Also in attendance were Town Manager Adam Mitchell, Assistant Town Manager Mark Matthews, Assistant Town Manager Jim Seymour, Town Attorney James Adcock, Town Clerk Teresa Wilder, IT Director Scott Clark, and various other department directors. CALL TO ORDER Mayor Massengill called the meeting to order at 7:01 pm. INVOCATION AND PLEDGE Public Works Director Tracy Stephenson provided the invocation, and Lincoln Heights 3rd grade class led the Pledge of Allegiance. VIRTUAL MEETING PROTOCOL Town Manager Mitchell reviewed the meeting protocol, noting that it was in-person and live- streamed on the Town’s YouTube Channel and Facebook Page. APPROVAL OF MINUTES 3A The March 24, 2025, Town Board of Commissioners Regular Scheduled Meeting. MOTION: Commissioner Wunsch SECOND: Mayor Pro-Tem Gardner MOTION RESULTS: Passed Unanimously (5-0) PRESENTATIONS 4A Presentation – WakeMed Purpose – To receive a presentation from representatives of WakeMed. Carolyn Knaup, Senior Vice Present Strategic Ventures & Ambulatory Operations, presented WakeMed’s plans to develop the Fuquay-Varina WakeMed Healthplex to include a freestanding emergency department with the following: • Facility: o Approx. 25,000 SF o Will be located on same site as Fuquay-Varina Medical Park on N. Main Street o Similar in size/scope as Wendell Healthplex • Key Services/Support Services: o Full-service 24/7 ED with 12 beds o Diagnostic imaging: fixed CT scanner, X-ray, Ultrasound o Lab o Pharmacy  • Projected ED Visits: o Year 1: 9,308 o Year 2: 18,923 o Year 3: 19,236 • FTEs: o Year 1: 76 o Year 2: 84 o Year 3: 87 The proposed timeline will be as follows: • State decision: July 2025 • Start construction: April 2026 • Facility open: October 2027 (WakeMed FY 2028) Mayor Massengill expressed enthusiasm about the prospect of the facility locating in Fuquay-Varina, citing its potential to bring vital healthcare and emergency services closer to residents, enhancing their convenience and accessibility. 4B Fuquay-Varina Community Survey - 2024 Purpose – To receive the results of the 2024 Community Survey. Jason Morado presented the results of the 2024 Community Survey. He explained that the Town of Fuquay-Varina is setting the standard in many areas. In addition to ranking in the top 10% for all cities in the United States, Fuquay-Varina’s ratings exceeded the national average by more than 20% for the 27 areas listed below:  • Quality of customer service from Town employees (+41. 0%) • As a place to live (+40.5%) • Quality of bulk trash collection (+40.2%) • In downtown (+35.5%) • Overall effectiveness of the Police dept (+32.5%) • Effectiveness of Town communication with public (+31.6%) • Quality of yard waste collection services (+31.4%) • Quality of services provided by the Town (+30.7%) • Quality of info on Town's social media pages (+29.2%) • Fire prevention/safety education programs (+28.6%) • Ease of locating info on the Town's website (+28.5%) • In town parks and recreation facilities (+28.3%) • Quality of recycling collection services (+27.9%) • •In your neighborhood at night (+27.8%) • The Town's efforts to prevent crime (+27.1 %) • Overall feeling of safety (+26.8%) • As a place to raise children (+26.2%) • Response time by the police to emergencies (+25.6%) • Availability of info about Town programs/services (+25.1%) • In shopping and dining areas (+24.3%) • Cleanliness of Town streets/other public areas (+23.8%) • Effectiveness of the Town management & staff (+23.5%) • Quality of trash collection services (+23.3%) • Town efforts to keep you informed (+22.2%) • Maintenance/preservation of downtown (+22.2%) • Value received from tax dollars & fees (+21.5%) • Maintenance of Town buildings and facilities (+21.0%) Mayor Massengill questioned whether conducting the survey on a biennial basis was optimal, and Mr. Morado concurred that a two-year cycle was a suitable and common timeframe. Commissioner Harris inquired whether the survey of 421 respondents accounted for the length of time participants had been residents of Fuquay-Varina. Mr. Morado replied that the survey did indeed collect this information, as one of the questions asked about the respondents’ duration of residence at their current address.  