TOWN OF FUQUAY-VARINA BOARD OF COMMISSIONERS REGULAR MEETING OCTOBER 2, 2017 CALL TO ORDER Mayor John W. Byrne called the regular meeting of the Fuquay-Varina Board of Commissioners to order on October 2, 2017 at 7:00 p.m. Commissioners Present: Blake Massengill (Mayor Pro-Tem) Charlie Adcock Bill Harris Jason Wunsch Marilyn Gardner Commissioners Absent: None Others Present: Town Manager Mitchell Assistant Town Manager Matthews Town Clerk Rose Rich Town Attorney James Adcock ****************************** INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Byrne provided the invocation and members of the Fuquay-Varina Junior Women’s Club led the Pledge of Allegiance. ****************************** APPROVAL OF THE MINUTES The September 19, 2017, minutes of the regularly scheduled Town Board of Commissioners meeting, were presented for approval with noted correction made by Mayor Pro-Tem Massengill. He recommended that a sentence at the top of page 9 be deleted that reads: “Mayor Pro-Tem Massengill recused himself from this item.” MOTION: Mayor Pro-Tem Massengill SECOND: Commissioner Gardner MOTION RESULT: Passed Unanimously (5-0) ****************************** PRESENTATIONS Agenda Item No. 4.A: Proclamation – Fuquay-Varina Junior Woman’s Club In recognition of the 30th anniversary of the Fuquay-Varina Junior Woman’s Club, Mayor Byrne proclaimed October 4, 2017 as Fuquay-Varina Junior Woman’s Day and presented the Fuquay-Varina Junior Women’s Club with a proclamation. He also recognized Commissioner Marilyn Gardner as one of the initial charter members of the Club. The following Junior Woman’s Club members were present to receive the proclamation: Club President Rebecca M. Duffy, Heather Massengill, Nina Russo, Heather Whittington, Valarie Seymour, Beth Tyler, Audra Williams, Angela Moss, Amanda Roberson, Elizabeth Edwards, Kathleen Honeycutt and Brittany Weathersbee. Mayor Pro-Tem Massengill announced that the Fuquay-Varina Junior Woman’s Club will be hosting their annual Charity Ball on November 17, 2017 at Carrollock Farms at 7:00pm. He encouraged the public to support the Junior Woman’s Club by purchasing tickets and attending the event. Agenda Item No. 4.B: Presentation - Downtown Advisory Committee Work Plan Update Economic Development Director Seymour and Downtown Coordinator Verberg gave a presentation to the Town Board on the Downtown Advisory Committee Work Plan. The Fuquay-Varina Downtown Advisory Committee was appointed December 2016 and began the task of drafting the NC Main Street Work Plan. The Committee’s work plan is comprised of the following three main objectives: 1.) Support downtown shops, restaurants and craft breweries by forging partnerships to create marketing plans, create events, and identify business resources to support locally-owned businesses. 2.) Promote downtown as cultural arts destination by supporting the Fuquay-Varina Arts Center and programming and creating marketing strategies to recruit new art themed projects. 3.) Unify two downtown districts by identifying projects and opportunities to support pedestrian traffic between districts, and to create a downtown wayfinding plan to guide shoppers and visitors. The next steps are to implement the Work Plan, host informational downtown stakeholders meeting regarding the plan, participate in NC Main Street programs and events, coordinate activity with NC Main Street Office and to continue support of ongoing downtown activities. Mayor Byrne asked that the names of the Downtown Advisory Committee be included in this document to recognize their work on the Work Plan. Commissioner Harris asked Downtown Coordinator Verburg to read the vision statement that reads as follows: “Downtown Fuquay-Varina, the heart of southern Wake County, is a regional destination for locally owned shops, restaurants, and craft beverages with a vibrant arts scene and a historic past that unifies two downtown districts.” Town Manager Mitchell stated that part of the process to be accredited with the NC Main Street Program is to develop this Work Plan and begin its implementation. He stated that staff is taking steps to qualify for the next cycle. Agenda Item No. 4.C: Presentation - Terrible Creek Wastewater Treatment Plant Update Mayor Byrne stated that he has only heard good comments on the downtown water pipe infrastructure repair project. Public Utilities Director Meyers stated that there are roughly 50-60 water connections affected by this project. Mayor Byrne stated that there is one section on the street by The Mason Jar that has a dip that needs repair. Public Utilities Director Jay Meyers then presented a video showing the progress that has been made to date on the Terrible Creek Wastewater Treatment Plant. He stated that to date the Town has spent approximately $24 million on the Treatment Plant Expansion project, and the contractor for the project; Crowder Construction Company, has spent about 44,000 man hours, placing approximately 12 cubic yards of concrete