Fruit Heights City Engineer CC: Jacob Smith – City Manager Darren Frandsen – Assistant City Manager / Public Works Director RE: 2023 Street Maintenance Projects Date: July 26, 2023 ______________________________________________________________________________ On July 26th, at 10:00 am, bids were opened for the 2023 Street Maintenance Projects. Six bids were received and read publicly. The results of the bidding are shown on the enclosed Bid Tabulation. We have checked the bids and found no errors. This project had three sections (A, B, and C) that contractors could bid collectively or individually, depending on the type of maintenance treatment that was required. This was to allow specialty contractors to bid directly without having to add any mark-up to a general contractor. Only two of the six bidders bid on individual sections and were not the low bid (Post and Geneva Rock). We have reviewed all bids and narrowed our consideration to the lowest two bidders on all collective sections: Advanced Paving & Construction and Staker Parson Companies. Fruit Heights City has previously worked with both of these low bid contractors. During this bid evaluation process the city staff considered the previous quality, cost, and overall efficiency of each contractor. We have also observed that there are cost savings (up to $50,000 in some cases) to working with one single contractor on projects with multiple sections/phases including our street maintenance projects. Rather than managing multiple contractors, jobsites, quantity overages, change orders, and contract billing and administration. Staker Parson is the better contractor in this regard, and for these reasons we would recommend awarding all sections to Staker Parson Companies, with their collective bid of $873,296.23. Advanced Paving & Construction had a collective bid total of $853,630.50 and makes a difference of $19,665.73. Because of the multiple project sections, the project has two completion dates. Section A: October 20th, 2023. Sections B & C: June 20th, 2024 The purpose of this project is to rebuild the worn-out asphalt on Raymond Road, place a new asphalt overlay on Terrace Drive, Estate Way, and a small portion of Nicholls Road adjacent to the baseball fields, and provide a chip and seal treatment on most of our new pavement throughout the city. 6080 Fashion Point Drive ● South Ogden, Utah 84403 ● (801) 476-9767 ● www.jonescivil.com  2023 Street Maintenance Projects Page 2 of 2 Award Recommendation Memo If the Council agrees with this recommendation, please pass a motion accepting the bid and awarding the project contract to STAKER PARSON COMPANIES with their respective bid. We will provide the Notice of Award and Contract Agreement for the City and Contractors to sign. In addition to these documents, the contractor is also responsible for submitting Performance and Payment Bonds, and Insurance Certificates within 10 days following Notice of Award. When these documents have been received, we will schedule a Preconstruction Conference. The Davis Aqueduct is a 78 inch concrete pipeline installed in the 1950s that conveys water to communities along the Wasatch Front. The District is always concerned about development efforts that occur on top of or near the aqueduct and any new loads that are placed on it that exceed its engineered construction loading. The aqueduct has three classes of pipe, “A”, “B”, and “C” pipe. “A” pipe can withstand loads of up to 5 ft of overburden, “B” pipe up to 10 ft, and “C” pipe up to 15 ft. The Bureau of Reclamation originally utilized these three classes of pipe to construct the aqueduct in order to save costs when only class “A” pipe was required due to minimal loading requirements. The District has met with the developer, Matt Lowe, to discuss the Rock Loft development. The District has also reviewed cross sections provided by the engineer, Reeve Engineering, for this development. The District has requested the developer to make design changes to the construction plans to decrease the loading on the aqueduct. Reeve Engineering has suggested using a combination of lowering the road and deleting the sidewalk on the west side of Rock Loft Drive to help reduce loading on the aqueduct. The District is in support of design changes that will reduce loading on the aqueduct, particularly on the “A” classes of pipe. This aqueduct provides water for approximately 500,000 people along the Wasatch Front in Davis County. We appreciate the efforts of the city to protect the Davis Aqueduct and the great working relationship the District has with Fruit Heights City.
