Subject: Budget Message – A Summary of the FY 2024 Final Budget
Date: June 6, 2023
Pursuant to §10-6-109, Utah Code Annotated, the following budget for fiscal year 2024 (FY24),
beginning July 1, 2023, and ending June 30, 2024, has been prepared for Fruit Heights City using
budgetary practices and techniques recommended by the Government Finance Officers Association
(GFOA). As required by state law, the proposed budget is balanced, meaning governmental operating
expenditures will not exceed governmental operating revenues.
Within the framework and policies established by the City Council, this budget has been prepared after
analyzing and evaluating detailed requests from each of the City departments. The budget document
provides a clear picture of the financial condition of the City and the planning needed to properly
manage the financial resources for the coming year. I recommend the City Council adopt this budget for
FY24.
Overview of Fiscal Year 2024 Budget
Our final budget for the fiscal year 2024 reflects a balanced budget that shows significant progress
toward funding key services provided by the City including streets, water, parks, drainage infrastructure
and replacing and repairing the fleet and buildings. Additionally, to maintain the high level of service
expected by residents and other stakeholders, the recruiting, retention, and training of productive,
knowledgeable, and qualified employees will continue to be a priority.
In FY 2023, like the rest of the country, the City encountered unprecedented inflationary pressures as
well as frustration with supply chain issues. Despite these pressures, the City, with the help of State and
Federal grants, has programmed a $1 million+ major culinary water infrastructure project. Also, the City
will be able to replace three trucks, a vac trailer, and work will begin on some major road projects.
Revenue and Expenses
One of the primary concerns in preparing a budget is how to consider proper revenue projections and
estimate the costs to provide services to the stakeholders of Fruit Heights City. The past few years have
seen supply chain issues, labor shortages and increasing wages, and historically high inflation rates –
both at a national and local level. How does this impact revenue and expenses?

Revenue
The main sources of revenue for the City are taxes (property and sales), user fees (water, storm drain,
etc.) and interest earnings on any fund balances.
Property taxes remain stagnant. Any additional revenue comes from either growth – which Fruit Heights
City is nearly at buildout and does not anticipate much growth – or raising the rate through a Truth in
Taxation hearing. This year, we do not see a need to collect additional revenue via property taxes as the
fund balances are healthy and sales tax is keeping up with costs.
Sales and use taxes increase in proportion to the amount of goods sold and prices. Prices have followed
inflation but as buying power decreases, the amount of goods sold decreases. As such, we are
programming a slight increase in sales and use taxes for FY24.
We have not programmed any increases in user fees despite the cost to provide services (ie, supplies,
fuel, dumping fees, wages) has increased. All business-type funds have either a break-even or slightly
negative cash flow. Fees and the impact of inflation will need to be reviewed during FY24.
The one bright side of revenue is interest earnings. Whereas Fruit Heights City has healthy fund
balances and interest rates on bank accounts have jumped, we have seen record interest earnings. The
Fed has made no announcements about reducing rates or reducing them at a rapid rate for the next year.
We anticipate interest earnings will be similar to what they were during FY23.
Expenses
Inflation has had an impact on the cost of providing services. A lot of services provided by Fruit Heights
are done by contract. Fire, police, garbage hauling, engineering, road construction, legal services, water
supply, sewer, website, cybersecurity, auditing, etc. They have had to increase wages to retain employees,
pay more for supplies, and pay more for their day-to-day operations. These costs are passed on through
the contracts they have with Fruit Heights City. Fruit Heights City also has seen increased costs in goods,
fuel, supplies, etc. as well as the need to increase wages to recruit and retain quality employees.
Fortunately, City employees have the ability to find places to save on providing services, research and
implement efficiencies through new technology and keep costs down overall. Also, if any increases in
contracted help exceeds or causes a significant impact on the Fruit Heights City budget, that contract is
either renegotiated or the City initiates a “Request for Proposals” process to solicit competitive bids.
Impacting user fees, the current City Council has adopted a buy-as-you-go policy (no debt financing) on
the construction and maintenance of public infrastructure. User fees must cover the cost of operations as
well as the anticipated cost of future infrastructure costs. Inflation has an impact on the cost of those
future projects and fees must be adjusted accordingly to meet those targets. As mentioned earlier, what
those fees should be will be reviewed during FY24.
The City is currently running a lean, low-cost operation. The City has 9 full-time equivalent
employees. Most of these employees work for public works in maintaining the streets, the water

