BOARD OF COMMISSIONERS – REGULAR MEETING
1. Call to Order – Mayor John W. Byrne
2. Invocation & Pledge of Allegiance –Boy Scout Troop #931 led the Pledge of Allegiance and
Commissioner Gardner provided the invocation.
3. Approval of the minutes for the March 5, 2018 Regular Town Board meeting. –
Approved (5-0)
4. Presentations:
A. Recognition of Fuquay-Varina Fire and Police Explorers – 2018 Winterfest
Skills Competition
Fire Chief Anthony Mauldin reported that the Fire Explorers finished 3 rd place in the Rapid
Dress Team competition, Tyler Senter won 3rd place in the individual Rapid Dress
competition, Team 1 won 2nd place in the Triple Lay competition and Team 2 won 8th place
in the Triple Lay competition.
Police Chief Fahnestock reported that the Police Explorers finished 1 st Place in the Officer
Down Competition and 4th place in Class B Uniform Inspections.

The purpose of this agenda item was to consider an annexation ordinance
extending the corporate limits of the Town of Fuquay-Varina following receipt of
a petition for voluntary annexation of property owned by Trinity Brownstones, LLC
(Theys Mill) located at 1311 Bowling Road, containing approximately 26.438 acres.

Crabtree Builder, Inc. located at 1508 Holland Road, containing approximately 3.654 acres,

Agenda Item No. 8C: Budget Amendment Recognizing Funds - Trading Card
Program - Fire Department - $752.00 (BA-2018-27)
Purpose – To recognize funds in the amount of $752 from local businesses that support the
Trading Card program and will be used to cover the cost of this program.
Agenda Item No. 8D: Budget Amendment Recognizing Funds - Police Department -
Canine Program Donations - $1,224 - (BA-2018-28)
Purpose – To recognize funds in the amount of $1,224 from donations received for the
Fuquay-Varina Police Department’s Canine Program from the Never Forget 911 Foundation,
the Bob Barker Company, and from an anonymous donor.
Agenda Item No. 8E: Fee Schedule Amendment – Community Center Senior
Convenience Pass Access Badge Fee
Purpose – To amend the fee schedule to include Community Center Senior Convenience Pass
Access Badge fees in the amount of $15 for residents and $25 for non-residents. This is an
annual fee for residents and non-residents 55 years and older that will allow access to the
Community Center during regular hours of operation (open to the public).
Agenda Item No. 8F: Budget Amendment Insurance Proceeds – Hail Damage –
Public Utilities – (BA-2018-29)
Purpose – To recognize funds in the amount of $3,618 from insurance proceeds attributable
to hail damage to vehicles in the Public Utilities Department from the September 1, 2017
storm event.
➢ Mayor Pro-Tem Massengill asked that Item 8B be removed from the Consent Agenda,
and he motioned to approve Consent Agenda Items 8A, 8C, 8D, 8E and 8F. Approved
5-0.
➢ Mayor-Pro Tem Massengill asked that the Town Board recuse him from discussion and
action on Consent Agenda Item 8B due to a financial interest. Approved 4-0

Reported that the final lift of paving has been done for the Brighton Forest subdivision.
Reported that Duke Energy will participate in installing underground electric power for the Arts
Center Project, but this will eliminate the traffic signal at the corner of Vance Street and S. Fuquay
Avenue, to be replaced by 4-way stop signs.
Reported that the Fiber crew is in the process of pulling fiber optic cables through conduit for the
high- speed internet.
Reported that the Town of Fuquay-Varina was awarded the Certificate of Achievement for
Excellence in Financial Reporting again this year for the fourth consecutive year from the
Government Finance Officers Association.
Reported that the Art Center contractor is to pour the stage slab and roof deck within the next
week
Reported that bids came in above budget for the Fleming Loop project – will have to revisit.
Acknowledged Canine Officer Dash and Police Officer Callis for their involvement with a drug bust
this past week.
➢ Mayor Byrne recommended the appointment of Andy Petty to serve as a member of
the Planning Board. (Approved 5-0)
TOWN BOARD MEMBER COMMENTS
Mayor Pro-Tem Massengill commended the Mayor on the State of the Town Address that was presented
before tonight’s regular meeting.
Commissioner Adcock thanked Communications Director Susan Weis and Mike Cole of Amazing Studios
for their work on the new promotional video for Fuquay-Varina that was presented during the State of the
Town Address.
Commissioner Harris stated that he enjoyed the video and he commended everyone involved in its
production. He also commended Mayor Byrne on the State of the Town Address.
Commissioner Wunsch stated that this year’s Town promotional video topped last year’s and commended
Mike Cole for a job well done. He also stated that this Saturday the Easter Bunny will be downtown from
2:00 p.m. until 4:00 p.m., and will be accompanied by his daughter.
Commissioner Gardner added her admiration of the State of the Town Address delivered by Mayor Byrne,
as well as the promotional video. She stated that the Candy Hop will also be this Saturday and that she is
looking forward to the Easter Egg Hunt. She reported that the Town was well represented at the NC Main
Street Conference that was held in Clayton this year and commended Keri Zollo for being named Main
Street Champion.
Mayor Byrne also stated that the 2018 NC Main Street Conference was well represented by Fuquay-
Varina. He thanked Mr. Bob Barker and his family for making the Barker headquarters available for
purchase by the Town. He stated that the Town will be forever changed with Town Hall being once again
located in the downtown area, and he commended the Town Board for protecting and investing in our
downtown area.
