MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road January 5, 2021 WELCOME: Mayor John Pohlman called the meeting to order at 7:03 pm. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by former Mayor Todd Stevenson and the meeting was opened with Council Member Eileen Moss offering a word of prayer. COUNCIL MEMBERS PRESENT: Council Members Diane Anderson, Gary Anderson, Julia Busche, Jeanne Groberg, Eileen Moss and Mayor John Pohlman were all present. CITY STAFF PRESENT: City Manager Brandon Green, Public Works Superintendent Darren Frandsen and Recording Secretary Amy Gardiner (via Zoom). VISITORS: Jim Crismer, Linda Crismer, Bob Fowler, Stali Taft, Chuck Stephensen, Todd Stevenson, Elena Westmoreland, Melodee Westmoreland and Lucy Groberg were present. Attending via Zoom - M Simnitt, Krystall Wall, Lorer Simnitt, Carolyn Muriel Scheese, Elaine, Mary Hammon and Rebecca Bond. CONFLICT OF INTEREST: None. PUBLIC COMMENTS: Linda Crismer thanked the City of Fruit Heights for donating money for the completion of the Vietnam War Dog Memorial at the Layton Commons Park. It was completed on December 5, 2020. Mayor John Pohlman thanked Linda and her husband Jim for their contributions to the community. SPECIAL PRESENTATIONS: Youth City Council Presentation: Chuck Stephensen reported the Fruit Heights City Food Drive led by the Youth City Council (YCC) in December was very successful. He also noted the Youth City Council held a meeting on January 4, 2021, and Davis County Commissioner Lorene Kamalu presented at the meeting. Chuck Stephensen finished by asking what the Youth City Council could do to help the Fruit Heights City Council. Mayor John Pohlman replied that after the City Council meets at the end of the month for strategic planning, he anticipates there will be a new project they can work on. Presentation from Citizen Corps Council - Recognition of J.R. Westmoreland: 1  January 5, 2021 Council Member Julia Busche mentioned many members of the Citizen Corps Council were in attendance as well as members of J.R. Westmoreland’s family to recognize the service J.R. Westmoreland made as a key member of the Citizen Corps Council—especially as part of the Ham Radio Operations Core. He made a great contribution to our city over the years and will be missed. Council Member Julia Busche recognized his wife Melodee and daughter Elena who were present. Starli Taft took some time to talk about J.R. Westmoreland’s life. Council Member Julia Busche then concluded by summarizing his many life accomplishments and presenting the family with flowers and a card. Mayor John Pohlman joined in thanking the family as well. CITY BUSINESS: Review/Discuss/Approve/Deny 2021 City Council and Planning Commission Meeting Calendar: Review of 2021 Calendar - Council Members discussed the 2021 calendar for the City Council and the Planning Commission. Council Member Eileen Moss clarified the strategic planning meeting date for the City Council will be on January 26. Mayor John Polhman explained he has planned the strategic planning meeting to include identifying priorities and ranking and analyzing them for what can be accomplished in 2021. Council Member Jeanne Groberg pointed out the Patriotic Devotional was listed too early in the month of June so it was corrected to June 27. Following discussion, Council Member Eileen Moss made a motion to approve the 2021 City Council and Planning Commission Meeting Calendar with changes as discussed. The motion was seconded by Council Member Jeanne Groberg and it was approved unanimously. Review/Discuss/Approve/Deny Culinary Water Conservation Plan: Public Works Superintendent Darren Frandsen talked about the ongoing work on the Culinary Water Conservation Plan document that had been provided to City Council members. Work on the plan started in the summer of 2020 with the help of Jones and Associates. The plan was then turned into the State of Utah for review. The State of Utah came back with a positive response and no changes were needed. Mayor John Pohlman asked if perhaps the City was not pushing enough to maximize conservation, and Public Works Superintendent Darren Frandsen replied that Fruit Heights City is leading in the State on conservation being one of the first to do tiered water rates and otherwise leading out in adopting policies and procedures to maximize water conservation. . The City Council, Public Works Superintendent Darren Frandsen, Mayor John Polhman and City Manager Brandon Green continued to discuss the positive aspects of the plan - like the Smart Timer program with Weber Basin - and answered various questions from Council members about the plan. Public Works Superintendent Darren Frandsen explained the document and mentioned it would be available online. 