Mr. Morado proudly announced that Fuquay-Varina has achieved a top 10% national ranking in three key areas: the quality of town services, the value residents receive for their tax dollars and fees, and the customer service provided by town staff. This outstanding performance earned the town the prestigious Leading the Way award. 4C Presentation - Redesigned Town Website Purpose – To give a brief overview of the newly redesigned Town of Fuquay-Varina website. Communications Director Susan Weis provided a tour of the website's revamped design, pointing out changes aimed at making it more customer-friendly to use. Mayor Massengill announced that the website will streamline the Town's outreach efforts, making it easier for residents to quickly find the information they need and thanked Communications Director Weis and her team for doing a great job with the redesign. 4D Proclamation - Line Worker Appreciation Day - April 18, 2025 Purpose – To recognize National Line Worker Appreciation Day, April 18, 2025, and the close relationship between line workers and town staff as first responders. Mayor Massengill welcomed several members of the Duke Energy team who were present, including Derrick Remer, Sandy Barnhill, Michell Locklear, Jared Stone, and Norwood Truelove. He then honored these representatives and other Duke Energy  workers by presenting a proclamation in recognition of National Line Worker Appreciation Day. Derrick Remer, representing Duke Energy, emphasized the significance of acknowledging the dedicated efforts of the company's linemen, who are the backbone of the organization. He specifically highlighted the sacrifices made by the linemen present, who had been deployed to the mountains earlier in the year, spending time away from their loved ones to restore power and support the community. Mr. Remer expressed his desire to recognize and appreciate these individuals for their tireless work and commitment to serving others and thanked the mayor and town board for doing the same. 4E Proclamation and Presentation - Food Waste Prevention Week Purpose – To present a proclamation recognizing Food Waste Prevention Week in Fuquay-Varina. Lincoln Heights Elementary School students will demonstrate how citizens can reduce food waste. Ms. Laura Wood, a 3rd-grade educator at Lincoln Heights, addressed the issue of food waste in Wake County, setting the stage for her students to share their creative solutions. The students then presented practical and informative tips on reducing food waste, showcasing their knowledge and enthusiasm for making a positive impact. Mayor Massengill expressed his admiration for the students' innovative ideas on reducing food waste, praising their outstanding efforts. He then officially declared Food Waste Prevention Week with a proclamation, acknowledging the importance of this initiative and the valuable contributions made by the students. PUBLIC COMMENTS 5A Kelly Rios, 1558 Louise Lane, stated that she would like to see a crosswalk at the intersection of Old Honeycutt Road and Fitness Drive to be able to safely walk to Honeycutt Park. Mayor Massengill recommended she speak with Public Works Director Tracy Stephenson regarding the crosswalk. PUBLIC HEARINGS 7A Voluntary Annexation Petition - Haddock Properties V LLC, 2401 N Broad Street - PIN 0658406273 - ANX-2025-02 Purpose – To consider approving an annexation ordinance extending the corporate limits of the Town of Fuquay-Varina following receipt of a petition for voluntary annexation of property located at 614 Old Honeycutt Road owned by Haddock Properties V LLC, PIN 0658406273 containing approximately 3.168 acres. Staff Comments – Planning Director Pam Davison submitted the agenda abstract and supporting documents to the town's official record. She then presented the staff report, which is attached hereto. Public Hearing – The public hearing was opened. Wayne Mauldin, 139 N. Main Street spoke in favor to the voluntary annexation petition. No one spoke in opposition to the voluntary annexation petition.  