MINUTES CITY COUNCIL MEETING FRUIT HEIGHTS CITY 910 South Mountain Road October 18, 2022 WELCOME: Mayor John Pohlman called the meeting to order at 7:00pm PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Council Member Gary Anderson COUNCIL MEMBERS PRESENT: Mayor John Pohlman, Council Members Diane Anderson, Gary Anderson, Florence Sadler, George Ray, and Eileen Moss CITY STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, Public Works Superintendent Darren Frandsen, City Employee Hailee Ballingham. VISITORS: Andy Busch CITY COUNCIL TRAINING: Council Member George Ray provided City Council training on government records and providing public access to them while protecting the rights of individuals. SPECIAL PRESENTATIONS: None. PUBLIC COMMENTS: Andy Busch presented some public comments and asked question(s) that were not picked up by the microphone about the golf course and cemetery. Mayor John Pohlman responded that they had received a grant from the Wasatch Front Regional Council to redo our ordinances Landmark is on the general plan. It is a process in the entire plan, it is what we hope the city will look like in the city. The golf course is not owned by the city, it is owned by the county and the general plan is telling the future owner of that land what may happen. Secondly the cemetery is something that has been discussed in length and has received public interest about. Fiscally responsible funding is being looked into to make this project a possibility. (12:30) PUBLIC HEARING: Review and Discuss Draft General Plan City Manager Brandon Green provided background on the General Plan. It’s been a work in progress for a while. City Manager Brandon Green asked the council to review the General Plan. He also reminded the Council that this is just putting planning in place for the future and is not final. This document provides direction in the future about decisions that may need to be made. It was discussed that an open house would be held in the future when the plans are more solid. Review and Discuss Draft Moderate Income Housing Plan City Manager Brandon Green provided background that it is a requirement by the State of Utah that all cities adopt a moderate-income housing plan. The city has identified five strategies that are as follows: rezone for densities, create or allow for and reduce regulation related to internal or detached dwelling units, zone or rezone for higher density or moderate-income residential development, implement zoning incentives for modern income units in new developments, the final strategy is to reduce/waive/or eliminate impact fees related to moderate income housing. Discuss Subdivision and Development Updates City Manager Brandon Green provided updates on subdivision and development happening in the city. Matte Lowe Development between Baer Creek and the old uranium mine is well underway and was given final approval to start phase one. They were waiting on the Bureau of Reclamation and the aqueduct and the crossing of those was just approved, and the last item is the bureau sign off on the Baer Creek Crossing. The Davis County Flood Control has done their approval and is just waiting for the BOR’s approval in about another month. The rezone request for the Marker property with is about 12.5-22 acres just north of Matt Lowe’s development. The anticipated change is the rezone request will be from A1 to R112. This development is just starting and in the beginning phases of development. There is some land that is cannot be developed because of the Sensitive Lands Ordinance due to the fault line running through the middle of that area. CLOSED MEETING: By motion of the Fruit Heights City Council, pursuant to Title 52, Chapter 4 of the Utah Code, the City Council may vote to hold a closed meeting for any of the purposed identified in that chapter. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETINGS: None. CITY COUNCIL & STAFF REPORTS: Some Council Members attended the League of Cities and Towns Meeting Council Member Florence Sadler reported that she went to a class on wildfire risk assessment, social media and ways of contacting people, she went on a green bike tour. There was a panel with the governor that led a discussion on water and housing and thinking regionally instead of just locally. Talking about low-income housing or options for homeless populations. Council Member Eileen reported that she went to a Todd Godfrey presentation about things that they should and shouldn’t be doing as a City Council. The city is here to promote a sense of community, to provide municipal services, and to regulate. In public hearings you should let people comment without necessarily answering their questions making a list so you can address those questions. Another class she went to talked about trails and development for inclusion of all members of the community. Council Member Eileen Moss also talked about how we have to make sure that the city’s priorities align with programs and costs. Mayor John Pohlman reported that December 11th is Christmas in the Community and the Council has been asked to help this year and bring the hot chocolate and donuts. City Planner Jeff Oyler spent the day at the Water Conference with experts talking about the state of water in Utah. He talked about how things aren’t looking great regarding the water situation in Utah. Public Works Superintendent Darren Frandsen reported that the Weber Basin projects are getting ready to do the tie ins and pull-out smaller pipe. He also reported that the water line on Cherry and Jost is finished and is scheduled to be asphalted next week. The back tease on the water line on 1400 is pretty much finished and is hoping to be patched when they are doing Cherry and Jost. It is hoped that Nichols Road on the Highway 89 project will be completed by the end of the year. The curb and ground gutter between Lloyd Road all the way over to Green Road is hoped to be started and completed next week. Regarding lighting at 400 N should be completed soon, he talked to Cash Valley Electric and they should start tying that stuff in pretty quick. The 1400 E 650 N project has the water line in and have the services tied over this week and have curb and gutters going in and is hoped to be paved within the next week or two. On Mahogany the striping is all done except for the crosswalks and stop bars. City Manager Brandon Green mentioned that there has been a lot of questions and they plan to answer a top question every so often on Facebook. There are plans to do a pumpkin walk on the 26th if the weather cooperates. UPCOMING EVENTS: October 26, Pumpkin Walk/YCC Trunk or Treat (weather permitting) City Christmas Party is December 6, 2022 At 8:02 pm Council Member Diane Anderson motioned adjourn the meeting on October 18, 2022 and was seconded by Council Member Gary Anderson with unanimous approval by the Council Members present at the meeting.