system, drainage system and our parks. Every employee of the City is expected to perform
multiple job functions which can be taxing as they need to be trained and specialize in many
areas. Training these employees can take a lot of time and resources. As such, it is our priority to
retain these highly trained employees through competitive wages, benefits and a positive work
environment.
Funds Overview
General Fund
The General fund is considered the chief operating fund of the City. This fund accounts for all financial
resources of general government, except for those required to be accounted for in another fund.
We have renamed and restructured some of the areas within the General Fund. Most are for accounting
convenience or were recommended by our outside auditing firm. None of these changes have resulted in
an increase in the budget.
The various areas, or departments, include:
• Legislature – We account for the legislative stipend, their training, public notices, and any city-
wide membership dues including the Utah League of Cities and Towns membership.
• Administration (changed from City Manager) – We account for the wages of the City Manager,
Assistant City Manager and Accounting Clerk wages here along with their associated benefits
and costs.
• Treasurer/Utility Billing – We account for the Treasurer’s wages and benefits along with the
costs associated with the position.
• Recording/Public Outreach – We account for the Deputy Recorder as well as our public outreach
coordinator and their associated costs.
• Auditing – This accounts for the contract we have with our outside auditing service.
• Attorney – We account for any legal related fees here.
• City Hall Operations – Any and all costs related to maintaining City Hall and the I.T.
infrastructure are accounted for in this account. This year, we will be replacing three computers
and a server.
• Emergency Preparedness
• Non-Departmental – This account is for many of the city-wide contracts for I.T. services,
insurance, billing, postage, miscellaneous engineering, phone service, etc.
• Elections
• Planning and Zoning – Part of the wages for the Assistant City Manager/Public Works are paid
out of this account along with planning commission stipends and building permit and plan
checks.
• Police Department – The City’s contract with Davis County Sheriff is paid from this account and
shows a significant increase due to the County attempting to cover the true cost of providing the
service.

• Fire Protection – The City’s contract with Farmington Fire is paid from this account.
• Building Inspection – Some of the wages from the Assistant City Manager/Public Works are
paid from this account along with the cost to inspect buildings.
• Public Works Admin – This is a new account set up to account for the costs shared by all of our
proprietary funds including water, storm drain, garbage, and sewer. Our public works employees
all share in helping in all of these areas; as such, all their wages and associated costs are included
in this new account. These costs are then charged to the proprietary funds based on the
percentage of time the employees work in the various areas. Due to this, you will see this
increase in General Fund revenue under “cost share”, offset by an increase in the general fund
expenses, and a decrease in the proprietary fund’s expenses related to personnel.
• Roadways – A percentage of all public works employees are paid from this account along with
general street maintenance costs, snow plowing, signs, lights and vehicle repair and maintenance.
• City Parks – A percentage of all public works employees are paid from this account along with
all costs associated with maintaining our parks.
• Youth Recreation – This account pays for our Youth Council activities.
• Contributions and Transfers – This account is for the transfer of general funds to other accounts
including $142,500 to help pay for three new trucks and a vac trailer, $347,851 for street
projects, and a contribution of $17,649 to the capital project fund for future projects.
Class C Roads
The Class C Roads fund is a special revenue fund used to account for road maintenance funding and the
related road and sidewalk maintenance projects.
For FY24, we are planning on continuing to do crack and chip seals to extend the life of our roads. We
also plan a major overhaul of Raymond Road.
Capital Projects Fund
The Capital Project fund accounts for the resources used to acquire, construct, and improve major
capital facilities, other than those financed by proprietary funds. The principal sources of funding are
impact fees, transfers from the general fund, grants, and bond proceeds.
No major projects or capital will be funded from this account during FY24. Instead, we will be increasing
the fund balance in anticipation of future projects.
Proprietary Funds
The primary revenue source for the proprietary funds are utility fees charged to residents for services
provided.
The proprietary funds include those activities that operate like private businesses and charge a fee to the
users that is adequate to cover most or all the costs.
The Water, Sewer, Storm Drain, and Solid Waste funds are used to account for the operation of the
City’s water, sewer, storm drain, and solid waste funds.

The major changes you will see in all these funds is the change in the cost share as a result of moving all
personnel costs to the General Fund. The City has also received a grant to fund one major project in the
water fund. This project will be referred to as the East Bench Water project.
Internal Service Funds
The Internal Service funds account for the financing of goods or services provided by one department to
other departments of the City on a cost reimbursement basis. The City’s only Internal Service fund is the
Vehicle and Equipment fund.
The Vehicle & Equipment fund accounts for the maintenance and acquisition of City vehicles and
equipment.
We have programmed for the replacement of three trucks and a vac trailer. Due to supply chain issues,
some of these trucks can take more than a year to receive.
Budget Adoption
State law requires all Utah cities to adopt a final budget by June 30th prior to the beginning of the fiscal
year. The public hearing to review and discuss the Fruit Heights City FY24 Budget has been set for June
6th, 2023. One vital revenue number will not be finalized by that time – the property tax levy. We
anticipate receiving this number shortly after the hearing and the budget will be updated at that time. A
second meeting to approve the final budget will be set for June 20th, 2023 at or near 7:00pm at City Hall.