and over 1,000 tons of rebar, as well as installing equipment related to construction of the project. Public Utilities Director Meyers advised that all of the major structures are basically complete. Commissioner Adcock asked about what would be done with the old plant system. Public Utilities Director Myers stated that two of the tanks will be refurbished and used to store infiltration water during peak-flow rain events. Mayor Pro-Tem Massengill stated that he did a walking tour of the project about six months ago, and he is amazed at the progress since that time. Town Manager Mitchell stated that Public Utilities Meyers has done an incredible job of managing this project. ****************************** PUBLIC COMMENTS: There were no comments from the public. ****************************** ITEMS TABLED FROM PREVIOUS MEETING: There were no items from previous meetings. ****************************** PUBLIC HEARINGS: Agenda Item No. 7.A: Voluntary Annexation Petition - Eason-Reese Construction Property - 6412, 6416 and 6420 Johnson Pond Road - PIN 0677261851, 0677261731, and 0677260598 - ANX-2017-18 Purpose – To consider an annexation ordinance extending the corporate limits of the Town of Fuquay-Varina following receipt of a petition for voluntary annexation of property owned by Joel M and Cathy M Eason and Reese Construction, located at 6412, 6416 and 6420 Johnson Pond Road (PINs 0677261851, 0677261731, and 0677260598), containing approximately 2.973 total acres. Staff Comments – Town Manager Mitchell advised that the property contains approximately 2.973 total acres and it has road access on Johnson Pond Road. The property is non-contiguous to the Town's corporate limits where water is available, but sewer is not yet available to the property. The petitioner has signed an annexation agreement as it relates to the provision of Town sewer services. At the September 19, 2017 meeting, the Town Board instructed the Town Clerk to investigate the sufficiency of the applicant's petition for voluntary annexation and the Town Clerk certified at that time that the petition was sufficient and meets the requirements prescribed by the North Carolina General Statutes. The Town Board also adopted a resolution setting a public hearing for October 2, 2017 Town Board meeting. Public Hearing – Mayor Byrne declared the public hearing open and he asked if anyone wished to speak in favor of the annexation petition. Mr. Wayne Mauldin of Mauldin-Watkins Surveying, PA, 1301 Broad Street, spoke in favor of the annexation petition on behalf of the petitioners. Mayor Byrne asked if anyone wished to speak in opposition to the proposed annexation petition. No one chose to speak in opposition to the annexation petition. Mayor Byrne declared the public hearing closed. Board Member Discussion – There was no discussion from members of the Town Board regarding this matter. Recommendation – Adopt the annexation ordinance to extend the corporate limits of the Town of Fuquay-Varina to include property owned by Joel M and Cathy M Eason and Reese Construction (ANX-2017-18), and to approve the Declaration of Annexation Agreements as presented and recommended. MOTION: Mayor Pro-Tem Massengill SECOND: Commissioner Wunsch MOTION RESULTS: Passed Unanimously (5-0) Ordinance No. N-17-37 Agenda Item No. 7.B: Zoning Map Amendment - Meritage Homes - 1339 Old Honeycutt Road - PIN 0676474253 - REZ-2017-22 Purpose – To consider a requested zoning map amendment for a total 36.18 acres, located at 1339 Old Honeycutt Road, from the Residential Agricultural (RA) Zoning District to the Residential Medium Density Conditional Zoning District (RMD-CZD). The subject property is also known as Wake County PIN 0676474253. Staff Comments – Town Manager Mitchell advised that the subject property is within the Residential Agricultural (RA) Zoning District, and is currently vacant. The property is within the extraterritorial jurisdiction (ETJ) of the Town. He then provided the following additional information: ZONING: The zoning map amendment petition requests approval of the Residential Medium Density Conditional Zoning District (RMD-CZD). A residential density of six (6) dwelling units per acre is permitted in the Residential Medium Density Zoning District. The petitioner is requesting conditions applicable to use of the subject properties as follows: -Single Family Homes, No Duplexes. SURROUNDING USE: Surrounding properties are a variety of uses. To the west and north are single-family residential subdivisions, Holly Ridge and Partin Place respectively. To the south is land used for agricultural uses and single lot residential development. To the east is a future Town park and WCPSS elementary school site (E-35). LAND USE PLAN: The 2035 Community Vision Land Use Plan (LUP) calls for Small-Lot Residential (SLR) at the subject property. The typical residential densities in this land use range between 2 (two) and 6 (six) dwelling units per acre and incorporate a network of open space