PLANNING COMMISSION MEETING

October 24, 2023
WELCOME: Chairman Carrie Carroll called the meeting to order at 7:01 p.m.
PLEDGE & OPENING CEREMONY: The Pledge of Allegiance was led by Commissioner Kevin
Paulsen with Commissioner Brian Bare conducting the opening ceremony with a word of prayer.
PLANNING COMMISSION MEMBERS PRESENT: Chairman Carrie Carroll, Commissioners
Brian Bare, Clark Moss, Justin Wright, Kevin Paulsen, and Council Member Florence Sadler.
CITY STAFF PRESENT: Assistant City Manager Darren Frandsen and Deputy Recorder Hailee
Ballingham.
VISITORS: Mark Cottrell
REVIEW AND APPROVE MINUTES:
August 22, 2023 Minutes
Commissioner Justin Write made a motion to approve the August 22, 2023 minutes with
Commissioner Clark Moss seconding the motion. The Commission unanimously approved the
August 22, 2023 minutes. (5:48)
SUBDIVISION REVIEW:
Review/Discuss/Approve/Deny Amendment Phase 1A Rock Loft Ridge
Assistant City Manager Darren Frandsen provided background explaining that the Geotech’s
decided that the proposed cul-de-sac on Grandison Court was no longer feasible due to the lack of
availability for building lots in that area. The developer would like to expand the surrounding lots
that were previously recorded in the Please 1A Plat. There was also a small triangular sliver that
wasn’t recorded correctly and had remained as County property so we need to make that
amendment. Another issue that he is working to resolve is removing that cul-de-sac because to be
removed it will have to be vacated as a street.
After some discussion Commissioner Kevin Paulsen made a motion to approve the amendment to
Phase 1A of the Rock Loft Ridge as has been presented to us including the triangle sliver we have
talked about, this is contingent on the City Council approving the vacation of the northern portion
of Grandison Court. Commissioner Clark Moss seconded the motion. The motion was unanimously
approved by the Commission. (19:54)

November 7 – City Council Meeting
November 14 – Planning Commission Meeting
Commissioner Brian Bare made a motion to adjourn the meeting with Commissioner Kevin
Paulsen seconding the motion. The Commission unanimously approved the motion and the meeting
was adjourned at 7:24 pm.

4 of the Utah Code, the Fruit Heights City Council will hold a closed meeting for purposes
outlined under the code.
