Adcock, III, Town Attorney In attendance were Mayor Blake Massengill, Mayor Pro-Tem Marilyn Gardner, Commissioners William Harris, Bryan Haynes, Charlie Adcock, and Jason Wunsch. Also in attendance were Assistant Town Manager Mark Matthews, Town Attorney James Adcock, Deputy Town Clerk Teresa Wilder, IT Director Scott Clark, and various other department directors. Town Manager Adam Mitchell and Assistant Town Manager Jim Seymour were attending a conference on behalf of the Town. Commissioner Wunsch left the meeting at 7:32pm for another commitment. CALL TO ORDER Mayor Massengill called the meeting to order at 7:01 pm. INVOCATION AND PLEDGE Commissioner Adcock provided the invocation, and the Fuquay-Varina Dance Team led the Pledge of Allegiance. VIRTUAL MEETING PROTOCOL Assistant Town Manager Matthews reviewed the meeting protocol noting that the meeting was both in- person and live streamed on the Town’s YouTube Channel and Facebook. APPROVAL OF MINUTES 3A The May 6, 2024, Town Board of Commissioners Regular Scheduled Meeting minutes. MOTION: Mayor Pro-Tem Gardner SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) PRESENTATIONS 4A Proclamation - National Public Works Recognition Week - May 19-25, 2024 Purpose – Mayor Massengill to present a Mayor's Proclamation recognizing National Public Works Week in the Town of Fuquay-Varina, May 19-25, 2024. Each year across North America, National Public Works Week is celebrated by towns and cities throughout the United States. National Public Works Week will be held the week of May 19–25, 2024, to honor the public works professionals who plan, design, build, manage, and operate the infrastructure that ensures a higher quality of life for our communities. 4B Recognize Fuquay Varina's Inaugural Dance Team Purpose – To recognize Fuquay Varina's inaugural Competitive Dance Team and recap the success of their first year. Staff Comments – Arts Center Director Daly entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided general information about the agenda item and made the following remarks. Dance Team auditions took place in late Spring 2023; chosen dancers and their families were given a list of requirements to participate and the competitions that they would be attending. The 17 dancers that accepted the year-long commitment learned group numbers and had the opportunity to learn solo, duet and trio routines. The Dance Team has been led by Coaches Lyndsey Anderson and Ashley Avent, Teacher and Assistant Coach Jordyn Davis, and choreographers Cora Lockamy, Valerie Hobbs, Brittany Scott, Katie Hobbs, and Tami Davis. The Dance Team participated in a multi-state regional conference where dance routines were performed and adjudicated; a multi-state regional competition in Raleigh; and a semi-national competition in Myrtle Beach, SC. Dancers performed, received instruction from industry professionals, and created many unforgettable moments. The Dance Team brought home a total of 16 awards, including Gold and Platinum designations, Judge's Special Awards, and best overall designations ranging from 1st to 10th. In addition to the extraordinary accomplishments of the Dance Team, Tami Davis received recognition as Outstanding Teacher at the regional conference in Winston-Salem. Mayor Massengill thanked the Dance Team for being a part of the inaugural dance team and he expressed his excitement that they received over 20 awards representing the Town of Fuquay- Varina. 4C Presentation - Advanced Law Enforcement Certifications - Officer Decker and Officer Cooper Purpose – To recognize Master Officers Alexander Decker and Ross Cooper for recently earning the North Carolina Criminal Justice Education and Training Standards Commission Advanced Law Enforcement Certificate. Staff Comments – Police Chief Brandon Medina entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided general information about the agenda item and made the following remarks. Master Officers Alexander Decker and Ross Cooper earned the North Carolina Criminal Justice Education and Training Standards Commission Advanced Law Enforcement Certificate. Mayor Massengill thanked them for taking the time to further their education and to be involved in the community. 4D Recognition - Fire Department New Hires - Badge Pinning Purpose – To introduce four new firefighters recently hired to fill vacancies. Staff Comments – Fire Chief Jim Jones entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided general information about the agenda item and made the following remarks. The Fire Department conducted an extensive hiring process to fill four vacant firefighter positions and have hired Stephen Butts, Joseph Redding, Reese Register, and Steven Sorrell. All four firefighters come to the Town of Fuquay-Varina with valuable full-time and part-time firefighter experience in other fire departments. Stephen Butts lives in Harnett County just outside Fuquay-Varina. He is a certified Firefighter/EMT and returns to the Fuquay-Varina Fire Department after working for the Raleigh Fire Department for one year. Joseph Redding is a Harnett County resident living in Lillington. He is a certified Firefighter/EMT and has worked for the Fayetteville Fire Department since 2020. Reese Register is a Harnett County resident living in Dunn. He is a certified Firefighter/EMT and has worked for the Morrisville Fire Department since 2021. Steven Sorrell is a Harnett County resident living in Lillington and the brother of Josh Sorrell, one of our Fire Engineers. He is a certified Firefighter/EMT and has worked for Dunn Emergency Services since 2020. These new firefighters completed their Orientation Period on Friday May 3, 2024, and have been assigned to shift. Mayor Massengill welcomed the new firefighters to the Fuquay-Varina Fire Department and stated he was excited to have them join the family of firefighters. 