MEETINGS: The Fullerton City Council / Successor Agency meets on the first and third Tuesday of the month, convening
for Closed Session at 5:00 p.m. and Regular Session at 6:30 p.m.
PUBLIC COMMENT: The public may comment on Closed Session items at the beginning of the Closed Session meeting.
The public may comment on matters not appearing on the agenda and Consent Calendar items during Public
Comments at the Regular Session meeting. Prior to public comments, the public may request the removal of consent
items for further discussion. Those wishing to speak on a regular business or a public hearing item on this agenda may
do so when the Mayor calls that specific item for consideration.
Each speaker addressing non-agenda and consent calendar items shall have three minutes to make their remarks. City
Council will allow no more than a total of 30 minutes at the beginning of the Regular Session for non-agenda comments.
Those speaking on regular business items and public hearing items shall have no more than three minutes per item to
address City Council. No person shall speak more than one time to the same item. The Mayor may request that a
spokesperson represent a group wishing to address City Council. The Mayor or majority of the Council may grant an
extension of time for a speaker. No speaker may yield their time to another speaker.
PERSONS ADDRESSING CITY COUNCIL: Please complete a speaker form and submit the form to the Assistant City Clerk
in the lobby prior to approaching the podium. State your name and city of residence for the record at the beginning of your
remarks. All speakers shall observe civility, decorum and good behavior. Any item submitted to the City Council during
the meeting shall become public record and subject to applicable disclosure laws.
AGENDA ITEMS: This agenda contains a brief summary of each item the Council / Agency will consider. The City Clerk’s
Office posts the agenda packet online no later than 72 hours prior to the meeting at www.cityoffullerton.com. The City
Clerk’s Office and Library have copies of the packet available for public review.
In accordance with CA Government Code Section 54957.5, the public may inspect any writings or documents relating to
an open session agenda item distributed less than 72 hours prior to a regular meeting at the City Clerk’s Office located
at 303 West Commonwealth Avenue, Fullerton, California and the Fullerton Main Branch Library Information Counter
located at 353 West Commonwealth Avenue, Fullerton, California during normal business hours. The City will post such
writings and documents received in sufficient time on the City’s website at www.cityoffullerton.com.
State regulations prohibit City Council from taking action on non-agenda items except as provided by law. Visit

ADA REQUIREMENTS: The City has equipment and services available to assist disabled persons with communications
at the public meeting in compliance with the requirements of Title II of the Americans with Disabilities Act (ADA). Should

Approve February 21, 2023 City Council / Successor Agency Meeting Minutes.
2. UNCOLLECTIBLE ACCOUNTS RECEIVABLE WRITE-OFF AUTHORITY

1. Adopt Resolution No. 2023-XXX.
RESOLUTION NO. 2023-XXX - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF FULLERTON, CALIFORNIA, GRANTING AUTHORITY TO THE CITY
MANAGER TO WRITE OFF CERTAIN ACCOUNTS DEEMED UNCOLLECTIBLE
2. Approve amended Statement of Financial Policies, adding Section 10 Delinquent
Accounts Receivable, to clarify the processing, collecting and disposing of delinquent
accounts receivable balances and require City Manager approval to write -off
uncollectable accounts receivable balances under $50,000.
3. ANNUAL HOUSING ELEMENT PROGRESS REPORT FOR CALENDAR YEAR 2022
Recommendation:
1. Authorize submittal of 2022 General Plan Housing Element Annual Progress Report to
the Governor’s Office of Planning and Research and the State Department of Housing
and Community Development.
2. Authorize City Manager or Community and Economic Development Director to make
technical modifications to the Annual Report, as required.
4. DISABLED PERSON PARKING AT 124 EAST BROOKDALE AVENUE
Recommendation:
Adopt Resolution No. 2023-XXX.

REGULAR BUSINESS (Items 5 - 9)
5. SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS GENERAL
ASSEMBLY DELEGATES
The Southern California Association of Governments (SCAG) requests that City Council
designate a Delegate Representative and Alternate to represent the City at the SCAG
General Assembly on May 4 - 5, 2023 in Palm Desert, CA.
Recommendation:
Designate Council Members to serve as the City’s Delegate Representative and Alternate
at the Southern California Association of Governments 2023 General Assembly.
6. MAPLE NEIGHBORHOOD CENTER LEASE
City Council authorized staff to negotiate a lease agreement with the YMCA of Orange
County to operate the Maple Neighborhood Center and provide neighborhood services
and an after-hours private rental program on January 17, 2023.
Recommendation:
1. Approve lease agreement, in substantially the form as attached and in such final form

as approved by the City Attorney, with the YMCA of Orange County for the Maple
Neighborhood Center to provide neighborhood services to the surrounding
communities as approved by the City.
2. Authorize City Manager, or designee, to execute and administer the Maple
Neighborhood Center lease agreement and all documents related to the lease
agreement, including options to extend, in a form approved by the City Attorney.
7. MERCHANT AND GATEWAY PROVIDER AGREEMENTS AND CREDIT CARD FEE
STRUCTURE (Item 7 Continued From February 21, 2023)
City Council consideration of amendments and/or agreements with Tyler Technologies,
Inc. and Global Payments Integrated to provide merchant and gateway services and
absorbed credit card fee structure revisions.
Recommendation:
1. Provide direction regarding absorbed or pass model for credit card and eCheck fees:
· Option A: Blended Structure
o City absorbs eCheck fees for utility and non-Public Works - Engineering and
non-Community and Economic Development - Building and Planning
customers. (The fee on eCheck is estimated to be a $1.25 flat fee.)
o City passes on credit card fees to customers.
o City passes on eCheck fees to Public Works - Engineering and Community and
Economic Development - Building and Planning customers.
o City does not incur fees for cash, check or ACH / transfer payments initiated by
customers.
o City cannot currently accept payments via PayPal, Venmo, Zelle, etc.
· Option B: Blended Structure
o City absorbs utility credit card and eCheck fees.
o City passes on non-utility credit card and eCheck fees to customers.
o City does not incur fees for cash, check or ACH / transfer payments initiated by
customers.
o City cannot currently accept payments via PayPal, Venmo, Zelle, etc.
2. Approve and authorize City Manager, or designee, to execute and administer
amendments and/or agreements and related documents with Tyler Technologies, Inc .
and with Global Payments Integrated including renewals and/or extensions and future
amendments, in a form approved by City Attorney.
3. Authorize City Manager, or designee, to terminate agreements with current merchant
services and gateway providers.
8. 2023 LEGISLATIVE PLATFORM
Consideration of 2023 Legislative Platform confirming City Council position on legislative
issues with potential to impact the City of Fullerton.

Recommendation:
1. Discuss platform and provide direction as to any changes.
2. Ratify 2023 Legislative Platform adoption.
3. Authorize Mayor (or Mayor Pro Tem in Mayor’s absence) to sign policy and position
letters within platform guidelines.
9. PARTNERSHIP WITH DAROO KOREAN PERFORMING ARTS AND CULTURE TO
HOST KOREAN CULTURE FESTIVAL IN CITY OF FULLERTON
Consideration of partnership with Daroo Korean Performing Arts and Culture to host a
Korean Culture Festival in the City of Fullerton in fall 2023 and 2024.
Recommendation:
Support Daroo Korean Performing Arts and Culture request to partner with the City of
Fullerton as an event project partner to host a Korean Culture Festival in Fullerton in fall
2023 and 2024.