which buffer the area from surrounding uses. The requested zoning district is compatible with the 2035 LUP. UTILITIES: Public water and sewer will be made available by the developer with future development of the subject property. TRANSPORTATION: The subject property has access to Old Honeycutt Road, classified as an 80 foot right-of-way by the 2035 Community Transportation Plan (CTP). This is identified as a three (3) lane cross-section with an ultimate design capacity of 11,800 average daily trips (ADT). It is currently a two (2) lane road with a design capacity of 9,700 ADT. The 2015 NCDOT traffic counts indicate a volume of 4,700 ADT near the intersection of Old Honeycutt Road and Holly Oak Court. Future Fuquay-Varina Parkway is located just to the east of the property, on the other side of the elementary school and Town park site. NEIGHBORHOOD MEETING INFORMATION: The petitioner held a neighborhood meeting on August 16, 2017 at the Fuquay-Varina Community Center, located at 820 S Main Street and the neighborhood meeting report is attached. RECOMMENDATION: Management and staff recommend approval of the proposed zoning map amendment. It is reasonable and in the best interest of the public for the following reasons: 1.) The requested zoning map amendment is consistent with the 2035 Community Vision Land Use Plan designation of Small Lot Residential (SLR). 2.) The proposed conditions limit development uses of the subject property to ensure that it is compatible with the surrounding uses and general vicinity. 3.) The requested zoning district provides for a transition of density from the existing subdivision to the west of the subject property to the future Wake County Elementary School and Town park site to the east. At the September 18, 2017 regular meeting the Planning Board unanimously recommended approval. Public Hearing – Mayor Byrne declared the public hearing open and he asked if anyone wished to speak in favor of the proposed zoning map amendment. Mr. Andy Petty of Curry Engineering, 205 S. Fuquay Avenue spoke in favor of the proposed zoning map amendment, and he stated that the proposed zoning helps with the planning purposes of the new Wake County E-35 school. Mayor Byrne asked if anyone wished to speak in opposition to the proposed zoning map amendment. No one chose to speak in opposition to the amendment. Board Member Discussion – There was no discussion from members of the Town Board regarding this matter. Recommendation – Approve REZ-2017-22, a zoning map amendment at 1339 Old Honeycutt Road, from the Residential Agricultural (RA) Zoning District to the Residential Medium Density Conditional Zoning District (RMD-CZD). The proposed zoning map amendment is consistent with the 2035 Community Vision Land Use Plan and is reasonable and in the best interest of the public for the reasons identified by management and staff. MOTION: Commissioner Wunsch SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) Agenda Item No. 7.C: Zoning Map Amendment - Don Wellons - 6130 S NC 55 - PIN 0676195209 - REZ-2017-25 Purpose – To open and continue a public hearing for a requested zoning map amendment located at 6130 S NC 55 Highway. Staff Comments –Town Manager Mitchell recommended forgoing the presentation for this zoning map amendment request at this time, and to open the public hearing followed by action of the Town Board to continue the public hearing at the November 6, 2017 Town Board meeting to allow the petitioner and neighboring property owners an opportunity for further dialogue. Public Hearing - Mayor Byrne opened the public hearing and asked if there were any comments. No one chose to make comments regarding this matter. Recommendation – To continue the public hearing for REZ-2017-25, a zoning map amendment at 6130 S. NC 55 Highway to the November 6, 2017 Town Board meeting. MOTION: Commissioner Gardner SECOND: Commissioner Harris MOTION RESULTS: Passed Unanimously (5-0) Agenda Item No. 7.D: Zoning Map Amendment - Mauldin Watkins Surveying - 114 N West Street - PIN 0656887042 - REZ-2017-23 Purpose – To consider a requested zoning map amendment for a total of 0.132 acres, located at 114 N West Street, from the Residential Medium Density (RMD) Zoning District to the Town Center Residential (TCR) Zoning District. The subject property is also known as Wake County PIN 0656887042. Staff Comments – Town Manager Mitchell stated that the subject property is currently within the Residential Medium Density (RMD) Zoning District. The zoning map amendment petition is for a total of 0.132 acres and the subject property is located in corporate limits and is currently vacant. He then provided the following additional information: ZONING: The zoning map amendment petition requests approval of the Town Center Residential (TCR) Zoning District. A residential density of six (6) dwelling units per acre is currently permitted within the TCR Zoning District, which is intended to provide for residential development of varying types to support