STRATEGIC WORKING SESSION JOINT WITH THE PLANNING COMMISSION 1. WELCOME: MAYOR JOHN POHLMAN 1.1. Pledge of Allegiance and Opening Ceremony (By Invitation) 1.2. Roll Call (Recorder, Kelli Rollins) SPECIAL PRESENTATION: 2. Discussion on Updates to the Fruit Heights City Standards (City Engineer) 7:30 P.M. WORKING SESSION 3. DECLARATION OF CONFLICT(S) OF INTEREST 4. PUBLIC COMMENTS/HEARING – The public may address the Mayor regarding issues that are not on the agenda. We ask that you please limit your comments to 3 minutes. 4.1. Receive Public Comments Regarding the FY 2018-2019 Budget No action may be taken on any item not on the agenda 5. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETING: 5.1. Minutes: June 5, 2018 SPECIAL PRESENTATION(S): 6. Presentation from the Parks Committee on upgrades to Castle Park (Parks Commitee) 20 minutes 7. Presentation on the 4th of July Parade (Julia Busche) 5 minutes CITY INFORMATION ITEMS: 8. Review and Discuss FY 2018-219 Final Budget (City Manager) 9. Review Rocky Mountain Power Francise Agreement (City Manager) 10. Review Fireworks Resolution (City Manager) 11. Review Truck Bids (City Manager) CITY DIRECTIVES  COMMUNITY  COMMUNICATION  FISCAL RESPONSIBILITY  INFRASTRUCTURE  PLANNING CITY COUNCIL BOARD LIAISON REPORTS – This time is set aside for Council members to report on the responsibilities they oversee as liaisons to the City Council and goals they would like to achieve by the next Council Meeting.  Julia Busche – Fourth of July  Brandon Halliday – Planning Commission  Diane Anderson – Cemetery, Parks Committee, Veterans Wall  Gary Anderson – Citizen Corps  Jeanne Groberg – Founders Day  John Pohlman – Wasatch Integrated Waste Board, COG and WFRC AGENDA REVIEW – The City Council will review items on the Agenda for City Council Meeting this evening. 7:30 P.M. POLICY SESSION – CITY COUNCIL CHAMBERS CITY BUSINESS: 12. CONSENT AGENDA: (These items are considered by the City Council to be routine. If discussion is desired on any particular item it may be removed from the consent agenda and considered separately.) 13. PUBLIC COMMENTS – The public may address the Mayor regarding issues that are not on the agenda. We ask that you please limit your comments to 3 minutes. No action may be taken on any item not on the agenda ACTION ITEM APPROVAL – These items need action from the Mayor and City Council. 14. Approve Ordinance 2018-001 Fireworks Restrictions Ordinance. BACKGROUND: Because of the dry conditions that exist along the Foothills and in certain areas within the City, a fireworks ordinance is adopted to provide safety and protection to the residents of Fruit Heights. 15. Approve FY 2018-2019 Budget BACKGROUND: Every year before June 22nd the City Council must approve the final budget for the upcoming fiscal year. 16. Approve FY 2018 Rocky Mountain Power Franchise Agreement BACKGROUND: The Franchise agreement with Rocky Mountain Power will expire on July 9, 2018. A new 20 year agreement has been reviewed and approved by the City Attorney and is being forwarded onto you for your approval. 17. INFORMATION ITEMS/UPCOMING EVENTS:  Castle Park Final Design July 10th  Founders Day Celebration/August 4, 2018  Tour of Utah Bike Race, August 9, 2018 18. CITY STAFF REPORTS - This time is set aside to update the City Council on City Projects that City Staff is working on. These projects include Public Works Projects and Administrative Projects.  Public Works  City Engineer  City Planner  City Manager 19. COMMUNICATION ITEMS: 20. ELECTRONIC MEETING: By motion of the Fruit Heights City Council, Elected Officials and City Staff can participate in regularly scheduled meetings via electronic media when approved by the Mayor. 21. CLOSED MEETING: By motion of the Fruit Heights City Council, pursuant to Title 52, Chapter 4 of the Utah Code, the City Council may vote to hold a closed meeting for any of the purposes identified in that chapter. 22. ADJOURNMENT: The Next City Council Meeting is scheduled for Tuesday, July 10th, 2018 CERTIFICATE OF POSTING I HEREBY CERTIFY that a copy of this agenda was posted at three locations in the city of Fruit Heights and a copy was sent to the Davis County Clipper on July 10, 2017 as well as posted on the State’s Website, www.fruitheightscity.com, posted to the Utah State public notice website http://www.utah.gov/pmn/index.html, and was emailed to at least one newspaper of general circulation within the jurisdiction of the public body.