4E Introduction - Christy Famolare - Downtown Development Manager Purpose – To introduce Christy Famolare as the Town of Fuquay-Varina's new Downtown Development Manager. Staff Comments – Economic Development Director McNeill entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided general information about the agenda item and made the following remarks. Christy Famolare started with the Town on May 6th, 2024, as the Town's new Downtown Development Manager. In her capacity, Christy will spearhead downtown revitalization efforts and serve as the Executive Director of the Fuquay-Varina Downtown Association (FVDA). She will be a liaison between the downtown business community and the Town, fostering and maintaining partnerships. With her extensive experience spanning over 18 years in business and community engagement, program management, and event planning, Christy brings a wealth of expertise to Fuquay-Varina. She has led initiatives in various municipalities, including the City of Raleigh, Durham, and Morrisville, demonstrating her ability to drive impactful change and foster vibrant communities. Christy's academic background fosters a strong interest in historic preservation. She holds an undergraduate degree in Anthropology from the University of New Hampshire and a Master's in Public Administration from Clemson University. Mayor Massengill welcomed Christy to Fuquay-Varina, and he stated that she has hit the ground running with Fuquay-Varina Downtown Association Board meetings and the Dinner in Downtown events held this past Saturday evening. PUBLIC COMMENTS 5A No one chose to speak during public comments. ITEMS PREVIOUSLY TABLED 6A There were no items previously tabled for the May 21, 2024, Town Board meeting. PUBLIC HEARINGS 7A Voluntary Annexation Petition - Phelps West Farms, LLC, 513 Coley Farm Road - PIN 0656371965 - ANX-2024-04 Purpose – To consider an annexation ordinance extending the corporate limits of the Town of Fuquay-Varina following receipt of a petition for voluntary annexation of property located at 513 Coley Farm Road owned by Phelps West Farms, LLC, PIN 0656371965, containing approximately 56.15 acres. Staff Comments – Planning Director Pam Davison entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided general information about the agenda item and made the following remarks. The property is contiguous to the Town's corporate limits, containing 56.15 acres. Town water and sewer are available. A fire flow test was conducted for an adequate fire flow of 2,192 gallons per minute. At the May 6, 2024, meeting, the Town Board instructed the Town Clerk to investigate the sufficiency of the applicant's petition for voluntary annexation. The Town Clerk certified at that time the petition was sufficient and met the requirements prescribed by the North Carolina General Statutes. The Town Board also adopted a resolution setting a public hearing for the May 21, 2024, Town Board meeting. The present total value of the portion property being annexed is $2,001,840. Public Hearing – No one spoke in favor of the voluntary annexation petition. William McDonald, 1206 Kafka Drive spoke in opposition and asked that the Town Board table this item until the June 18, 2024, meeting so that he could present the safety concerns to the Homeowner Association on June 4, 2024. The public hearing was closed. Discussion – Mayor Massengill asked Town Attorney James Adcock to explain the difference in zoning versus annexation. Town Attorney Adcock stated that the zoning allows permitted uses in that zoning district and annexation takes the property from ETJ or Wake County into the corporate limits of the Town so they can be connected to public services. Mayor Massengill asked when does the attributes of the property were typically done during zoning or annexation. Town Attorney Adcock stated that once the zoning is approved the uses are permitted as a right. Mayor Massengill stated that annexation in this case is to decide if water and sewer services will be provided to the property. The Town Attorney stated that annexation provides public services like water, sewer, trash pickup, and police that goes along with being in the corporate limits. Mayor Massengill stated that what Mr. McDonald describes is the neighborhood would be dealt with during the rezoning process. Town Attorney Adcock stated that hearings were held at the Planning Board and Town Board level. Commissioner Adcock asked if the Town Board approved a preliminary subdivision plan. Town Attorney Adcock stated that the preliminary subdivision plan was approved at the