Minutes City Council Meeting Fruit Heights City 910 South Mountain Road September 1, 2020 WELCOME: Mayor John Pohlman: Mayor Pohlman called the meeting to order at 7:07 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was recited by Council Member Eileen Moss and the meeting was opened with Council Member Julia Busche offering a word of prayer. COUNCIL MEMBERS PRESENT: Mayor John Pohlman and Council Members Gary Anderson, Julia Busche, and Eileen Moss were all present. Council Members Diane Anderson and Jeanne Groberg participated in the meeting via a ZOOM video conferencing. CITY STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, and City Public Works Superintendent Darren Frandsen were present. VISITORS: Rob Malan, Gary Fox, Jim Hyde, Lori Hyde, Anna McFadden, Jeff Byers, Justin Wright, Kara Toone, Lori Hyde, Alan Jones, Janile Jones, Rob Mueller, Lisa Mueller, Greg Lazalere, Andrew Hartmann, Darla Hartmann, Brent Steele, Angela Steele, Matt Swain, Steve Franny, Connie Franny, Matt Kammeyer, Maria Kammeyer, Adam Taintor, Tyler White, Audry White, Jody Trujillo, Cara Trujillo, Eva Weeks, Melissa Weeks, Paula Stephenson, Seth Taintor, Colby Cox, Maddie Morris, Mia Trujillo, and others. DECLARATION OF CONFLICT(S) OF INTEREST: None PUBLIC COMMENTS: Resident Jim Hyde presented to the City Council a petition regarding the Fruit Loops mountain bike park. Mayor Pohlman took several comments from those in attendance about the mountain bike park. Mayor Pohlman gave everyone in attendance at the meeting the opportunity to address the City Council regarding the mountain bike park. Following the comments, Mayor Pohlman thanked those who attended the meeting and indicated that the City Council would take under advisement any concerns and issues related to the trail. At this point most in attendance left the meeting to allow for the Youth City Council Oath of Office. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETING: None SPECIAL PRESENTAION(S) CITY BUSINESS: Administration of the Oath of Office to the Youth City Council for Fiscal year 2020-2021: Kennedy Bargar, Danielle Brower, Lola Brower, Julia Byers, Colby Cox, Emma Gardiner, Adlen 1 September 1, 2020 Groberg, Ellie Groberg, Lucy Groberg, Hailey Halliday, Sabrina Jackson, Emma Jones, Maddie Morris, Seth Taintor, Mia Trujillo, Eva Weeks • Mayor John Pohlman-Thanked the YCC for interest in city council and leadership • City Manager Brandon Green administered the Oath of Office the YCC. Review/Discuss/Approve/Deny Request from Davis Education Foundation for Support: Kara Toone with the Davis Education Foundation is seeking financial help to offset costs for childcare through the CARES Act funding that cities received. Davis School District is not the same as Davis Education Foundation. The Funding provided to the Foundation from Fruit Heights City would on go to support Fruit Heights residents who are in crisis. Applications would need to be filled out and those meeting the required criteria would be considered for funds distribution. Motion to Table until the 3rd tranch by Mayor Pohlman. Review/Discuss/Approve/Deny CARES Act Grant Allocation for Park Restroom Maintenance: Parks & Bathrooms: Cleaned and sanitized twice daily. Use Cares Act Funds and move forward with this immediately. The Council would prefer that this be a resident that is 18 years of age or older and that would be available to start ASAP. $3,000 will be set aside for supplies and up to $3,000 for wages. After a short discussion, Council Member Eileen Moss made a motion that the City Council approve $6,000.00 which will be used to pay an adult individual to open/close the restrooms and purchase cleaning supplies. Motion was seconded by Council Member Diane Anderson. Motion passed unanimously. Review/Discuss/Approve/Deny Hidden Hollow Estates Second Amendment City Planner Jeff Oyler presented a second amendment to the Hidden Hollow Estates Subdivision. And further explained that nothing with the lot size was changing that it would remain the same size but that the northeast lot line was being adjusted. These adjustments do not affect the lot or the ability for someone to build on the lot. Mr. Oyler recommended that the City Council approve the amended plat as presented to the Council. After a short discussion, Council Member Julia Busche made a motion that the City Council approve the Hidden Hollow Estates Second Amendment. City Council Member Diane Anderson seconded the motion; Motion passed unanimously. CITY STAFF AND COUNCIL REPORTS: • Council Member Eileen Moss addressed some concerns regarding clear view at the intersection of Nicholls Road and Mountain. Road. City Staff agreed to take care of the problems. • There was appreciation expressed to the city staff regarding the signs that have been placed in the roads to help remind residents to watch their speeds. • Council discussed the signs in the parks that needed to be replaced and to also install new signs that clearly show the hours that the parks are open. City Manager Green 2 September 1, 2020 indicated that the signs have been ordered and that they will be installed when they arrive. • UDOT is scheduled to repave Country Way near the end of September. • Council Member Gary Anderson is looking for some Eagle Scout Projects, City Manager Green will get with Gary to discuss some options. ELECTRONIC MEETING: Not held. CLOSED MEETING: Not held. ADJOURNMENT: Council Member Gary Anderson made a motion to adjourn the meeting. Council Member Eileen Moss seconded the motion.
