MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road September 6, 2022 WELCOME: Mayor John Pohlman called the meeting to order at 7:02 pm PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Chuck Stephenson with Brandon Green offering a word of prayer. COUNCIL MEMBERS PRESENT: Mayor John Pohlman, Council Members Diane Anderson, Gary Anderson, Florence Sadler, George Ray, and Eileen Moss CITY STAFF PRESENT: City Manager Brandon Green, Public Works Superintendent Darren Frandsen, and City Employee Hailee Ballingham. CITY COUNCIL TRAINING: Council Member Diane Anderson read from the League Training Manual. Talking about how local governments exist to help facilitate general services. She went on to read that its good to talk about broad issues or services rather than granting or denying services. The goal is to build a community providing needed services at a reasonable cost and building and preserving a welcoming place. (5) SPECIAL PRESENTATIONS: Recognition of Chuck and Paula Stephenson as FHCYCC Chairperson’s Council Member George Ray talked about how the Stephensons spent their working careers in the military and army then retiring to serve in the American Legion, supporting Boys State, and supporting the neighborhood. They have spent the last three years spending numerous hours supporting the Youth City Council Advisors in various activities. Thank you for your years of service. Mayor John Pohlman then thanked John and Jeanie Groberg for volunteering to be the Fruit Heights City Youth City Council Chairperson’s Oath of Office for Youth City Council (YCC) Mayor John Pohlman swore YCC Mayor Lucy Groberg and Mayer Pro Tem Will Langeland. Following this ceremony the Youth City Council Members were sworn into office by City Manager Brandon Green. The YCC members are as follows: Mylie Baughman, Bella Burt, Mylee Burton, Jeniel Byers, Carson Cox, Grayson Davis, Kylee Davis, Tyson Davis, Addison Dugdale, Scott Groberg, Adeline Hiemstra, Sabrina Jackson, Landon Jacobs, Eli Nielsen, Naomi Nielsen, Lucy Oliver, Lydia Ray, Lyllee Taft, and Ella Jane Williams. (20) Updates and Discussion from Davis County Commissioner Randy Elliott Davis County Commissioner Randy Elliot announced that secondary water will be officially shut off by October 1. He also provided updates regarding saying that the County Fairgrounds will be redone becoming a sports park that will be paid for through tourism funds. The grounds will be moved to an indoor/outdoor arena by the USU Botanical Center to host a smaller fair called the AG Heritage Fair. Other updates include the completion of the medical wing at the jail complex. Davis County Commissioner Randy Elliot opened up discussion to the Council Members to ask any questions they might have regarding the updates. Council Member Eileen Moss asked why the County ‘gave up’ the rodeo aspect of the fair to which it was answered that it was costing more than a million dollars a year for that facility and it was decided that the money could be better utilized for the current populations interests and needs. Additionally, Davis County Commissioner Randy Elliot talked about the County’s work in annexing in undeveloped land that is being developed to provide them the correct services. It was also asked what the County is doing to bring in more tourism to bring in more revenue. Commissioner Randy Elliot talked about that’s why they are moving the fairgrounds and repurposing them into public facilities, about increasing the publicity and length of the buffalo roundup, about Antelope by Moonlight bike ride, Lagoon, the Bird Festival, an ultra marathon, golf tournament, the HAFB Airshow, etc. (32) PUBLIC COMMENTS: Taylor Packsman (sp?) asked if in the UDOT US 89 project if there is a plan for the space between the sound wall and people’s backyards. He was advised to stay for Section 4.2 in the agenda as it would answer his question. Taylor Packsman asked if it was ever considered if instead of providing vouchers for the spring cleanup event if instead they did what some other cities do by just picking up the items from the street. Mayor John Pohlman answered explaining that it was considered, however, the cost for the public works people to run around and pick it up is extremely expensive vs. just paying for vouchers for members of the public to drop things off at the dump or landfill. It was explained by the council that we are a small city and just don’t have the staff to accommodate that. PUBLIC HEARING: Review/Discuss/Approve/Deny Secondary Meter Grant Through the Division of Water Resources City Manager Brandon Green explained that both he and Public Works Superintendent Darren Frandsen applied and received a grant to be used for secondary water meters for the East Oaks district. The grant covers the meters, meter covers, and tearing up and replacing the landscaping required to install the covers. This grant covers 70% of the cost with the remaining 30% coming from the