Adcock, III, Town Attorney In attendance were Mayor Blake Massengill, Mayor Pro-Tem Marilyn Gardner, Commissioners William Harris, Bryan Haynes, Charlie Adcock, and Jason Wunsch. Also in attendance were Town Manager Adam Mitchell, Assistant Town Manager Mark Matthews, Town Attorney James Adcock, Town Clerk Teresa Wilder, IT Director Scott Clark, and various other department directors. Assistant Town Manager Jim Seymour was absent attending a meeting on behalf of the Town. CALL TO ORDER Mayor Massengill called the meeting to order at 7:00 pm. INVOCATION AND PLEDGE Public Works Director Tracy Stephenson provided the invocation, and Streets Superintendent James Jordan led the Pledge of Allegiance. VIRTUAL MEETING PROTOCOL Town Manager Mitchell reviewed the meeting protocol noting that the meeting was both in-person and live streamed on the Town’s YouTube Channel and Facebook Page. APPROVAL OF MINUTES 3A The August 5, 2024 Town Board of Commissioners Regular Scheduled Meeting. MOTION: Commissioner Wunsch SECOND: Mayor Pro-Tem Gardner MOTION RESULTS: Passed Unanimously (5-0) PRESENTATIONS 4A Presentation - Downtown Generational Master Plan - McAdams Purpose – To receive a presentation of recommendations from the Downtown Generational Master Plan developed by Town staff and the McAdams consulting firm. Staff Comments – Economic Development Director Tiffany McNeill entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then introduced Austin Bowman with McAdams who presented the Downtown Generational Master Plan. The Town of Fuquay-Varina Board of Commissioners authorized funding for a comprehensive downtown generational plan. In January 2023, the Town hired McAdams, a full-service planning, design, and engineering firm, to create the downtown plan. This downtown generational plan is intended to be a blueprint for additional investment in downtown (DC-1 and DC-2 zoning districts) specific to housing, commercial/retail development, cultural arts, landscaping, and recreation amenities. The Plan recommends changes to the built environment that should be made over the course of the next several decades while considering current demographic profiles, economic conditions, and community goals. In addition, the Plan examines local, national, and international downtown development trends that will impact development patterns throughout downtown Fuquay-Varina. The downtown generational Plan will: 1) Serve as a blueprint for downtown planning efforts to advance the downtown's economic and physical success over the next several decades. 2) Serve to attract and retain businesses, residents, and visitors downtown while ensuring that the uniqueness and authenticity of Downtown Fuquay-Varina are maintained. 3) Coordinate the right blend of new development, redevelopment, rehabilitation, and infill development opportunities. 4) Create a unified downtown vision that includes a comprehensive strategic implementation strategy to ensure the continued development and redevelopment of Fuquay-Varina and a high-quality, mixed-use design. 5) Serve as a reference document by the community and policy guide for local government officials in decision-making. 6) Builds consensus among engaged stakeholders, including property owners, residents, businesses, developers, and elected officials. 7) Identify downtown's historical significance and recommend empowering historic preservation in conjunction with new, modern forms of downtown infill development projects. 8) Focus on key initiatives and opportunity sites to assist the Town in making a strategic public investment in infrastructure while leveraging new, private sector investment that creates robust mixed-use and infill development opportunities. By analyzing existing Town plans, studies, and the downtown's physical and economic conditions, McAdams developed a comprehensive understanding of downtown's development potential. Collaborative community and staff engagement was integral to the process, ensuring that the Plan reflects the community's vision for the downtown's future. The resulting document outlines recommendations and strategies to develop Fuquay-Varina's downtown into a destination place. The Downtown Generational Plan is a draft document. The Plan provides recommendations that align with the Town's overall strategic Plan, supporting goals of the NC Main Street including economic vitality, preserving character and identity, enhancing safety and security, and improving quality of life. Specifically, the Plan contributes to the Town's economic development strategic plan by supporting initiatives focused on commercial and retail recruitment and development, infill downtown development, and transportation, infrastructure, and utilities investment. The Downtown Generational Plan will be reviewed on the Town's online engagement platform, Let's Talk FV, for 30 days following McAdam's presentation. The final Plan will be presented to the Town Board for adoption consideration at a future date. Mayor Pro-Tem Gardner asked Mr. Bowman to speak regarding the proposed downtown water feature. Mr. Bowman stated