FULLERTON CITY COUNCIL SUCCESSOR AGENCY AGENDA - JUNE 21, 2022 303 West Commonwealth Avenue, Fullerton, California MEETINGS: The Fullerton City Council / Successor Agency meets on the first and third Tuesday of the month, convening for Closed Session at 5:00 p.m. and Regular Session at 6:30 p.m. PUBLIC COMMENT: The public may comment on Closed Session items at the beginning of the Closed Session meeting. The public may comment on matters not appearing on the agenda and Consent Calendar items during Public Comments at the Regular Session meeting. Prior to public comments, the public may request the removal of consent items for further discussion. Authorize $18,000 appropriation in Fiscal Year 2022-23 and authorize receipt and use of parking permit revenues to offset parking permit processing costs. 3. SECURITY SERVICES AGREEMENT WITH EES AMENDMENT NO. 3 AND CONSIDERATION OF 24-HOUR SECURITY FOR CITY FACILITIES Recommendation: 1. Approve Amendment No. 3 to the Security Services Agreement between the City of Fullerton and Executive Event Services for unarmed professional security at City facilities. 2. COUNTY OF ORANGE FUNDING AGREEMENT ORANGETHORPE AVENUE IMPROVEMENTS Recommendation: 1. Approve Agreement with County of Orange for $1 million for street rehabilitation of Orangethorpe between Harbor Boulevard and Lemon Street. 2. Authorize Mayor to execute Agreement with the County of Orange. 3. HUNT LIBRARY LEASE NEGOTIATIONS TERMINATION AND REQUEST FOR PROPOSAL FOR TENANT / OPERATOR AGREEMENT Recommendation: 1. Direct Staff to terminate all lease negotiations with Heritage Future and ArtsOC relating to the City owned property at 201 South Basque Avenue, alternatively known as the “Hunt Library” facility. 2. Staff also recommends City Council authorize removal of pilot bike lane installed in the Walk on Wilshire and direct staff to evaluate a shared-use installation for future City Council consideration. Recommendation 1. Approve updated Standard Outdoor Dining Guidelines and grant staff administrative approval of minor changes as needed. 2. Adopt Resolution No. 2022-XXX affirming current standard outdoor dining lease rates.
