A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Meeting on Tuesday, September
3, 2013 at Gahanna City Hall, in Council Chambers, 200 South
Hamilton Road. President of Council Stephen A. Renner called the
meeting to order at 7:00 p.m. and the invocation was led by Council
Vice President Jolley followed by the Pledge of Allegiance led by
Council Member Wright. Agenda for this meeting was published on
August 30, 2013.
Present 6 - Stephen A. Renner, Ryan P. Jolley, Brian D. Larick, Karen J. Angelou,
Beryl D. Anderson, and Brandon Wright
B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None.
C. HEARING OF VISITORS:
Claire Yoder, Gahanna Jefferson Board of Education, stated they
opened school year in middle of August; biggest news is regarding
HB59 after preparation of; has extended school districts receiving the
tangible personal property tax; continue to have that; $2 million dollar
increase in revenues for next couple of years; won't be on an
operating levy ballot for a little bit longer than initially thought; are
thinking of putting on a capital improvement bond issue for a 5 year
business plan and capital improvements in the district; may be doing
something like that in the spring; very excited we have this windfall for
a couple of years; congratulations to Gahanna on latest accolade as
being named one of Ohio's Best Hometowns for 2013 by Ohio
Magazine; hats off to City Council, administration and employees.

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Larick/Renner
Larick stated at last meeting there was a discussion on the Franklin
County Land Bank and potential properties in Gahanna that might fit;
also had an overview of the CIC website currently under construction;
intent is to enhance our economic development.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated next meeting is September 12 at 1:30 pm.
Bd. of Education, Gahanna-Jefferson Public Schools - Renner
Renner stated he will be attending the meeting on September 12.
Convention & Visitors Bureau (CVB) - Jolley
Jolley stated he is excited to report that Board has gone in a slightly
different direction in their search for an Executive Director; appointed
Board Chair Laurie Jadwin as interim Executive Director; she has
stepped down as Chair; will serve for approximately 6 months; she
has been the heart and soul of CVB and the Blues & Jazz Festival;
with a lot of new faces in office of CVB in general felt there was a
need for some amount of continuity so she can help new folks
transition; from that point can look at restructuring for a full time
Executive Director or go in a different direction; will be working
approximately 20 hours per week; next meeting is next Thursday at
4:00 p.m. here in committee rooms. In response to question from

Angelou, Collins stated Jadwin is an at large member; 3 City members
are administrative personnel and a Council member.
M. OFFICIAL REPORTS:
Mayor:
Stinchcomb reminded Council of the Friday After 5 event for the Parks
& Recreation Foundation coming up on September 13; tickets are
available online; ticket prices do go up after today.
City Attorney: No Report.
N. COUNCIL COMMENT:
Angelou advised of the passing of Joe Spanovich's wife; is hard to
lose a family member and that's what Joe and his family are to us;
believe Joe Spanovich is the longest serving person in City of
Gahanna having been Mayor and on Council for many years; then
went on to his current service of many years with Mifflin Township;
please keep family in your prayers.
Wright asked the administration about an inquiry from a constituent on
Shull; know we have gone a little past time frame; looking for the
current time frame. Franey stated she would send details in an e-mail
so you have it in writing; worst case is that the Heil sidewalk is going to
take until the middle of October to complete that section; the one
section of Shull between Carpenter and Heil just completed putting
storm system in; sidewalk will go in during the next couple of weeks.
Wright stated he also had a call regarding 723 McDonnell where there
is a tree ready to fall and cause damage. Franey stated she would
also check into that.
Jolley echoed condolences to the Spanovich family; Joe has decades
of service to this community; was pleased to see North Stygler Road
opened up; Columbus did a nice job; our contribution of sidewalk from
Sandburr looks good; thought sidewalk was to go to Morse Road.
Wetherholt said sidewalk goes from Wendler to Sandburr; only the
paving was to go all the way to Morse Road. Jolley stated he has
seen more people walking that stretch of Stygler so was just asking
about sidewalk to Morse.
Anderson expressed condolences to Spanovich family; noted that
"Service to others is the rent you pay for your room here on Earth";
this is a quote attributed to Congresswoman Shirley Chisholm and to
Marianne Wright Edelman, President of the Children's Defense Fund;

service is inherent to whom I am and a part of my family; have served
the City for the past 7 years in different capacities; first as a Mayoral
appointment to the Board of Zoning and Building Appeals and for
almost 6 years as an elected official on Council; have been committed
in my service, because of my love for the City and my passion to
share my talents and experience; have served in leadership in chairing
the Finance Committee, Planning & Development and Parks &
Recreation Committee as well as on the Finance, Service & Safety
Committee; have served on the Mid Ohio Regional Planning
Commission, the CVB, the Community Urban Redevelopment
Committee, Communications Committee, and have participated in the
Ohio Municipal League, National league of Cities, CIC, facilitating
Council leadership retreats, working at the Blues & Jazz Festival, the
Freedom Festival, numerous ribbon cuttings and business openings,
and singing solo performances at Gahanna's National Day of Prayer,
Memorial Day bricklaying, and the high school concert celebration of
President Lincoln's 200th birthday; have also served nationally on the
Census Monitoring Board, Deputy Secretary of State, the Count Me
Ohio campaign, leading Election Reform through the National
Organization, the Election Center; working and traveling with the
legendary Rosa Parks; and producing and hosting programs as a
national television anchor/host covering the US Supreme Court and
select issues at The White House and Congress; comes a time when
one focuses their energy in another direction and that time has come
for me; will be serving out the balance of my term as City
Councilwoman representing Ward 4; as of August 26, 2013 withdrew
my name from the November ballot for re-election; look forward to
other opportunities that are on the horizon that will allow me to utilize
my leadership skills, law degree, business training and other talents
for the betterment of humanity; will also spend more time with my
family and assist my husband's and my aging parents who live out of
town; thank you to those who supported me, voted for me, and
believed in me to represent them; has been a pleasure to work with so
many people dedicated to Gahanna; thank you to my family and
especially my husband; am committed to end strong in my service to
the people of Ward 4 and to the City; look forward to working with
everyone as we decide what kind of Gahanna we want to live in which
will lay the groundwork for generations to come; encourage others to
get more involved in the community and to be of service; in the Rev.
Dr. Martin Luther King, Jr "Drum Major Instinct" sermon on February 4,
1968 he said "Everybody can be great, because everybody can serve.
You don't have to have a college degree to serve. You don't have to
make your subject and verb agree to serve. You only need a heart full
of grace, a soul generated by love"; will miss you all next term but I'll
be back and will continue throughout my life to be a Drum Major for
justice and service.

O. EXECUTIVE SESSION:
Motion by Jolley, seconded by Anderson, to go into Executive Session to
confer with the City Attorney concerning disputes involving the City, and/or
appointed or elected officials or employees, which are subject to pending or
imminent court action and to go into Executive Session under authority of
Section 5.40(a) of the Council Rules of Procedure to consider the appointment,
employment, dismissal, discipline, promotion, demotion or compensation of a
public employee, official, licensee or regulated individual unless such public
employee, official, licensee or regulated individual requests a public hearing.
Yes: 6- Renner, Jolley, Larick, Angelou, Anderson and Wright
Council rose to Executive Session at 7:21 p.m. President Renner
asked City Attorney Ewald, Mayor Stinchcomb, Director of
Development Jones, and Scott Chappelle to the first part of the
Executive Session. Council rose to report from Executive session at
8:23 p.m. with all members returning to the dais.