that Piney Woods Park would have a town square which has flex space for a water feature. He stated that what he has seen with other communities that have a water feature, in the winter it becomes a small pop up ice skating rink or some other featured use. He reported that the town square becomes a place that is a flex zone that can provide a lot of different amenities for people and can really become a place that the Town can program with their own programming. Mayor Massengill asked if when the property becomes for sale should the Town look into agreements to buy the land. Mr. Bowman stated that was correct and the report recommends the Town take the approach to buy the land as it becomes available and then develop the park over time. He reported that there would be a guided master plan, and it could be phased and the Town could do something such as land banking where you wait until you have what you feel like is adequate land to implement a majority of the entirety of the park program and do the project all at once. Mayor Massengill stated that he likes the idea of railroad trails that would give citizens another way to access downtown. Mayor Massengill stated that he likes having an overall master plan of what all this would look like for the future of downtown Fuquay-Varina. Mr. Bowman stated that in the report they provide an implementation matrix, ideal timeline, the responsible departments but did not include a priority matrix due to some of these are very large projects. He reported that the report has a plan that has a set of recommendations that the Town can do as the opportunity and the resources become available. Commissioner Harris asked what the size of the town square should be. Mr. Bowman stated that the space can be flexible. The report gave recommendations of what programming would be ideal for the space with dimensions. He reported that for the Piney Woods Park, the dimensions would depend on if the space would be more of just an entryway or something as small as a tenth of an acre to a quarter acre or if the Town wished for something more grand like what was recently developed in downtown in Cary it could be a acre or larger. Mayor Pro-Tem Gardner stated that she likes that the report has places for people to sit and gather in downtown. She reported that the Town has two downtowns, and it is a challenge to make it feel like one cohesive downtown and the report has a recommendation for connectivity between the two downtowns. Mr. Bowman stated that the report has a junction connector, and they have been working with the Planning Department to work out the land use vision for the junction so there is guidance that specifically pays attention to making sure any results have infill development or redevelopment which achieves the goal of filling in the space and making the two downtowns feel connected. Commissioner Wunsch stated that he likes the walkability of the report. He asked where the southside of downtown Fuquay-Varina started. Mr. Bowman stated that it starts at the Mineral Springs Park and is a combination of DC 1 and DC II zoning districts which ends at the southern tip of the Mineral Springs Park. Commissioner Adcock state that he is looking forward to getting a lot of feedback from the community on this project. He reported that he hopes as a Town the plan reaches the public for comments. Mayor Pro-Tem Gardner asked if there was a way at the FM2FV concerts to promote the Downtown Generation Plan. Town Manager Mitchell stated that if it is the pleasure of the Town Board that there could be some type of presence at the FM2FV concert to promote the plan. He  reported that one of the advantages to posting the plan on Let’s Talk FV is the plan can be presented in greater detail and the public can take their time reviewing it and give feedback. 4B Recognition - Roads Scholar and Advanced Roads Scholar Certifications - Public Works Department Purpose – To recognize Public Works - Streets Department Staff Members for achieving the NC State Institute for Transportation Research and Education's Roads Scholar and Advanced Roads Scholar Certifications. Staff Comments – Public Works Director Tracy Stephenson entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided information about the agenda item by making the following remarks. The Public Works Department engages the NC State Institute for Transportation Research and Education for ongoing training and professional education for its employees. The Roads scholar program includes courses like Asphalt Maintenance, Traffic Control, Employee Management and other topics that are important in the management of street maintenance activities and projects. There are three levels of Roads Scholar certification: Basic Roads Scholar, Advanced Roads Scholar and Master Roads Scholar. The previous year's training resulted in numerous Public Works - Streets Department staff members achieving either Roads Scholar, or Advanced Roads Scholar status. James Jordan, Tyler Cotten, Brian Craft, Kevin Hinson, Cory McLean, Angel Velazquez, Anthony Smith Jr., and Kyle Norris