the downtown center districts and is applicable only within the Judd Parkway Loop. The TCR Zoning District requires submittal of a master plan, except that proposed developments totaling four (4) lots or less are permitted to submit a plot plan in lieu of the required master plan. The zoning map amendment requests one single-family lot, and as such a plot plan has been submitted. SURROUNDING USE: Surrounding properties along N West Street are single-family homes and a church is located at the intersection with W Academy Street. LAND USE PLAN: The 2035 Community Vision Land Use Plan (LUP) calls for Town Center Residential (TCR) the subject property. The requested zoning district is compatible with the 2035 LUP. UTILITIES: Public water and sewer utilities are available to serve the subject property. TRANSPORTATION: The subject property is located on and will have access to N West Street, a local street, which is maintained by the Town. As such, traffic counts are not available. Academy Street is located to the south of the property. NEIGHBORHOOD MEETING INFORMATION: The petitioner held a neighborhood meeting on September 5th at 5:30 PM. The meeting was held at 112 N West Street and a neighborhood meeting report is attached. STAFF RECOMMENDATION: Management and staff recommend approval of the proposed zoning map amendment. It is reasonable and in the best interest of the public for the following reasons: 1.) The requested zoning map amendment is consistent with the 2035 Community Vision Land Use Plan designation of Town Center Residential (TCR). 2.) The requested zoning district provides for use of the subject property that is compatible with the surrounding community. 3.) The requested zoning map amendment supports the intent of the 2035 Community Vision Plan, Town Center Plan, and Land Development Ordinance. At the September 18, 2017 regular meeting the Planning Board unanimously recommended approval. Public Hearing – Mayor Byrne declared the public hearing open and he asked if anyone wished to speak in favor of the proposed zoning map amendment. Wayne Mauldin of Mauldin-Watkins Surveying, 1301 Broad Street, spoke in favor of the proposed zoning map amendment. Mayor Byrne asked if anyone wished to speak in opposition to the zoning map amendment. No one chose to speak in opposition to the amendment. Mayor Byrne declared the public hearing closed. Board Member Discussion – Commissioner Adcock asked if the Town has any long- term plans to place sidewalks on any segment of N. West Street. Assistant Town Manager Mark Matthews stated that there were no immediate plans. Town Manager Mitchell stated that this is something that the Town Board may want to consider at their next Strategic Planning Retreat. The Town Board concurred. Commissioner Garner stated that it would be a good time to look at the walkability of all neighborhoods surrounding downtown. Recommendation – Approve REZ-2017-23, a zoning map amendment at 114 N West Street, from the Residential Medium Density (RMD) Zoning District to the Town Center Residential (TCR) Zoning District. The proposed zoning map amendment is consistent with the 2035 Community Vision Land Use Plan and is reasonable and in the best interest of the public for the reasons identified by management and staff. MOTION: Mayor Pro-Tem Massengill SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) ****************************** CONSENT AGENDA Agenda Item No. 8.A: 2018 Town Board Meeting Schedule Purpose – To consider setting the Town Board's regular meeting schedule for the calendar year 2018. Recommendation – Adopt the 2018 Town Board Regular Meeting Schedule as presented and recommended. Agenda Item No. 8B: Voluntary Annexation Petition - BCELD Meadowbrook, LLC - 6600 and 0 S NC Highway 55 - PINs 0676150431 and 0676141446 - ANX-2017-16 Purpose – To consider the adoption of a resolution instructing the Town Clerk to investigate an annexation petition and to adopt a resolution setting a public hearing for October 17, 2017, following the receipt of a petition for voluntary annexation of property owned by BCELD Meadowbrook, LLC located at 6600 and 0 S NC Highway 55, containing 146.68 total acres. Recommendation – Adopt a resolution instructing the Town Clerk to investigate the voluntary annexation petition, and adopt the resolution setting the public hearing for a voluntary annexation petition on October 17, 2017, for property owned by BCELD Meadowbrook, LLC (ANX-2017-16) as presented and recommended. Resolution No. 17-1487 Resolution No. 17-1488 Agenda Item No. 8.C: Temporary Street Closure - Fire Department Open House - Saturday, October 14, 2017 - 8:00 am - 5:00 pm Purpose – To consider a request for temporary street closure for the Fuquay-Varina Fire Department Open House event on October 14, 2017. Recommendation – Approve the Temporary Street Closing as requested by Fuquay- Varina Fire Chief Mauldin and recommended by staff for the Fuquay-Varina Fire Department Open House event on October 14, 