MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road October 20, 2020 WELCOME Mayor John Pohlman called the meeting to order at 7:01 pm PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member Diane Anderson and the meeting was opened with Council Member Gary Anderson offering a word of prayer. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia Busche, Eileen Moss and Mayor John Pohlman were all present. Council Member Jeanne Groberg arrived later in the meeting. CITY STAFF PRESENT: City Manager Brandon Green and City Works Superintendent Darren Frandsen, Recording Secretary Amy Gardiner. VISITORS: PUBLIC COMMENTS: None APPROVAL OF MINUTES: Minutes from October 6, 2020 Council Member Eileen Moss made a motion to approve the minutes for October 6, 2020. The motion was seconded by Council Member Julia Busche with a correction to a spelling of a name and it was approved unanimously. SPECIAL PRESENTATIONS: None. CITY BUSINESS: Review/Discuss/Approve/Deny the Heights Subdivision for Conditional Acceptance Council Member Julia Busche read aloud the letter that had been received from Zac Burk, Project Engineer at Jones and Associate, for the proposed Heights Subdivision. City Manager Brandon Green explained what was said in the letter. Mayor John Pohlman asked questions about the sewer and storm drains, and City Manager Brandon Green responded to the questions. Council Member Julia Busche asked questions about the process of naming a street. City Manager Brandon Green replied that it is decided by the developer and that the street will be named Heights Drive. Although it was stated that the City Council has the final say. This led into a discussion of the naming of streets that are affected by the construction of Highway 89. Council Member Diane Anderson made a motion to approve the Heights Subdivision for Conditional Acceptance. Council Member Julia Busche seconded the motion, and it was approved unanimously. Review/Discuss/Approve/Deny Request by Davis County Mosquito Abatement for CARES Funds Council Member Gary Anderson and Council Member Eileen Moss both questioned the amount Davis County was requesting for Mosquito Abatement from CARES Funds. City Manager Brandon Green responded. Council Member Julia Busche also commented on the fact that all cities seemed to be charged the same even though Fruit Heights is smaller. Council Members and City Manager Brandon Green all expressed worry over too many people coming after the CARES Funds and questioned some of the line item expenditures listed on the Mosquito Abatement request. City Manager Brandon Green commented that he had reached out to other cities to see what they have done. Council Member Eileen Moss made a motion to approve the Davis County Mosquito Abatement for CARES Funds up to 50% of the requested amount with reservation to City Manager Brandon Green. Council Member Diane Anderson seconded the motion, and it was approved unanimously. Review/Discuss/Approve/Deny CARES Act Expenditures for City Hall (Mayor Pohlman) Mayor John Pohlman explained there are two proposals for the potential improvements to be made to City Hall including touch free water fountains and bathrooms, cabinets, and improving the stairwell area. Additionally, changes include improved ventilation and replacing four windows to allow air flow. Two Bids were received: 1) Squires Construction and 2) Randy Issac. Council Member Julia Busche asked about carpet and flooring. Council Member Gary Anderson asked how confident the city is that it has sufficient funding. Mayor John Pohlman replied he was confident the funding was available from CARES Funds and stated that these are improvements that make it safer for our employees and CARES Act issues. Council Member Gary Anderson made a motion to approve CARES Act Expenditures for City Hall not to exceed $43,000. Council Member Julia Busche seconded the motion, and it was approved unanimously. CONSENT CALENDAR: September Check Register - Normal September Budget Report - Not addressed INFORMATION ITEMS/UPCOMING EVENTS October 27, 2020 Planning Commission November 17, 2020 City Council Meeting  November 26, 2020 Thanksgiving November 27, 2020 City Office Closed December 1, 2020 City Council & Christmas party The City Council discussed only meeting once in November and once in December. Council Member Julia Busche did express concern about the City’s traditional Christmas party with Covid related issues. CITY COUNCIL & STAFF REPORTS Council Member Diane Anderson reported on the progress of Nicholls park. The park needs benches and park signs. The park also lost sycamore trees and will use FEMA money to replace them. She felt like things were at the point where they can go out and ask for donations. People are happy with the playground and it is holding up beautifully. Mayor John Pohlman recommended talking about donations in January. Council Member Diane Anderson reported on the new sign that was put in at the Gailey Trail. City Manager Brandon Green described how the signs came to be and were donated by the DATC (2 stainless steel signs with the one for the West Parking lot still needing to be installed.) Council Member Diane Anderson wants to improve the relationship between City Council and City staff by having a “ Two minute training moment” - in service or reminder to go over simple things the City Council needs to know about their relationship with City staff. Each Council Member would take a turn to lead these training moments. Mayor John Pohlman indicated his approval. Council Member Julia Busche agreed to start on November 17. Public Works Superintendent Darren Frandsen discussed a few of his projects including: • 650 project is close to being completed - patching next week • Country Way scheduled to be repaved next week • 200 North 400 North 2nd lift put on today Mayor John Pohlman asked about his staffing - Darren replied they were “good and busy”. Mayor John Pohlman reported that the Mine is being demolished and County trucks should be donated to take away the debris. The Mayor expressed appreciation for the part Darren and his staff may play in that project. City Manager Brandon Green - snow plow information will go out to residents in November - it will be mailed out with November utility bills. The group had some discussion about that information being included with express bill pay information. Council Member Diane Anderson asked Mayor John Pohlman about the sprinkler smart timers. They were not all given out. 150 left and they will be stored for next year. Council Member Eileen Moss makes a motion to move to a closed meeting to discuss the character, professional competence, of an individual. Council Member Diane Anderson seconded the motion, and it was approved unanimously (7:52 pm) Following the closed meeting Council Member Eileen Moss makes a motion to adjourn the City Council meeting. Council Member Gary Anderson seconded the motion. It was approved unanimously, and the meeting was adjourned at 8:30 pm.