May 6, 2024, Town Board meeting. Commissioner Adcock asked if the new subdivision would have more than one exit out onto Coley Farm Road. Planning Director Davison stated that the property was rezoned in 2015 along with the portion that is also Union Station and was rezoned as one large group The subdivision has an entrance onto an existing stub road from Scottsdale Subdivision and on to Union Station. She stated there are three stub streets that will be extended and continued into the development dispersing the traffic in three different directions. Commissioner Adcock asked to access the new neighborhood you can either go through Union Station or Scottsdale Subdivisions. Planning Director Davison stated that his statement was correct for access to the new subdivision. The frontage on Coley Farm Road has environmental features so permission to go across was not granted. Commissioner Adcock asked if it was correct that the property tonight was rezoned while Union Station was rezoned. Planning Director Davison stated that the property was rezoned to be a residential subdivision with conditions in 2015. Mayor Pro-Tem Gardner asked when was the neighborhood meeting scheduled? Planning Director Davison stated that when it would have been rezoned in 2015, but she was not sure if the Town required a neighborhood meeting at that time. She reported that the residents of Union Station would not have existed because the property was zoned in whole before it became Union Station, and the southern portion is becoming Betts Farm which is the preliminary subdivision plan that was approved at the May 6, 2024, Town Board meeting. Commissioner Adcock stated that the Town Board takes citizens’ concerns into effect when approving items and he feels like some of Mr. McDonald’s issues and the ordinances with development will take care of his concerns. Recommendation – Adopt the annexation ordinance to extend the corporate limits of the Town of Fuquay-Varina to include property owned by Phelps West Farms, LLC (ANX-2024-04) as presented and recommended. Ordinance No. N-24-14 MOTION: Commissioner Adcock SECOND: Commissioner Harris MOTION RESULTS: Passed Unanimously (4-0)  (Commissioner Wunch was excused from the meeting at 7:32 pm to attend a prior commitment) 7B Public Hearing - FY 2025 Operating Budget and Five-Year Operating and Capital Plan Purpose – To present an alternative budget recommendation and to hold a public hearing for public input on the Recommended FY 2024 - 2025 Operating Budget Ordinance, Fee Schedule, and Five-Year Operating and Capital Plan for the Town of Fuquay-Varina. Staff Comments – Assistant Town Manager Mark Matthews entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided general information about the agenda item and made the following remarks. On May 6, 2024, the Town's Governing Board received a presentation regarding the FY 2025 Recommended Budget. A balanced budget and five-year operating and capital plan were presented along with identified human resource needs, facilities, and the capital equipment to maintain and in some cases improve service levels as the addition of customers and Town infrastructure has increased workload demands on Town staff. Along with the pre-budget public hearing that the Town traditionally holds during the month of February, the opportunity for pre- budget public input was provided on the Let’s Talk FV community engagement platform. This opportunity will continue through May 21. Public input was taken into consideration in the development of the FY 2025 budget. Tonight's presentation provides an Alternate Budget option requested by the Board at their May 6, 2024, meeting. The changes pertain to the General Operating Fund. Management recommends the Town Board conduct a public hearing to allow the public to offer input and feedback. Management recommends the Town Board adopt one of the FY 2024-2025 Operating Budget options, to include the Budget Ordinance, Fee Schedule, and Five-Year Operating and Capital Plan as presented and recommended on June 3, 2024. Management recommends that the Town Board adopt the alternate budget proposal (35.8-cent tax rate) on June 3, 2024, should the Board wish to take a need over want approach. The Recommended FY 2025 General Fund Budget totals $78,023,462. The recommended budget proposes a property tax rate of 36.8 cents for every $100 in assessed value. This includes a 5 cent property tax rate increase above the revenue neutral rate of 31.8 cents: 2 cents, included in the 5 Year Plan are needed to offset the debt service expense related to the 2021 Transportation Bonds, 1 cent is needed to offset the debt service related to the Public Service Center Expansion project, 1 cent is needed to offset the debt service related to the purchase of land for future recreation fields and facilities, and 1 cent is requested to support annual Town Improvement Projects . The proposed budget also includes a change in solid waste fees from $21 to $23 per month to achieve cost recovery for sanitation, recycling, and debris collections services. The full Fee Schedule is provided with greater detail. The Utility Fee Schedule proposes several changes including a 15% increase in water and sewer base and