Discussion. There was discussion on if the City was able to salvage any of the fall material from the previous playground, the weed fabric that is installed on top of the ground before the fall material is installed, and the possibility of the City renting the necessary equipment to have the fall material installed. City Manager Green has requested that the City Council approve the City Staff to approve the amount, not to exceed, move forward with the installation of the fall material as provided by Replenish Landscape for $24,494.00. Council Member Halliday asked that the City Manager Green contact the other companies that offered bids for fall material to see if there was any additional cost savings that the City could receive because of the size of the project. City Manager Green agreed to contact the others that provided bids. Council Member Halliday made a motion to approve but not to exceed the amount of $24,494.00 for the installation of the engineered fall material for the new Castle Heights Playground. Council Member Busche seconded the motion. Motion passed unanimously. 7. INFORMATION ITEMS/UPCOMING EVENTS 8. DEPARTMENT AND CITY OFFICIALS REPORTS Mayor Pohlman thanked the office staff for their help with the 4th of July celebration and also expressed his appreciation to the City Council for their help with the 4th of July Breakfast and Parade. Mayor Pohlman also reported that the Patriotic Devotional with Jennie Taylor was very well attended and very motivating and had many comments from residents on the City’s selection of Matt and K’Lynn Lyman as the City’s Unsung Heroes, they are a very deserving couple. Mayor Pohlman also reported on his talks with Davis County Golf Course to hold a golf scramble for residents only on Friday Night. There will be 40 slots available and participants will need to register in advance at the City Office. Council Woman Groberg reported on the Founders Day celebration Council Member Groberg reported that things are coming together for the Founders Day Celebration. The Committee will be meeting one last time before the event to finalize the last- minute preparations. The City Council discussed the events for that evening and the times that things will begin. It was noted that the ribbon cutting ceremony for the new Castle Playground will be at 5:00 pm and the fireworks show will begin at 9:00 pm. Council Member Busche reported on the Citizen Core Committees work with the updates to the City’s Emergency operation Plan. She indicated that the Council would be receiving those updates prior to the next City Council Meeting and asked that the Council review the plan and become familiar with it. Daren Frandsen reported on City projects. There was some discussion regarding the playground and the water line projects in Ellison Farms and on Nicholls Road. The sidewalk along Green Road and Country Lane is scheduled to begin near the end of August. City Planner Jeff Oyler Reported to the City Council about the items that the Planning Commission has been working on as well as the items that they will be reviewing within the next month. There were some questions regarding a business license request as well as some discussion on a recent development approval. The City will be working closely with the City Attorney on both of these items and won’t recommend any approvals until the City Attorney is comfortable. 9. ELECTRONIC MEETING NOT HELD 10. CLOSED MEETING NOT HELD 11. ADJOURNMENT Mayor Pohlman called for a motion to adjourn. Council Member Gary Anderson made the motion with Council Member Jeanne Groberg seconding the motion. Motion passed unanimously.