citizens in that area that make up the special improvement district. After some discussion Council Member Eileen Moss made a motion to approve the Secondary Meter Grant Though the Division of Water Resources with Council Member Gary Anderson seconding the motion. The Council unanimously approved the motion. Review/Discuss/Approve/Deny Active Transportation Agreement with UDOT City Manager Brandon Green explained that there is a space between the retaining wall and the back of individuals properties. It was discussed that it could be turned into an active transportation corridor, for runners, bikers, etc. The idea is to connect the trail corridors down to Farmington Station. It was discussed that UDOT would provide fencing between the backs of property lines and the sound wall, as well as help with the grading of the trail to control drainage onto the highway. Also that there can be surveillance on the entrances and exits of the trail. After some discussion Council Member Diane Anderson made a motion to approve the Active Transportation Agreement with UDOT with Council Member Florence Sadler seconding the motion. (49:00) Review/Discuss/Approve/Deny Updates to Title 12, Flood Damage Prevention Ordinance City Manager Brandon Green explained that FEMA updated their flood map and working with FEMA and their engineers to get those areas of the city removed from the flood hazard map. Those areas have been removed and the City has been asked to provide updated ordinances that reflect the new maps. Two things that were requested was free board, which has to do with water coming down in the drainages, the other was a change in the ordinance wording stating that the maps adopt any subsequent map revisions. After some discussion Council Member Florence Sadler made a motion to approve the Updates to Title 12, Flood Damage Prevention Ordinance with Council Member Diane Anderson seconding the motion. The motion was unanimously approved by the City Council Members. (55:00) Review/Discuss/Approve/Deny HVAC Bids for City Shop City Manager Brandon Green provided background explaining that the HVAC system in the public works shop went out a few weeks about and several HVAC contractors have been contacted and they have received two bids to fix the HVAC system. One gave a bid to replace the system with the same size, and the other gave three options to go bigger. After some discussion Council Member Gary Anderson made a motion to approve the $8,800 HVAC Bid for City Shop with Council Member Eileen Moss seconding the motion. The Council unanimously approved the $8,800 bid. (59:00) Review/Discuss/Approve/Deny Bids for Street Maintenance City Manager Brandon Green provided background explaining that there’s not a lot of street stripers and they have received bids from two of the three companies he reached out to. The bids are from American Pavement Marking and Peck Paving. We are looking to stripe Mountain Road South of Green Road to the End of Nichols Road. After some discussion the topic of approving bids for striping of that section of the street was tabled for the next meeting. (1:07:30) REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: None CITY COUNCIL & STAFF REPORTS: Council Member George Ray reported that the YCC is doing their annual get-together on September 10, 2022 at 5pm Council Member Diane Anderson doesn’t have anything to report Mayor John Pohlman October 11 at 6pm to have a work meeting Council Member Gary Anderson Saturday is the Day of Service. Meeting at Bowery’s at Nichols Park at 8am to work on some projects. Council Member Eileen Moss talked about the budget because an employee was lost because he could get more money somewhere else. Talked about increasing budget to be able to retain employees Council Member Florence Sadler asked about the Utah League of Cities and Towns Convention and if anyone was interested in going and if it was online or in person. City Manager Brandon Green reported that the Cyclocross event is on October 15 and they would like to do it again at Nichols Park. He also reported that we had the Running of the Wasatch 100 occur. The northbound on-ramp from main street to highway 89 will be opened on Friday. The Northbound off-ramp will be closed on a Sunday to make that tie in. There will be a traffic shift next week off the frontage road by Nichols down to the excavated highway. They will be striping from Farmington to Green Road for three lanes and then from Green Road north to Oak hills will be striped in a couple of weeks. They’re repaving all of 89 from Farmington to green road to put on the top and final layer. UPCOMING EVENTS: September 10 – Day of Service at Nichols Park bowery 8am September 10 – Annual YCC get-together at 5pm at the City Building October 11 – Work Meeting at 6pm October 15 – Cyclocross event at Nichols Park At 8:23pm the meeting was adjourned with a motion from Council Member Eileen Moss and was seconded by Council Member Gary Anderson.