volumetric rates, consistent with the rate model study completed in FY 2024, to generate the additional revenue needed to cover the cost of water supply, wastewater treatment, and debt service associated with major public utility infrastructure investments within the Five- Year Plan. The proposed budget also recommends bringing the Water System Development Fee to $4,121 and the Sewer System Development Fee to $4,525, based a System Development Fee Study completed in FY 2024, to assist in supporting the expansion of water and wastewater infrastructure. The System Development Fee recommendations were revisited after final bids for the Sanford Water Treatment Facility Expansion were opened. An updated System Development Fee analysis report has been posted; a public hearing scheduled with the goal of adopting final System Development Fee recommendations in July 2024. The full Fee Schedule is provided with greater detail. The Five-Year Operating and Capital Plan are balanced. The Five-Year Plan does not identify a need for any further tax rate increases in the 5 Year Plan. The plan includes the addition of personnel, capital equipment, and capital projects to match the pace of growth and is consistent with the direction set by the Town Board at the Strategic Planning Retreat and the Town's 2021-2025 Strategic Plan. The Five-Year Plan also takes into consideration recommendations from various Town master plans and studies. Additionally, the Five-Year Plan anticipates the need for water and sewer volumetric rate increases every year to offset the anticipated supplier increases and to cover the debt service required for additional water capacity for system users, consistent with the utility rate study. At their May 6, 2024, meeting the Board requested that the Town Manager provide an Alternate Budget Recommendation. The changes in the Alternate Budget Recommendation pertain to the General Operating Fund. The Alternate General Fund Budget totals $77.5M with a proposed tax rate of 35.8 cents per $100 of assessed value. There are two major changes; the removal of the one cent of tax rate related to annual Town Improvement projects and the funding of the repairs to the Hilltop Needmore Town Park and Preserve trails at $440,000, not $1.5M, through a cash transfer from the General Fund, not through loan financing. As two of the four cents are related to debt service that will not commence until FY 2026, there will be a one-time opportunity to fund capital projects in FY 2025. The projects that could be supported are: HNTPP Trail Repairs ($440k), Crosswalk Beacons (6) ($360,000), Ennis Street Sidewalk ($500,000), and Library Park Improvements ($1M). The Budget Ordinance, Fee Schedule, and Detailed Budget Book for the Alternative Budget Option are included with this agenda item. Public Hearing – The public hearing was opened. Dana Orr, 912 Sequoia Ridge Drive and Marge Morton, 86 Gwendolyn Way Drive, requested that Town Board help support, and funding be budgeted for the Growers Market. Lauri Colozzo, 3500 Bentwinds Bluffs Lane and Kris Vorren, 741 Catherine Lake Drive, spoke in opposition to the tax rate increase. The public hearing was closed. Discussion – Mayor Massengill stated that the Growers Market is very important to the Town Board and staff continues to work with them to keep those programs going. Mayor Massengill stated that he appreciates staff bringing back options on the budget and the compromise with a four-cent tax increase versus a five-cent tax increase. He asked how Fuquay- Varina tax rate average has impacted households versus Wake County tax rate. Assistant Town Manager Matthews stated that Wake County has a property reevaluation every four years. Wake County is required by law to follow appraisal standards that are set and adopted by the Wake County Board of Commissioners and the property is assessed at market value. Mayor Massengill asked how the Fuquay-Varina tax rate has changed in the last two years. Assistant Town Manager Matthews stated that it has primarily increased due to implementing the bonds that the voters approved. Mayor Massengill asked how much is the monthly increase? Finance Director JoAnne Crabtree stated that in the last four years the Town has increased the tax rate by two cents which is $8 a month or $96 a year. Commissioner Adcock stated that citizens that are concerned about the tax rate not only can express their concerns to the Town Board but can also express concerns to the Wake County Board of Commissioners. Mayor Massengill stated that he encourages citizens to go to Wake County Board of Commissioners meetings and express their concerns about tax value increases. Commissioner Harris asked if other municipalities in Wake County are going to increase their tax rate above the revenue neutral rate. Assistant Town Manager Matthews stated that other municipalities are going to be going above the revenue neutral rate for funding their operational cost to deliver services, support debt service and other priorities they may have. He also reported that Fuquay-Varina is on the lower end of other municipalities making adjustments and the recommended budget above revenue neutral. Mayor Massengill stated that 75% of Wake County is proposing higher budgets than what the Town of Fuquay-Varina is proposing. Recommendation – No Action Required - Management recommends the Town Board hold a public hearing, consider an alternative budget option, and adoption of the budget at the June 3, 2024 meeting. CONSENT AGENDA 8A. Utility Allocation Request - Betts Farm Subdivision - 75 Lots Purpose – To consider a Utility Agreement Allocation Request for Betts Farm Subdivision. Recommendation – Adopt Approve the recommended utility allocation request for Betts Farm Subdivision (75 Lots) as presented and recommended. 