Discussion – There was no discussion from members of the Town Board regarding this matter. Recommendation – Adopt the annexation ordinance to extend the corporate limits of the Town of Fuquay-Varina to include property owned by Haddock Properties V LLC (ANX-2025-02), and to approve the Declaration of Annexation as presented and recommended. Staff Comments – Planning Director Pam Davison submitted the agenda abstract and supporting documents to the town's official record. She then presented the staff report, which is attached hereto. Staff Comments – Planning Director Pam Davison submitted the agenda abstract and supporting documents to the town's official record. She then presented the staff report, which is attached hereto. Ordinance No. N-25-21 MOTION: Commissioner Wunsch SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) 7D Zoning Map Amendment & Land Use Plan Amendment - Steve Hamilton - 900 & 904 W Academy Street - PINs 0656360283 & 0656269149 - REZ-2024-19 Purpose – To consider a requested zoning map amendment for a total of 1.233 acres, located at 900 & 904 W Academy Street, from the Residential Low Density (RLD) Zoning District to the General Commercial Conditional Zoning District (GC-CZD) and corresponding Land Use Plan amendment from the Single Family Neighborhood (SFN) and Open Space (OS) classifications to the Suburban Commercial (SC) and Open Space (OS) classifications. Ordinance No. N-25-23 MOTION: Commissioner Wunsch SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) 7F Town Code Amendment - Town of Fuquay-Varina - Land Development Ordinance (LDO) Amendment #29 - CTA-2025-01 Purpose – To consider a proposed text amendment to the Town Code of Ordinances, Part 9 Land Development Ordinance, Amendment #29 that addresses several areas of improvement.  Staff Comments – Planning Director Pam Davison submitted the agenda abstract and supporting documents to the town's official record. She then presented the staff report, which is attached hereto. Public Hearing – The public hearing was opened. No one spoke in favor or opposition to the Town Code Amendment. Discussion – There was no discussion from members of the Town Board regarding this matter. Recommendation – Approve CTA-2025-01 Amendment #29, an amendment to the Town Code of Ordinances, Part 9 Land Development Ordinance, as presented and recommended by staff. The text amendment improves upon the Land Development Ordinance and is reasonable and in the best interest of the public for the reasons identified by management and staff. Staff Comments — Planning Director Pam Davison submitted the agenda abstract and supporting documents to the town's official record. She then presented the staff report, which is attached hereto. Discussion— There was no discussion from members of the Town Board regarding this matter. Recommendation – Approve the Springvale South Subdivision preliminary subdivision plat, SUB-PR-2024-07, located at 3799 Well Fleet Drive as presented and recommended. MOTION: Commissioner Haynes SECOND: Commissioner Adcock MOTION RESULTS: Passed Unanimously (5-0) 10B Utility Allocation Request - Academy Village Mixed-Us Purpose – To consider a Utility Allocation Request for the Academy Village Mixed-Use project.  Staff Comments — Public Utilities Director Mike Wagner submitted the agenda abstract and supporting documents to the town's official record. He then presented the staff report, which is attached hereto. Discussion – Mayor Massengill asked what the timeline would be for the project. Public Utilities Director Wagner stated 5 years or sooner. Recommendation – Approve the recommended utility allocation request for the Academy Village Mixed-Use project as presented and recommended. MOTION: Commissioner Adcock SECOND: Commissioner Wunsch MOTION RESULTS: Passed Unanimously (5-0) 10C Consultant Selection - Police Department Needs Assessment and Feasibility Study Purpose – To consider a selection of the best-qualified firm for the Police Department Needs Assessment and Feasibility Study Project and authorize the Town Manager or designee to negotiate the scope and fee. Staff Comments — Parks and Recreation Director Jonathan Cox Planning submitted the agenda abstract and supporting documents to the town's official record. He then presented the staff report, which is attached hereto. Discussion — Mayor Massengill stated that the Town Board would like to see this project be under budget and ahead of schedule.  