MR-0008-2014 To authorize payment to the City of Columbus in the amount of $11,030 for 2013 4th quarter capacity fees for new sanitary sewer line connections. Payment to be made from 2014 funds as funds were not encumbered prior to the services being rendered; funds available in Account No. 662.361.5474, Sewer, Capital Improvement, Capacity Charges. PUBLIC HEARINGS: ORD-0028-2014 TO GRANT A VARIANCE FROM SECTION 1107.01(d), IMPROVEMENTS; TO VARY IMPROVEMENTS TO ALLOW SIDEWALKS TO BE BUILT ON ONLY ONE SIDE OF A SUBDIVISION STREET; OAK GROVE SUBDIVISION. President Larick read the title of the Ordinance and opened the floor for comments from Administration. Anthony Jones, Director of Development, indicated a variance to Gahanna Code 1107.01(d) is being requested for the property located at 4185 Stygler Road, by applicant Glen Dugger from Smith & Hale, LLC. He stated that Gahanna Code Section 1103.03 requires that all variances to the Subdivision Ordinance be recommended by the Planning Commission and approved by Gahanna City Council. Planning Commission approved this variance request on 1/22/14. Jones explained this variance is being requested because the property owner is proposing to construct a new single family residential subdivision, consisting of 13 lots on the 4.5 acre site. Due to the narrow configuration of the site, the developer is proposing to put a sidewalk on only one side of the street and requests approval of this variance request; this site has already received approval by Planning Commission for this variance as well as its Preliminary Plat. The applicant, per the recommendation of the Zoning Administrator, has also agreed to pay Fees in Lieu of Parkland Dedication for the project. City of Gahanna Page 4 City Council Meeting Minutes February 18, 2014 It is the City Administration’s determination that there isn’t sufficient land on site to warrant the parkland dedication for the project. Per Gahanna Code 1109.08(i), City Council is recommended to provide informal feedback on any potential parkland dedications pertaining to new residential subdivisions. The project site plan is included in the attached presentation. Moreover, the Planning Commission will be reviewing a Final Plat for the project in the near future. If that is approved, Gahanna City Council will have to approve the Final Plat and any recommendations for Fees in Lieu of Parkland Dedication. President Larick stated the rules for all public hearings and opened the public hearing at 7:07 p.m. and asked for proponents. There were none. President Larick asked for opponents and seeing none, closed the public hearing at 7:08 p.m. After motion, President Larick re-opened the public hearing at 7:13 p.m. and asked for proponents. Glen Dugger, 37 W. Broad Street, attorney representing the applicant, apologized to Council for tardiness; here to answer questions; this application was supported by Planning Commission; there are compelling reasons for request due to the property being narrow; lots are being put on one side and putting sidewalk on one side is appropriate. President Larick asked for opponents and seeing none, closed the public hearing at 7:14 p.m. A motion was made by Kneeland, seconded by Renner, to re-open the public hearing. REPRESENTATIVES: City of Gahanna Page 6 City Council Meeting Minutes February 18, 2014 Community Improvement Corporation (CIC) - Larick/Kneeland Larick discussed Groundhog Day and the cost and how it impacts the CIC; was a success; people stepped up and recovered nearly all the costs; $8,500 of around $10,500 was recovered through donations; hopes that it can become self-sustaining; attendance was approcimately 250; talked about economic forecast, 181 Granville and it is 100% occupied; CIC annual report will be March 24. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said the capital budget bill is going to be funded; we are part of one of those items to be funded for 2 million dollars on multi-jurisdictional fiber utility; going through Bexley, Whitehall, Reynoldsburg, and Gahanna to work together on a shared services collaboration for fiber network; William Murdock brought up the black enterprise conference is coming back May 14 to 17; was big success last year; new MORPC website and logo were launched in January; have login information; each have own user name and password; more streamlined/easier to use; State of the Region Luncheon is April 17 at the new Hilton downtown; keynote speaker is to be Peter Calthorpe; he was named one of 25 innovators on the cutting edge by Newsweek magazine for his work redefining models of urban and suburban growth in America; final draft of the transportation improvement plan for managing MORPC attributable federal funds is posted on the website; talked with Wetherholt to see if he sees anything is a problem; we have four new members: Plain, Blendon and Miffflin Townships; Franklin Soil & Water Conservation District is a new associate member; growth of MORPC has to do with new person hired, who lives in Gahanna, who is doing a wonderful job; there is dinner and workshop on February 25 at MORPC; the cost is $25; looks worthwhile for new members; had really good guest speakers/presentations; one about shared services; one was about fueling stations; station at 2333 Morse Road will be the largest natural gas fueling station; be available to the public; government rate; general public will be paying $2.07; planning on building two more stations; one on west side and one in Grove City; on the website MORPC is doing shared mapping resources with a zoning look up tool; also there is a place to put events for your City; talked about diversity and inclusion report for 