MINUTES PLANNING COMMISSION MEETING FRUIT HEIGHTS CITY 910 South Mountain Road March 22, 2022 WELCOME: Chairman Curtis Tanner called the meeting to order at 7:00 PM. PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Chairman Cutis Tanner, and the meeting was opened with Chairman Curtis Tanner offering a word of prayer. PLANNING COMMISSION MEMBERS PRESENT: Planning Commissioners Sam Brady, Brian Bare, Carrie Carroll and Curtis Tanner (Chairman) were present. City Council Member Diane Anderson was present as well. Commissioner Kevin Paulsen arrived at 7:20pm. CITY STAFF PRESENT: City Manager Brandon Green, City Planner Jeff Oyler, City Engineer Brandon Jones, Hailee Ballingham, and City Recording Secretary Amy Gardiner were present. VISITORS: None. REVIEW AND APPROVAL OF MINUTES FROM PREVIOUS MEETING: Planning Commission Meeting February 22, 2022 Planning Commission members discussed the draft minutes that previously had been provided to them for the February 22, 2022, Planning Commission Meeting After brief discussion, one correction was made under subdivision review, fifth bullet point down. It was clarified that owners are allowed by Rocky Mountain Power to build under the powerlines. However, there is sufficient room on the lot to be able to build without building under the powerlines. The edited minutes were approved unanimously. SUBDIVISION REVIEW: Review/Discuss/Approve/Deny Rezone of property in Green Farms Estate Phase 3 from R-S-12 to R-1-10 City Manager Brandon Green explained that 8,501 sq feet of lot #22 was sold to lot #21 in the Green Farms Estate. Lot #22 is R-S-12, so the amount sold needs to be rezoned to R-1-10 so lot #21 is entirely R-1-10. The planning commission must approve the rezone of 8,501 sq ft from R- S-12 to R-1-10 so that it conforms with the zoning for the Green Farms Estate Subdivision. After discussion, Commissioner Brian Bare made a motion to approve the Rezone of 8,501 sq ft of lot #21 to R-1-10. The motion was approved unanimously. Review/Discuss item 5.2 the final plat for Rock Loft Ridge Estates City Manager Brandon Green explained that future meetings with Haights Creek and the city engineer will be held to create plans for the property. The planning commission discusses and clarifies the future plans for geotechnicals, homes, HOA, and lots. No approval was given, but questions were answered, and the plans were reviewed. The plan is still to approve all lots, but the discussion is tabled until further information is collected and discussed at the next meeting. After discussion, Commissioner Carrie Carrol made a motion to table 5.2. The motion was seconded by Kevin Paulsen and approved unanimously. OTHER BUSINESS: Review/Discuss item 6.1 updates to water efficient landscape ordinance City Manager Brandon Green explained that the ordinance will need to be approved, but there can always be further discussion and reapprovals. This ordinance would be mainly used for new developments but can also be used for individuals who decide to relandscape their yards. In the agreement with Rock Loft Ridge Estates, only 20 percent of the buildable area can be irrigated or watered. It is explained that the goal of the landscape ordinance is to inform the city on what they can do to be more cognizant of water usage. The future of landscaping and irrigation will involve the use of permits and following ordinances to enforce efficiency. After discussion, the plan is to approve the water efficient landscape ordinance at the next planning commission meeting. Commissioner CALENDAR: • Next planning Commission Meeting is scheduled for April 26, 2022 Commissioner Curtis Tanner made a motion to adjourn the Planning Commission meeting, and it was seconded by Commissioner Carrie Carroll.