Recommendation – Designate Architects Design Group as the best-qualified and preferred firm to perform the Police Department Needs Assessment and Feasibility Study and authorize the Town Manager or designee to negotiate scope and fee, subject to the Town Attorney review as to form. MOTION: Mayor Pro-Tem Gardner SECOND: Commissioner Wunsch MOTION RESULTS: Passed Unanimously (5-0) OTHER BUSINESS 11.A Manager’s Report Town Manager Adam Mitchell gave the following additional updates: o Fire Department – All four new engines were officially placed in service on Thursday, April 3, 2025, with all of them answering multiple calls. The "Push-In" Ceremony for the new Engines is scheduled for this Thursday, April 10th at 5:00 pm before this spring's first FM2FV concert. The Fire Department competed against the Police Department at the Holsters & House Bed Building Event with Sleep in Heavenly Peace on Saturday but lost by one bed. Both departments built 49 and 50 beds respectively in less than 90 minutes. David Georgetti completed all requirements in the career ladder and was promoted to Firefighter II. o Police Department – Broedy Smith has progressed through the career ladder and obtained Police Officer II, and Kevin Bissette has progressed through the career ladder and obtained Corporal. Police Department attended the Eid Festival this past Saturday at the Alnoor Islamic Center. o Public Works— The Street Sweeper replacement in the 2024 budget has been delivered and placed in service. o Parks and Recreation - FM2FV kicks off this Thursday night with The Embers. The Easter Egg Hunt is on Saturday, April 12, 2025, at Fleming Loop Park, and starts promptly at 10:00 am. o Finance – The Finance Department is finalizing the recommended budget for the upcoming budget workshop on April 15, 2025. Finance Director Mark Stephens started with the Town today. o Inspections - The Inspections Department issued 106 new single-family permits last month. o Planning - Long Range Planner Allison Wylie has gone through the process of becoming an official 4H volunteer working with the Fuquay-Varina High School GIS Club. The club, which is tasked with doing a yearly project, has chosen to catalog public sidewalks within the Judd Parkway loop and evaluate them based on several criteria including but not limited to their condition and gaps in infrastructure. Allison is providing the club with resources, real world insight, as well as acting in a general advisory role. o Engineering – The Engineering Department held a preconstruction meeting last week for the HL-0042, Judd & Broad Intersection Operational Improvements. The project will begin early next month and is anticipated to be completed in mid-2026. o Economic Development – Management is still in the process of interviewing candidates for the Economic Development Director position and conducting second round of interviews. o Downtown Development - Dinner in Downtown (former Dinner on Depot) will be held on Saturday, May 3, 2025, on S Fuquay Ave (next to Arts Center). The event is rain or shine (indoors at Art Center if rain). The event is scheduled from 6:30 pm - 10:30 pm. Tickets will go on sale tomorrow. The FVDA had a successful En Plein Air event this past weekend. o IT - Now that website upgrades are complete, IT will start rolling out improvements to forms and workflows on the website as part of the workflow modernization project. These upgrades will roll out starting in April and go through June. Commissioner Adcock stated that he was really impressed with the community survey specifically ranking the Town staff in the services that are provided to citizens. Commissioner Wunsch expressed enthusiasm for the upcoming Easter Egg hunt, highlighting a special sensory-friendly adaptive egg hunt event scheduled for Friday, April 11, 2025, at the South Park Community Center, tailored for children aged 10 and under. Additionally, he proudly announced that local resident Sarah Strong, an All-American athlete from Fuquay- Varina, had achieved a national championship title in women’s basketball with the University of Connecticut. Commissioner Haynes had no comments. Mayor Pro-Tem Gardner reported that the Fuquay-Varina Downtown Association's recent En Plein Air event was a huge success, and she extended her gratitude to all who participated and supported the event. Notably, half of the proceeds from the event will benefit the Fuquay- Varina Downtown Association, further enhancing the organization in the downtown area. Mayor Massengill had no comments.