2017 Agenda Item No. 8.D: Surety / Letter of Credit - Sunset Bluffs Phases 3A, 3B, 4A, 4B, 4C and 6 - Landscaping Delay of Installation - $38,893.75 Purpose – To consider a surety request for delay of landscaping improvements for the Sunset Bluffs Phases 3A, 3B, 4A, 4B, 4C and 6 in the amount of $38,893.75. Recommendation – Approve the underlying agreement and acceptance of a surety for Sunset Bluffs Phases 3A, 3B, 4A, 4B, 4C and 6 in the amount of $38,893.75 as presented. A motion was made to approve all items (A-D) on the Consent Agenda as recommended. MOTION: Mayor Pro-Tem Massengill SECOND: Commissioner Wunsch MOTION RESULTS: Passed Unanimously (5-0) ****************************** ADMINISTRATIVE REPORTS Agenda Item No. 10.A: Preliminary Subdivision Plat - Meadow Bluffs - SUB-PR- 2017 Purpose – To consider a preliminary subdivision plat submitted by Cairo, LLC called Meadow Bluffs, located at 6021 Johnson Pond Road. Staff Comments – Town Manager Mitchell advised that the submitted preliminary subdivision, Meadow Bluffs, is located at 6021 Johnson Pond Road on 93.224 acres in the Residential Medium Density (RMD) Zoning District. He then provided the following additional information: SUBDIVISION INFORMATION: The preliminary subdivision plat proposes 237 residential lots meeting the standards for open space developments following the 25% open space dedication option. The minimum lot size permitted is 5,000 square feet. The minimum lot size provided is 5,200 square feet, with the average lot size being 9,251 square feet. Following the 25% open space dedication option, a minimum of 23.306 acres of overall open space with 4.661 acres of common green area is required. There are 36.640 acres of overall open space with 4.807 acres of common green area provided. TRANSPORTATION: Vehicular access to the project area is provided via two public street entrances onto Johnson Pond Road, classified as a minor thoroughfare and also by a stub connection to Meadowview subdivision via Terri Creek Drive. The Town's 2006 Community Transportation Plan (CTP), which this project was submitted under, requires widening of half of the existing travel lanes, as well as installation of curb and gutter and sidewalk where the property fronts Johnson Pond Road. UTILITIES: Public water and sewer are available to serve the subject property and will be installed by the developer. RECOMMENDATION: The proposed preliminary subdivision plat meets all Town requirements, as such staff recommends approval. At the September 18, 2017 regular meeting the Planning Board unanimously recommended approval. Motion to Recuse – Mayor Pro-Tem Massengill requested to be recused from discussion and action on the Preliminary Subdivision Plat SUB-PR-2017-18 due to personal financial interest. MOTION: Commissioner Wunsch SECOND: Commissioner Gardner MOTION RESULTS: Passed Unanimously (4-0) Board Discussion – Commissioner Adcock ask what the smallest lot size is for the proposed preliminary plat. Town Manager Mitchell stated that the smallest lot size was approximately 5,200 square feet and that the average lot size was greater than 9,000 square feet. Recommendation – Approve the Meadow Bluffs preliminary subdivision plat, SUB-PR- 2017-18, located at 6021 Johnson Pond Road as presented and recommended. MOTION: Commissioner Adcock SECOND: Commissioner Wunsch MOTION RESULTS: Passed Unanimously (4-0) Agenda Item No. 10.B: Preliminary Subdivision Plat - Bent Tree Phases 2 and 3 - SUB-PR-2017-15 Purpose – To consider a preliminary subdivision plat submitted by AREPS, LLC called Bent Tree Phases 2 and 3, located at 721 Fleming Loop Road. Staff Comments – Town Manager Mitchell advised that the submitted preliminary subdivision, Bent Tree Phases 2 and 3, is located at 721 Fleming Loop Road on 60.24 acres in the Residential Medium Density (RMD) Zoning District. The conditions at the subject property are included as a separate attachment due to the length and nature of the conditions. The conditions address density, buffers, fencing, utility easements, and other items applicable to the proposed on future development of the conditional zoning area, which extends across the railroad right of way from the proposed subdivision. As applicable, the conditions are demonstrated on the preliminary subdivision plat which is compliant to the zoning. He then provided the following additional information: SUBDIVISION INFORMATION: The preliminary subdivision plat proposes 128 residential lots meeting the standards for open space developments following the 18% open space dedication option. The minimum lot size permitted is 7,000 square feet. The minimum lot size provided is 7,024 square feet, with the average lot size being 8,334 square feet. Following the 18% open space dedication option, a minimum of 10.84 acres of overall open space with 2.17 acres of common green area is required. There are 24.14 acres of overall open space with 4.60 acres of common green area provided. TRANSPORTATION: Vehicular