8B. Resolution - Southern Oaks Gravity Sewer Phase II - Resolution to Condemn Purpose – To authorize the Town Attorney to proceed with the condemnation proceedings to acquire the necessary permanent and temporary public utility easements for the Southern Oaks Gravity Sewer Project. Recommendation – Adopt the resolution authorizing the Town Attorney to proceed with the condemnation proceedings to acquire the necessary permanent and temporary public utility easements: PIN 0656600997 (0.158 acres permanent easement), PIN 06565171183 (0.040 acres temporary construction easement), PIN 0656509927 (0.026 acres permanent easement), PIN 0656512077 (2.571 acres permanent easement and 0.055 acres temporary construction easement), and PIN 0656328509 (0.042 acres permanent easement) for the Southern Oaks Gravity Sewer construction project. Resolution No. 24-1863 8C. Facade Improvement Grant - Merle Norman - 208 S. Main Street Purpose –To consider approval of a facade improvement grant funding request and application submitted by the business property owners of Merle Norman located at 208 S. Main Street, in an amount up to $3,003. Recommendation – Approve the façade improvement grant funding request and application submitted by the business property owners of Merle Norman located at 208 S. Main Street, in an amount up to $3,003 as presented and recommended. 8D. Special Event and Amplified Sound Permit Application - Fainting Goat Brewery - Motel Keys Live Band Concert - Saturday, June 1, 2024 Purpose – Fainting Goat Brewery is requesting approval of a special event application and amplified sound permit request for the Motel Keys live band event at their location scheduled for Saturday, June 1, 2024. Recommendation – Approve the special event and amplified sound permit request for the Motel Keys Live Band event at Fainting Goat Brewery scheduled for Saturday, June 1, 2024, as presented and recommended. 8E. Recreation Unit Fee-In-Lieu - Betts Farm Subdivision - SUB-PR-2022-03 Purpose – To consider acceptance of a fee-in-lieu for Recreation Unit Fees for Betts Farm subdivision in the amount of $118,393.00. Recommendation – Approve the fee-in-lieu request for Betts Farm subdivision in the amount of $118,393.00 for Recreation Unit Fees as presented and recommended. 8F. Budget Amendment - Lions Club Donation - Police Department - $500 - BA-24-37 Purpose – To consider recognizing a donation received from the Fuquay-Varina Lions Club to support community outreach programs. Recommendation – Approve Budget Amendment BA-24-37 recognizing $500 from Fuquay-Varina Lions club as presented and recommended. 8G. Budget Amendment BA-24-36 - Year End Adjustments Purpose – To approve a budget amendment to reallocate funds for expected expenditures for the fiscal year 2023-24. Recommendation – Approve the attached budget amendment as presented and recommended. A motion was made to approve all Consent Agenda Items 8A- 8G. MOTION Commissioner Adcock SECOND: Commissioner Haynes MOTION RESULTS: Passed Unanimously (4-0) ITEMS REMOVED FROM CONSENT 9A There were no items removed from the Consent Agenda for separate consideration. ADMINISTRATIVE REPORTS 10A Contract Award – S. Judd Parkway SW Repaving Project. Purpose – To consider awarding a contract in the amount of $484,699.10 to the contractor, Daniels Inc. of Garner, for road resurfacing and pedestrian improvements along S. Judd Parkway SW. Staff Comments – Engineering Director Matt Poling entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided information about the agenda item by making the following remarks. In collaboration with the Town’s Public Works Department, the Town’s Engineering Department prepared bid packages for road resurfacing and pedestrian improvements along S. Judd Parkway SW. This project will upgrade the road infrastructure, including pavement milling, laying new asphalt, pavement marking, upgrading curb ramps to meet ADA standards, grading, and making necessary utility adjustments along the project route. The Engineering Department prepared formal bid packages for this project and received three (3) bids from licensed contractors on May 9, 2024. A public bid opening was held at the John W. Byrne Municipal Building, where each bid was publicly opened and read aloud. Daniels Inc. of Garner was the low bidder of $484,699.10. The project is expected to take at most 100 days to complete. Upon completion of the project, Town staff will initiate the adoption of a resolution to transfer maintenance responsibility for this section of Judd Parkway to NCDOT, which will be presented to the Town Board later for approval. Maintenance obligations will encompass