achieved Roads Scholar certification. They have been working on this for approximately three years. Roads Scholar Certification requires 7 one to one and a half hour courses. Their Roads Scholar coursework included Asphalt Pavement Maintenance, Basic Drainage, Chainsaw Certification, Flagger Training, Intro to Computers, Soil Fundamentals, and  Basic Concepts of Supervision. These topics directly improve the ability of these employees to handle daily tasks they encounter. Advanced Roads Scholars must first become Roads Scholars and complete an additional 8 courses. For Advanced Roads Scholars, a paper is required that explains how the classroom learning impacts their daily job duties. Jerry Burch and Earnest Cash have been working on Advanced Roads Scholar certification for approximately 2 years. Some of the classes they completed included Trenching/Competent Person Training, Work Zone Traffic Control, Erosion Control and Stormwater Hydrology, Inspecting Curb Ramps and ADA self-evaluation, OSHA 10-hour Safety Training, and advanced computers and practical application. These courses directly benefit the Town as they are topics that our Streets Department encounters frequently. In obtaining Advanced Roads Scholar certification, Jerry Burch and Earnest Cash join Mar'Tice Baker, the Town's first employee to achieve Advanced Roads Scholar certification. Management and staff are pleased to honor these employees for their dedication in educating themselves to improve their service to the public. Road’s scholar classes typically cost $150 each and are budgeted annually in the Public Works Department training budget. Mayor Massengill thanked staff for taking their time to obtain this certification. There was a lot of training and hours that went in to obtaining the certification. He stated that on behalf of himself and the Town Board he thanked them for continuing their education. Commissioner Haynes thank them also for all their hard work. He stated that you see them on the road all the time and they always have a smile. PUBLIC COMMENTS 5A Justin Card 1102 Bridleman Drive, spoke regarding the blasting in his backyard. Mayor Massengill directed him to speak with Inspection Director Chris Hinnant and Planning Director Pam Davison. ITEMS PREVIOUSLY TABLED 6A There were no items previously tabled for the August 20, 2024, Town Board meeting. PUBLIC HEARINGS 7A Voluntary Annexation Petition - Jo B. Vass 9709 Eden Trail - PIN 0688182052 - ANX-2024-06 Purpose – To consider an annexation ordinance extending the corporate limits of the Town of Fuquay-Varina following receipt of a petition for voluntary annexation of property located at 9709 Eden Trail owned by Jo B. Vass, PIN 0688182052 containing approximately 0.53 acres. Staff Comments – Planning Director Pam Davison entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided general information about the agenda item and made the following remarks. The property is non-contiguous to the Town's corporate limits. Town water is available; however, sewer is unavailable to serve the property. A fire flow test resulted in an adequate fire flow of 1,055 gallons per minute. Town sanitation and recycling services are not currently available to serve the subject property and have been exempted per the annexation agreement. At the August 5, 2024, meeting, the Town Board instructed the Town Clerk to investigate the sufficiency of the applicant's petition for voluntary annexation. The Town Clerk certified at that time the petition was sufficient and met the requirements prescribed by the North Carolina General Statutes. The Town Board also adopted a resolution setting a public hearing for the August 20, 2024, Town Board meeting. The present total value of the property is $198,316. Public Hearing – The public hearing was opened. Wayne Mauldin, 139 N. Main Street spoke in favor to the voluntary annexation petitions. No one spoke in opposition of the voluntary annexation petitions. Discussion – There was no discussion from members of the Town Board regarding this matter.  Recommendation – Adopt the annexation ordinance to extend the corporate limits of the Town of Fuquay-Varina to include property owned by Jo B. Vass (ANX-2024-06) as presented and recommended. Ordinance No. 24-35 MOTION: Mayor Pro-Tem Gardner SECOND: Commissioner Haynes MOTION RESULTS: Passed Unanimously (5-0) CONSENT AGENDA 8A. Voluntary Annexation Petition - JPC Holdings, LLC, 5727, 5733, 5803 Hilltop Road - PINs 0687293420, 0687292136, & 0687280920 - ANX-2024-10 Purpose – To consider the adoption of a resolution instructing the Town Clerk to investigate an annexation petition and adopt a resolution setting a public hearing for September 3, 2024, following the receipt of a petition for voluntary annexation of properties owned by JPC Holdings, LLC, properties containing a total of approximately 15.09 acres. Recommendation – Adopt the resolution instructing the Town Clerk to investigate the voluntary annexation petition and adopt the resolution setting the public hearing for a voluntary annexation petition on September 3, 2024, for