access to the project area is provided via a public street entrance onto Fleming Loop Road, classified as a residential collector street. The Town's Community Transportation Plan (CTP) requires widening of half of the existing travel lanes, as well as installation of curb and gutter and sidewalk where the property fronts Fleming Loop Road. This subdivision was submitted under the 2006 CTP, but the plat shows the construction of a portion of the Fuquay-Varina Parkway, and the proposed cross section is consistent with the 2035 CTP. The developer will dedicate 120 feet of right of way and construct a portion of the two outside lanes, curb and gutter, 10 foot asphalt side paths, and leave a depressed median which will accommodate a future four lane section. The portion of Fuquay- Varina Parkway to be constructed is as identified on the subdivision plat. UTILITIES: Public water and sewer are available to serve the subject property and will be installed by the developer. RECOMMENDATION: The proposed preliminary subdivision plat meets all Town requirements, as such staff recommends approval. At the September 18, 2017 regular meeting the Planning Board unanimously recommended approval. Board Discussion – Commissioner Adcock asked if the issues with the sewer have been resolved. Town Manager Mitchell stated that to his understanding those issues have been resolved. Commissioner Adcock then inquired if the dedication of the right of way and construction of a portion of Fuquay-Varina Parkway was a requirement of the plan. Town Manager Mitchell advised that it was not a requirement of the plan because the plan was submitted under the 2006 Community Transportation Plan standards; however, he and staff had negotiated the dedication of property and construction of a portion of the future roadway with the developer. Commissioner Adcock commended staff for negotiating in the Town’s interest and also commended the developer for being a willing partner. Mayor Byrne stated he appreciates the work done by staff on this project. Recommendation – Approve the Bent Tree Phases 2 and 3 preliminary subdivision plat, SUB-PR-2017-15, located at 721 Fleming Loop Road as presented and recommended. Manager’s Report  Town Manager Mitchell stated that Assistant Manager Matthews and Planning Director Samantha Smith attended a Wake County design narrative meeting last Friday for the E-35 elementary school and park. A joint staff recommended design will be presented to the Town Board at their October 17, 2017 meeting, as well as an interlocal agreement and project ordinance for the Town Park.  Town Manager Mitchell reported that at the last CAMPO and TCC meetings they voted to move forward with the proposed projects under the MTP and the State Transportation Improvement Plan through SPOT, and included in that is a significant project for the Town that would be an extension of Hwy 55 around our community and back to Hwy 401. He also stated that he was excited about the Fire Department’s upcoming Open House event. Commissioner Adcock stated that there was a recent article in the News & Observer regarding Wake County School re-assignments and encouraged Board members to persuade members of the Wake County School Board to work with citizens on re- assignments so that they would not overburden. Commissioner Harris gave a brief report of some topics discussed at the North Carolina League of Municipalities Conference that was held in Greenville, NC, relative to connecting city vision and collaborating on a global scale. He also reported on his desire in obtaining a position on the League’s Board. Commissioner Wunsch stated that he enjoyed the Garden Tour and the Chamber’s First Responders Breakfast. He reported that as part of his internship with the School of Government, he is doing an in- depth review of the Town’s Code of Ordinances to find any discrepancies that need correction. He also reported that he recently spoke to a Home School Group on the role of a Commissioner. Commissioner Gardner stated that she attended the North Carolina League of Municipalities Conference in Greenville, NC where they discussed craft breweries as an economic driver in the community. She also attended the Capital Area Preservation Anthemion Awards where the historic Mitchell House was recognized. She stated that the BBQ Blues and Brews was a successful event, and Bryan Haynes won the people’s choice award for the event. She stated that the Garden Tour was a huge success this year that featured the home garden of Brie Arthur, a professional landscape designer who incorporates growing food with a flower garden. She stated that Ms. Arthur will be assisting with a food/landscape garden at Herbert Akins Elementary this year. She then reported that the “Out of Darkness Walk” was a huge success raising over $28,000. Mayor Byrne stated that there were over 700 participants in the “Out of Darkness Walk” this year, and the last report on the fundraiser that he received was over $30,000 raised.