pavement, drainage network, curb and gutter, sidewalk, and signage within the corridor. Town staff recommends awarding a contract for the repaving project to Daniels Inc. of Garner for $484,699.10 and authorizing the Town Manager to execute the contract on behalf of the Town, subject to the Town Attorney’s review as to form. The Town has budgeted $500,000 per year from the Town's annual distribution of the Powell Bill Program to fund street resurfacing and related activities. Additional funding was included in miscellaneous Powell Bill projects of $300,000 that is also available for any other projects in the current year. Discussion – Commissioner Adcock asked why the portion of the highway was never given over to NCDOT. Public Works Director Tracy Stephenson stated that this was one of the first segments of Judd Parkway and this piece got left out and staff knew eventually that this part would need to be back up to standards so that NCDOT could start maintaining it. Mayor Massengill stated that having this road become a NCDOT road will help the Town to help keep some of the cost down on road maintenance and the Town will be able to focus on the roads that the Town maintains. Recommendation – Award a contract to Daniels Inc. of Garner in the amount of $484,699.10 and authorize the Town Manager to execute the contract on behalf of the Town for the S. Judd Parkway SW Repaving Project, subject to the Town Attorney’s review as to form. MOTION: Mayor Pro-Tem Gardner SECOND: Commissioner Haynes MOTION RESULTS: Passed Unanimously (4-0) OTHER BUSINESS 11A Manager’s Report Assistant Town Manager Mark Matthews gave the additional following updates: o Arts Center – The Arts Center had their last shows of the season that closed this past weekend. The new theatre season will open in September. The summer classes, camps and rentals are in full swing. o Parks and Recreation - The Splash Pad will open on Saturday, May 25th and operate seven days a week from 10AM-7PM through Labor Day. Resident passes are available at the Community Center M-F 8AM-9PM and Saturday 8AM-5PM. o Police - The Police Department has partnered with the Rotary Clubs of Fuquay-Varina and US Flags have been placed on the Police Department’s lawn for the annual Flags for Heroes Event with opening ceremony on Monday, May 27th at 10:00 am. o Fire Department – Captain Brandon Mason and Firefighter Caleb Thompson recently participated in the 2024 1st Due Tactics conference in Carolina Beach, NC. The 3-day conference provides tactics based hands-on training and company officer leadership opportunities. o Public Works – The streets department completed installation of the American flags yesterday and the patriotic banners were finished today. Two test dashcam systems have been installed on Public Works vehicles. These provide important improvements to risk management and customer service. Funding is included in the FY 2024 recommended budget to complete full implementation of cameras for the Public Works fleet. o Finance - The Town recently received the GFOA award for Certificate of Achievement for Excellence in Financial Reporting for FY ending June 30, 2023. o Public Utilities – The Public Utilities Department has promoted Zach Hall to Water Resources Crew Leader. Construction has started on the Southern Oaks Gravity Sewer project with clearing around Bowling Rd. The Sanford WFF Contract #1 bid was rejected by the Sanford Board and has been readvertised for bid opening later this month. He stated that a lot of it is due to the growth that the Town has experienced and as a Town Board it is their job to make sure that equitable services are delivered and adequate facilities for the citizens. Commissioner Adcock stated that he enjoyed seeing the new trash truck and appreciates the staff that brought it for viewing tonight. Commissioner Wunsch left the meeting at 7:32 pm for a prior commitment. Commissioner Haynes stated he enjoyed the Town Employee Picnic and just getting to know the employees better. He also stated that the Town needs to be planning by acquiring land for recreation facilities and a business park. Mayor Pro-Tem Gardner stated she enjoyed attending the Town Employee Picnic and it’s always a highlight for the Town Board to get to know the employees and just to say thank you to all the employees for what they do to make the Town great. She also thanked FVDA Assistant Director Stacy Simpson and her assistant Taylor Meagher for work during the last five months with the En Plein Air and Dinner in Downtown events. She asked for prayers for Shirley Simmons, Director of the Museum, as she has broken her hip and is at home recovering. She reported that she loves what the police and fire do to protect the Town and tonight she had a family member Stephen Butts that was recognized. Mayor Massengill stated that he has heard a lot of positive comments regarding the FM2FV band-The Breakfast Club and how everyone enjoyed them. He also encouraged everyone to participate in the Law Enforcement Special Olympics Torch Run next week and Run the Quay on June 1, 2024. He reported that the Jr. Women Club had a fund raiser golf tournament, and it was the first time they had done a women’s golf tournament since 1980.