property owned by JPC Holdings, LLC - ANX-2024-10 as presented and recommended. Resolution No. 24-1887 Resolution No. 24-1888 8B. Voluntary Annexation Petition - Adcock Trust Agreement, LLC - 801 Old Honeycutt Road - PIN 0666881004 - ANX-2023-10  Purpose – To consider the adoption of a resolution instructing the Town Clerk to investigate an annexation petition and adopt a resolution setting a public hearing for September 3, 2024, following the receipt of a petition for voluntary annexation of property owned by Adcock Trust Agreement, LLC containing a total of approximately 39.40 acres. Recommendation – Adopt the resolution instructing the Town Clerk to investigate the voluntary annexation petition and adopt the resolution setting the public hearing for a voluntary annexation petition on September 3, 2024, for property owned by Adcock Trust Agreement, LLC - ANX-2023- 10 as presented and recommended. Resolution No. 24-1889 Resolution No. 24-1890 8C. FY 2025 Roll Forward of 2024 Unfulfilled Commitments - BA-25-03 Purpose – To recommend the approval of Budget Amendment BA-25-03 to establish funding for various 2024 unfinished commitments as presented and recommended by management and staff. Recommendation – Approve Budget Amendment (BA-25-03) to appropriate funding for FY 24 unfulfilled commitments as presented and recommended. 8D. NCDOT Requests for Concurrence - Angier Road and FV Middle School Purpose – To consider concurrence with the North Carolina Department of Transportation (NCDOT) for a speed limit reduction on a portion of Angier Road/E. Vance Street and repeal of a School Zone on a portion of Academy Street.  Recommendation – Concur with and execute ordinances from NCDOT for a speed limit reduction on Angier Road/E. Vance Street between E. Spring Street and S. Fuquay Avenue and to repeal the 25 mph School Zone Speed limit on Academy Street between Falcon Drive and East Street. Ordinance No. M-24-04 Ordinance No. M-24-05 8E. Resolution - Town Personnel Policy Amendment Purpose – To consider adoption of a resolution that amends the Town of Fuquay-Varina Personnel Policy. Recommendation – Adopt the resolution amending the Town of Fuquay-Varina Personnel Policy as presented and recommended. Resolution No. 24-1891 A motion was made to approve all Consent Agenda Items 8A- 8E. ADMINISTRATIVE REPORTS 10A Resolution - Preliminary Determination - Issuance of Revenue Bonds - Terrible Creek Wastewater Treatment Plant Purpose – To consider a resolution making a preliminary determination to issue Revenue Bonds to increase the capacity of the Terrible Creek Wastewater Treatment Plant for an estimated amount of $70 million. Staff Comments – Finance Director JoAnne Crabtree entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided information about the agenda item by making the following remarks. In order to obtain Local Government Commission's approval to issue revenue bonds, the Town Board must make certain findings of fact to support the application for approval. Approval of this resolution declares the project is necessary for the benefit of the citizens, the project is feasible for repayment from system revenues at reasonable rates, and the Town has sound policies and procedures to ensure compliance with law with no default in debt service obligation. Management and staff have contracted with Stantec, to develop a feasibility study to assess the capability of the system to generate sufficient revenue to meet operational and debt service payments. Approval of this resolution directs the Town officers to take all actions required to move forward with the project as intended by the Board. The Town has contracted with Crowder Construction Company for a Design-Build expansion project for the Terrible Creek WWTP with an estimated cost of $70 million. Discussion – Mayor Massengill stated that the Town recently met with the bond rating agencies Standard & Poor’s and Moody’s. He reported that Moody’s had upgraded the Town to Aaa. He thanked Finance Director JoAnne Crabtree for all her hard work on these resolutions for the bonds. Recommendation – Adopt the Resolution making a preliminary determination to issue $70 million in Revenue Bonds to increase the capacity of the Terrible Creek Wastewater Treatment Plant from 3.00 MGD to 6.00 MGD. Resolution No. N-24-1892  MOTION: Commissioner Wunsch SECOND: Commissioner Haynes MOTION RESULTS: Passed Unanimously (5-0) 10B Resolution - Issue Voter-Approved Transportation GO Bonds Purpose – To adopt a resolution to issue $10 million in voter-approved GO transportation bonds pledging the taxing power to provide payment, approve bond form, approve the draft official statement, acknowledge agreement to comply with the relevant federal tax rules, and authorize Town staff to complete all processes to issue and comply with federal rules for continuing disclosures to the securities market. Staff Comments – Finance Director JoAnne Crabtree entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. She then provided information about the agenda item by making the following remarks. Upon voter approval