FULLERTON CITY COUNCIL SUCCESSOR AGENCY AGENDA - MAY 15, 2018 303 West Commonwealth Avenue, Fullerton, California MEETINGS: The Fullerton City Council / Successor Agency meets on the first and third Tuesday of the month, convening for Closed Session at 5:00 p.m. and Regular Session at 6:30 p.m. PUBLIC COMMENT: The public may comment on Closed Session items at the beginning of the Closed Session meeting. The public may comment on matters not appearing on the agenda as well as request removal of Consent Calendar items for further discussion during Public Comments at the Regular Session meeting. Those wishing to speak on a regular business or a public hearing item on this agenda may do so when the Mayor calls that specific item for consideration. Each speaker addressing non-agenda and consent calendar items shall have three minutes to make their remarks. City Council will allow no more than a total of 30 minutes at the beginning of the Regular Session for non-agenda comments. Those speaking on regular business items and public hearing items shall have no more than three minutes per item to address City Council. No person shall speak more than one time to the same item. The Mayor may request that a spokesperson represent a group wishing to address City Council. The Mayor or majority of the Council may grant an extension of time for a speaker. No speaker may yield their time to another speaker. Recommendation by the Library: 1. Approve agreement with Anita Lim (Cherries Jubilee, LLC) to operate the café at the Fullerton Public Library located at 353 West Commonwealth Avenue in a form approved by the City Attorney. 2. Authorize Mayor to execute Agreement and take all actions reasonably necessary to implement it. 4. BALFOUR AVENUE - RESIDENT ONLY PERMIT PARKING Discussion regarding district-wide implementation of Resident Only Permit Parking in select neighborhoods bordering Cal State University Fullerton, Hope University and Ketchum University, as opposed to street-by-street consideration. Recommendation by the Public Works Department: Adopt Resolution No. 2018-XX . RESOLUTION NO. 2018-XX - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, PROHIBITING PARKING ON BOTH SIDES OF BALFOUR AVENUE, BETWEEN SAN CARLOS DRIVE AND DEREK DRIVE, WITHOUT A VALID CITY ISSUED PARKING PERMIT AND REPEALING RESOLUTION NO. 9504 AND RESOLUTION NO. 08-88 IN THEIR ENTIRETY 5. BODY WORN CAMERA AND TASER AGREEMENT Consideration of agreement with Axon Enterprises, Inc. / TASER to supply 155 body worn cameras and accessories with support, maintenance, replacements and unlimited data storage and 155 Tasers, accessories and replacements. Recommendation by the Police Department: Fullerton City Council | Successor Agency Agenda May 15, 2018 - Page 5  Authorize the Chief of Police to enter into a five-year agreement with Axon Enterprises in the amount of $1,164,445 and increase Department appropriations in the same amount over a five-year period, pending adoption of the FY 2018-19 budget which includes funding for this item. 6. HUNT BRANCH LIBRARY AD-HOC COMMITTEE FORMATION City Council consideration of formation of an ad-hoc committee to address the former Hunt Branch Library as requested by Council Member Silva and supported by Council Member Whitaker. Recommendation by the Administration Department: Provide Staff direction regarding the formation of an ad-hoc citizen committee of citizens regarding possible uses of the former Hunt Branch Library, including committee membership and timeline for bringing forth recommendations. 7. BUDGET STUDY SESSION FOR FISCAL YEAR 2018-19 Staff will present the preliminary Proposed Budget, Capital Improvement Plan (CIP) and fee discussion for Fiscal Year 2018-19.
