Minutes City Council Meeting Fruit Heights City 910 South Mountain Road August 4, 2020 REGULAR MEETING: The City Council Meeting began at 7:00 pm. WELCOME: Mayor Pohlman called the meeting to order at 7:07 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was recited by Council Member Julia Busche and the meeting was opened with Council Member Gary Anderson offering a word of prayer. COUNCIL MEMBERS PRESENT: Mayor John Pohlman and Council Members Diane Anderson, Gary Anderson, Julia Busche, Jeanne Groberg, and Eileen Moss were all present. CITY STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, and City Public Works Superintendent Darren Frandsen were present. Visitors: Jerry LaBaron, Denise LaBaron, Todd Stevenson, Debbie Stevenson, Linda Riplinger, Abi Call, Jaxon Pearce, No conflict of interests noted. No public comment. REVIEW AND APPROVAL OF MINUTES: Minutes for the 16 June 2020 were approved with corrections. Julia Busche made the motion and Diane Anderson made a second. (Review and Approval of minutes were done at the end of the meeting) SPECIAL PRESENTATIONS: YOUTH CITY COUNCIL REPORT Youth City Council Mayor Eva Weeks reported. The YCC assisted with the Founders Day Photo Contest. They also held a first meeting of the year wherein they reviewed their YCC constitution. Ten new applicants are being interviewed for membership. If all are accepted there will be 17 members of the new Youth City Council 2020-2021. RECOGNITION OF FOUNDERS DAY WINNERS Thanks go out to our Founders Day Chairman Jerry LeBaron. The LeBaron’s have served as the chair for two years and will continue to serve for the 2021 celebration. The key objective for this year’s Founders Day was for people to have fun despite the COVID-19 social distancing restrictions. A golf tournament, photo contest, city-wide QR scavenger hunt (both new activities this year) and fireworks display (thank you, Mayor Pohlman) and music provided by Mark Robinette at Nicholls Park accomplished that goal. Those who provided scavenger hunt photo documentation from the 14 locations throughout the city were given prizes at the city hall grounds as well as learning more about our City. Prizes were awarded via a point system to the top three photo contest winners: Debbie Stevenson for “Bee Heaven,” Linda Ripplinger for “On the Trail,” Abi Call for “Sunset through the Window.”  Minutes City Council Meeting Fruit Heights City 910 South Mountain Road August 4, 2020 The rest of the submissions were given prizes as well. A large trophy was presented to the golf scramble team winners Kent Miller, Eric Buckley, Jaxon Pearce, and Kyle Charlesworth to share until passing it forward in 2021. Chairman LeBaron gave suggestions for the next year’s event looking forward to more participation and, perhaps, a return to more of the traditional celebratory activities. Review/Discuss/Approve/Deny Award for 650 N Storm Drain Project. City Engineer Brandon Jones: A capitol project was planned for this year to replace the water line and provide a storm drain on Quail Ridge and 650 North area; The plan was to pipe the water down the street, provide inlets and tie into the storm drain further down. With the Highway 89 project, a Weber Basin irrigation line and utilities coming in, the idea is for the city to put lines in now on 650 North rather than next year avoiding those conflicts. The storm drain would be brought in, the curb radius changed, a new hydrant placed, making it ready for Quail Ridge work next year. There are sufficient funds for this project in the storm water fund. Motion to award to TONCCO Construction the 650 North Storm Change Project was made by Gary Anderson; seconded by Julia Busche. Unanimous approval was given to make the change order and the work would begin as soon as possible. Review/Discuss/Approve/Deny 6(f) Property Conversion This item was tabled. Set a Public Hearing Date to Receive Public Input for 6(f) property conversion Properties 6-F exchange between UDOT and Fruit Heights City. City manager conversed with Horrocks Engineering and UDOT about two parcels - one at the bottom of Green Road and 89 and the other at the north end of Mountain Road -that would replace the 6-F piece that UDOT needs by the city shops. Properties are similar in value. Discussion ensued about which purposes the city would be allowed to use those properties. A 30-day public comment period will occur to discuss the 6-F property. Then a public hearing will be held 1 September 2020. Council approved the matter. Diane Anderson made the motion; Julia Busche made the second. The vote was unanimous for the comment period and the public hearing. There will be a three-year period in which to determine the use for the properties. Review and Discuss Considerations for CARES Act Grant CARES ACT funds. The city is seeking to use the first tranche for specific needs to address COVID-19 solutions at city hall. The justification and approval of the use of all CARES ACT funds has not been clearly defined by the Federal Government at this time. City Manager and Mayor will discern what the valid options are and bring them for Council deliberation. The second tranche of funding due in April 2021, is under speculation.  Minutes City Council Meeting Fruit Heights City 910 South Mountain Road August 4, 2020 The Check Register was studied, and points were discussed for clarification for the Council by city manager. Calendar items: • Truth in Taxation hearing 18 August 2020 • Finalize FY 20-21 Budget on 18 August 2020 council meeting. CITY COUNCIL & STAFF REPORTS A reminder was given to City Planner Jeff Oyler about the ordinance work on animals in the city for upcoming Planning Commission meeting. Appreciation goes out to our Darren Frandsen for “getting in the trenches”- doing the work and giving training. We thank him and our Public Works for all they do. Thanks to City Manager Brandon Green for the ten handcrafted speed limit signs that will rotate around the city in order to do some controlling and education about speeding concerns that residents have brought to the council. The mayor and council appreciated his creative approach to this safety issue. Mayor Pohlman reported that in Utah Business Magazine Fruit Heights City was recognized for “creating a one-of-a-kind water conservation program.” The article is about the city’s partnership with Weber Basin and Orbit Irrigation. Julia Busche brought up the matter of who gets the Ridgerunner thru the X-press Bill Pay. City manager will check to ensure the city’s newsletter is coming out online to those who have signed up electronically. The City Council meeting was adjourned at 8:47 p.m. via a motion by Councilmember Diane Anderson and 2nd by Councilmember Jeanne Groberg.