2014; legislative update shared the national conference of regional commissions; they were working and hoping to get funded; two members who presented at that convention; local governments are passing legislation to increase fees for funding transportation infrastructure; MORPC continues opposition to Substitute Municipal Income Tax Uniformity Bill (HB5); unfavorable changes were made; against mandatory loss; working to get City of Gahanna Page 7 City Council Meeting Minutes February 18, 2014 transportation bill reauthorized; could delay funding for transportation; Public Works Commission Bonds to be sold will be on May primary ballot; required to provide each parcel before adopting TIF resolution ; HB198 looks interesting; it would establish a procedure by which political subdivisions would notify record owners of each parcel in each district before adopting when creating a Tax Increment Financing District; (HB298) JEDZ to require subdivisions to obtain written approval within the zone before renewing or amending the JEDZ contract; long time employee Bob Lawler is retiring March 31. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley said we had a very productive meeting; four broad areas of collaboration that we came up with are communications, infrastructure, joint purchasing and joint programming; looking for ways to reduce costs, find economies of scope or cost and finding crossover between school curriculum and parks and recreation programming; spoke with Niel Jurist, Public Information Manager and she will be meeting with the school Public Information Officer and look into providing information to residents; looking at ways to provide better services and communications to residents; planning to meet once a month. Convention & Visitors Bureau (CVB) - Jolley Jolley reminded everyone about Tourism Ambassador training put on by Convention & Visitors Bureau at the Golf Depot on March 13. Contact him or Clerk to get more information; geared towards having a better understanding how to better promote tourism and how businesses can maximize revenue through tourism; interesting information; done successfully in other cities. M. OFFICIAL REPORTS: Mayor Stinchcomb said she enjoyed State of City with Chamber of Commerce; will be giving State of the City to the general public, Thursday, March 13; will be an open house prior to the address; details to follow. City Attorney Ewald thanked Police Department; said officer stopped to help a resident who was snowed in; officers go above and beyond; not just Service Department; first time we are completing the process for legal department RFP for all aspects of litigation and legal services; City of Gahanna Page 8 City Council Meeting Minutes February 18, 2014 completed and going out by Friday; hope that will give them an idea where they are in the market and make changes if need be. N. COUNCIL COMMENT Renner discussed the Chinese Exchange Program; it was a really fun event; questions cover the gamut; discussed local government and the power we have; showcased the Chief of Police; shared the gifts that were brought this year from the students; this speaks highly of the success of the program that he helped start; these students come overseas and live with host families and attend school with the high school students for 7-10 days. Angelou said we need to have a sister City program. Kneeland he is sorry he missed CIC; he did not feel well; discussed the fiber utility project Angelou discussed; is a $4.5 million project; asking the state for $3.5 million; primary purpose on this is collaboration and more intergovernmental operations to save money; shared with K-12 and higher education facilities; showed huge interest; been a struggle; have been lobbying for those dollars to be spent in Gahanna, Whitehall, Bexley and Reynoldsburg; important for this particular project; huge impact on financial services. Jolley thanked the Service Department; length of hours and cold temperatures; difficult to hear criticism sometimes, but hopefully the thanks make up for it; we are providing above and beyond. Schnetzer thanked everyone for their time last night at the planning session. Angelou thanked Administration for their time as well; was a public meeting; people have a chance to be there; it would have been nice for people to watch the process. Leeseberg thanked Staff for last night's presentation and answering Council's questions; thanked Council and Staff for Big Brother Big Sister support; Saturday bowling was a large fundraiser; raised money for a worthwhile organization. Larick talked about the winter; Service Department has done a phenomenal job; citizens spoke about how they feel in a positive way; now it is time to deal with pot holes after everything melts; take time to fill all of them; quality efforts; lots of discussion at special meeting last night; lots of discussion on changes; take advantage of things that had been started that were very closely linked to each other to accomplish what needs to be accomplished; critical need to assess and identity City of Gahanna Page 9 City Council Meeting Minutes February 18, 2014 the City effectively and efficiently; thanked Staff for work beforehand; establishment of the foundation; this is the dialogue and now it needs to be vetted and discussed to make decisions and how to move forward; expect to intend to continue that pace; continue to have clarity to bring to the public and bring it out to the public; this is not a discussion of how bad things are; this about how we take this opportunity to develop a program that works for the City; thanks and gratitude to everyone; need to establish next components of the next discussion.