of the $20 million in Transportation GO bonds, the Town issued an intent to reimburse from bond proceeds amounts needed to begin design & easement acquisition for various transportation projects. The Town has expended funds to get these projects developed and bid for construction. Not all projects are currently ready to proceed, therefore only $10 million of the $20 million authorized are requested to be issued at this time. From the proceeds all previous expenditures for the projects will be reimbursed from proceeds and enable moving forward with construction of transportation projects, which include SE Judd Parkway & Angier Road, Bass Lake/Sunset/Hilltop Needmore, Old Honeycutt Rd and Kennebec Road, Hwy 55 & James Slaughter Road. In 2021 the voters approved $20 million in Transportation GO Bonds pledging the taxing power of the Town to provide payment of the debt service. At this time, a portion of the total projects are ready for construction requiring the issuance of $10 million of the authorized Transportation GO bonds to move forward with construction.  Discussion – Mayor Masengill stated that the Town has been approving several transportation projects as of late and so the contractors need to be paid so that the projects are on track for completion which is what this action aims to accomplish. Recommendation – Approve the Resolution to issue $10,000,000 of voter-approved transportation GO bonds including the attached exhibits, as to form, and authorize the Town Manger and Finance Director to carry out all responsibilities with respect to the Bonds, federal tax law, and the financed projects.. Resolution No. N-24-1893 MOTION: Commissioner Harris SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) 10C Project Ordinance Amendment POA 25-06 – Hilltop Needmore Town Park Community Center – Parks, Recreation and Cultural Resources Purpose – To consider a Project Ordinance Amendment for the Hilltop Needmore Town Park Community Center Project. Staff Comments – Parks and Recreation Director Jonathan Cox entered the agenda abstract and supporting documents for this agenda item into the official record of the Town. He then provided information about the agenda item by making the following remarks. On August 8, 2023, the Town Board approved an Interlocal Agreement (ILA) amendment with WCPSS for the Hilltop Needmore Elementary School and Hilltop Needmore Town Park Community Center projects that included the commitment of shared costs (50% each) for the design and construction of a right turn lane from Eastbound Hilltop Needmore Road into the primary and secondary (bus loop) driveway for the school and community center campus. In addition, the ILA revision also identifies that WCPSS will reimburse the Town for the segment of pedestrian greenway construction between the tunnel and the WCPSS property in the amount of $48,152, and the Town will reimburse for shared stormwater pond construction proportionate to the overall percentage of Town property contributing to the stormwater devices. Edifice Construction, the Town’s CMAR for the Hilltop Needmore Town Park Community Center, solicited bids and prequalified a total of seven contractors. The first scheduled bid opening was held on June 27th, but Edifice was unable to open bids due to not receiving three bids and readvertised the bid opening for July 11th and received one bid from Fred Smith Company. The total cost of the additional road improvement work is $974,880.09. The proposed Project Ordinance Amendment reflects anticipated reimbursement revenue from WCPSS in the amount of $484,028 for the road and greenway segment construction cost and includes a credit from the Town for the roadway design and stormwater construction costs. Construction of the right turn lane and tunnel extension is being sequenced with the school road improvements, and Hilltop Needmore Road improvements are anticipated to be completed in early 2025. When completed, this turn lane will be provide a safety and mobility benefit for Hilltop Needmore Road users, Community Center visitors, and Hilltop Needmore Road Elementary School students, parents, and staff. POA 25-06 recognizes revenue from WCPSS in the amount of $484,028 for cost sharing of construction of road improvements along Hilltop Needmore Road and includes a credit for the Town’s portion of design costs for road improvements and shared stormwater construction for the Community Center site, per the approved Interlocal Agreement as amended. Discussion – Mayor Massengill asked if the project would be completed by early 2025. Parks and Recreation Director Cox stated that is the goal. Recommendation – Approve Project Ordinance Amendment POA 25-06 as presented and recommended. Ordinance No. N-24-36  MOTION: Mayor Pro-Tem Gardner SECOND: Commissioner Harris MOTION RESULTS: Passed Unanimously (5-0) OTHER BUSINESS 11A Manager’s Report Town Manager Adam Mitchell gave the additional following updates: o Police Department – The Police Department gave away 250 backpacks on August 16 th at Saint Augusta Missionary Baptist Church. He thanked the Police