2  January 5, 2021 Following discussion, Council Member Diane Anderson made a motion to approve the Culinary Water Conservation Plan as discussed. The motion was seconded by Council Member Julia Busche and it was approved unanimously. As a side note, Mayor John Pohlman mentioned he had presented to all the Mayors in Davis County about the Smart Timer program Fruit Heights is using. About six other Mayors are going to use Smart Timers in their cities and most importantly Hill Air Force Base will be adopting them as well. School Districts and Church organizations are next on Mayor John Pohlman's list. CONSENT CALENDAR: FY 2019 -2020 Financial Statement and FY 2021-2022 Budget Document City Council members discussed the City’s 2019-2020 financial statement and its 2020-2021 budget document, which had been provided to them. Council Member Eileen Moss commented she was not seeing variations out of what she expected in them and said that was a good thing. Council Member Jeanne Groberg had reviewed them as well and thought City Manager Brandon Green had done a good job. City Manager Brandon Green replied that there are still some updates and changes to come. It was discussed that there will need to be further edits to the documents, and they should be done in the next few days. Once edits are complete the City Council agreed to review it again. INFORMATION ITEMS/UPCOMING EVENTS: January 16, 2021 Planning Commission Meeting January 26, 2021 Strategic Planning Meeting Mayor John Pohlman asked the City Council to come prepared for the Strategic Planning Meeting. The City Council will create a list of priorities that the council wants to achieve during 2021. February 2, 2021 FY 2019-2020 Audit Report City Manager Brandon Green also mentioned that there will be an ethics training on February 16, 2021 at the City Council meeting. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETING: Proposed Minutes from November 10, 2020 City Council Meeting After brief discussion, Council Member Julia Busche made a motion to approve the minutes for the November 10, 2020 City Council meeting. The motion was seconded by Council Member Diane Anderson and it was approved unanimously. 3  January 5, 2021 Proposed Minutes from December 1, 2020 City Council Meeting Council Members discussed the draft minutes that previously had been provided to them for the December 1, 2020 regular City Council meeting. Council Members Julia Busche and Jeanne Groberg requested that minor modifications be made to the minutes. Following discussion, Council Member Eileen Moss made a motion to approve the minutes for the December 1, 2020 City Council meeting as corrected in the foregoing discussion. The motion was seconded by Council Member Julia Busche and it was approved unanimously. CITY COUNCIL & STAFF REPORTS: Council Member Diane Anderson reminded the City Council about the Leadership Moment they had agreed to have at each City Council Meeting. She asked if it could be put on the agenda for their next meeting. Public Works Superintendent Darren Frandsen talked about UDOT’s progress on the Highway 89 project and replied to a few questions and comments from Council Member Gary Anderson and Council Member Eileen Moss about the new snowplows and their performance. City Manager Brandon Green gave an update on UDOT’s progress as well including the current work in the hollow. He emphasized that the work is always changing. Council Member Eileen Moss voiced her concerns about the UDOT work that is being done on the north end of the City and the challenges the work presents with entering on to Highway 89 from Crestwood Road and possible changes to school bus stops. City Manager Brandon Green agreed and emphasized that this is not a City project and the inconvenience is not unique to Fruit Heights. He also commented that UDOT is in the thick of its construction work and it will get worse. He warned that people need to be aware of the detours. Council Member Diane Anderson asked about accidents with the project. City Manager Brandon Green replied that Utah Highway Patrol has been called to a few incidents and people need to be more aware and watch because things are always changing. City Manager Brandon Green also commented on the City’s CARES Act funds. He had recently received an email for the Governor’s office saying the original date of December 30, 2020 has now been extended to June 30, 2021 to have the money budgeted and expended. City Manager Brandon Green is waiting to find out if the City will be able to get back the money they had returned. This will give everyone more time to consider and approve other ideas for the money. Council Member Julia Busche asked about any feedback that was received from the businesses that had received the CARES Act money in December. City Manager Brandon Green replied that he had heard back from two businesses and that they were very grateful. Council Member Eileen Moss brought up the issue that an IRS Form 1099 will need to be given to the businesses that received the CARES Act money. 4  January 5, 2021 Mayor John Pohlman, the City Council and City Manager Brandon Green discussed the issues around making the City Council Meetings available on live stream to the public. Pros and cons were discussed as well as how it would be broadcasted, mentioning possibilities such as Facebook Live, YouTube Channel, the Fruit Heights City website, etc. After significant discussion, it was decided that City Manager Brandon Green would look into the costs involved to stream the content on the City website, and the City Council would table the idea for now and discuss it again at the Strategic Planning Meeting later in the month. Citizen Jim Crismer commented that his Church services were streamed live with no problems. In closing, Council Member Diane Anderson mentioned that Council Member Julia Busche was the commencement speaker at Weber State University’s graduation and the address was available to watch on YouTube. Council Member Julia Busche made a motion to adjourn the meeting. Council Member Gary Anderson seconded the motion. It was approved unanimously, and the meeting was adjourned at 8:14 pm.