Department and the community that participated in the event to help provide school supplies and backpacks to the children in the community. He reported that the Traffic Unit participated in partnership training with the Incident Management Assistance Patrol, NC State Highway Patrol, Wake County EMS, Fire Service and Wake County Emergency Management for a mock crash scenario on the new section of Interstate 540. The training included hazardous materials incident and medical air lift training. o Fire Department – The Fire Department closed applications yesterday for a firefighter position and hope to have the position filled by first of October. The department will be taking applications starting next week for the Citizens Academy. The class is to start Tuesday, September 24, 2024. The class will run for 6 weeks for two to three hours each session on Tuesday nights. The department open house will be Saturday, October 26, 2024. o Public Works – The Yard Debris Department has been busy with cleanup from Tropical Storm Debby with yard debris request that are 25% to 30% above average. The Streets Department has been working with NCDOT to clean any debris in the rights-of-way from the storm. Public Works Director Tracy Stephenson has met with Directors to define the scope of work for the new Fleet Manager position and the position will be advertised in the coming weeks. o Arts Center – The Arts Center featured 135 dances in their summer showcase and fall classes are open for registration. Fall tickets are on sale and features 15 events between September  and December. The Nutcracker auditions will take place on September 7, 2024 and are open to the community. The International Festival will take place on September 21, 2024. o Parks & Recreation – The Parks & Recreation Department will kick off their fall season of FM2FV concert series starting September 5, 2024 with the Band of Oz and September 12, 2024 North Tower. On September 8, 2024 their will, be a food truck rodeo with the Magic Pipers with 12 food trucks. o Inspections Department – The Inspections Department is working with the IT Department to finalize the testing upgrades to the plan submittal process and e-permits. The upgrades will allow the online submittal of all plan types. They expect to go live on September 23, 2024. o Public Utilities – The Public Utilities Department has been working on the Ransdell Road Waterline Project and the road will be reopened before Fuquay-Varina High School reopens on August 27, 2024. o Economic Development - Economic Development Director McNeill, Town Manager Mitchell, Assistant Town Manager Seymour and Mayor Massengill had a site visit at CCL Label plant on Purfoy Road. The facility is beautiful, and their process is impressive. They plan is to have a ribbon cutting later this year or first part of next year. o Town Manager Mitchell thanked the Town Board for attending the Meet and Greet for Police Chief Smith at the Arts Center. o Town Manager Mitchell informed the Town Board that himself, Assistant Town Manager Mark Matthews and Communications Director Susan Weis met with Wake County staff to discuss the library bond referendum that will be on the ballot in November. They discussed how the projects will be implemented over the course of 7 years. The bond if approved would expand the current library to a regional library bringing it to around 22,000 square feet, with 10.5 full time positions added and 50,000 new publications at the library. Commissioner Haynes stated he has been selected to be on the North Carolina League of Municipalities Legislative Action Policy Committee for the next biennium and will be working with policies all over the State of North Carolina. He met with the Teen Council leaders, and they are excited about this year’s teen council with a great number of young people already signed up. He thanked everyone who participated in the backpack bag giveaway and school supplies. He asked for God’s blessing of all the students, teachers, support staff, SRO’s and everyone as school starts back. Mayor Pro-Tem Gardner stated she has enjoyed all the activities that have been mentioned from this past month especially the Meet and Greet for Police Chief Smith. She reported that the former Middle School has a chimney that has become home for the birds called chimney swifts that come between August and October. She asked that everyone be aware of the situation and the site of the chimney as we don’t want to lose these birds since the Fuquay-Varina Middle School is no longer in use. She informed the Board that Ann Marie Amico is working on a program to learn and see the chimney swifts on August 27 th at 7:00 pm (rain date is August 28th). Mayor Massengill stated that he enjoyed the CCL Labeling Tour and that they have an impressive operation and facility. He reported that the equipment cost more than the building and their main business is prescription drug manufacturing labeling. He stated that the Fuquay-Varina Junior Women’s Club Charity Ball is coming up in November and the money that is raised goes back into the community.
