MR-0045-2014 A Motion Resolution that this Council has no objection to the transfer of a D5 liquor permit from PD Smith LLC, dba Scotch & Soda Lounge & Patio to 316 S Hamilton Road LLC, dba Scotch & Soda & Patio, 316 S. Hamilton Road, Gahanna, Ohio 43230. This Motion Resolution was Approved on the Consent Agenda. SECOND READING OF ORDINANCES: None. City of Gahanna Page 5 City Council Meeting Minutes November 17, 2014 J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Kneeland reported the Community Improvement Corporation (CIC) will meet Tuesday, November 18, 2014 at 7:30 a.m. in City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported great deal of activity at Mid-Ohio Regional Planning Commission (MORPC) over the last two weeks; presentation rollout of insight2050 at the Columbus Athletic Club; MORPC executive committee retreat with presentation from Peter Calthorpe; Yaromir Steiner presented the real-estate school: “New perspectives on Retail Real-Estate Development Opportunities,” and MORPC meeting last Thursday; as of the meeting on November, 13th 2014 MORPC is up to 58 members with the Village of Galena and Village of Somerset joining; Eileen Leuby, citizen of the City of Gahanna, has been a valuable asset to raise awareness for MORPC and getting community members involved; MORPC voted to support a resolution, House Bill 336, that will create the Gaseous Fuel Vehicle Conversion Program; amended to included supporting parts that credits to public transportation; program will create a tax on natural gas conversion for vehicles and also provide a way to convert; William Murdock attended the Nation Association of Regional Councils; Under-Secretary of Transportation attended; MORPC considered one of the best practices for regional councils and larger councils are observing MORPC to learn how to run their regional councils; rolling out of insight2050 upcoming; phase 1 is on the MORPC website; public-private partnership to look at the region; phase 2 will be next year; part on Sustaining the Scioto; sustainability is designed by rainfall records, may not be a good way to design; discussed better ways to understand climate change impact on water supply and demand; also discussed ways to manage waste; gathering in Lima of 24 entities between Columbus and Chicago to discuss the Columbus to Chicago Rail Plan; on November 20th, 2014 5:30 p.m. to 6:30 p.m. at MORPC on Liberty St. there is a public involvement of the recertification as open house; monitors from Washington and Chicago City of Gahanna Page 6 City Council Meeting Minutes November 17, 2014 will be in attendance; West Virginia will also be present to see how it is run; important event as recertification only happens every four years; progress on House Bill 5 has continued; expected to be out of the Senate and voted on the week after Thanksgiving; discussion on license plate fees since the legislation hasn’t been changed since to 80s; collaboratively worked on over the summer; intention is to permit smaller communities to raise fees through license plates; December 5th, 2014 “ED 411” at the Ohio Union; a 101 for all newly elected officials; December 9th, 2014 “Meet the Class”; to meet the new members of the legislature for 2015; Nancy Rigor was elected to the Board of Directors of the Ohio APA; Angelou recently filled out a survey about internships; permits the use of interns for those that may require their assistance; $1000 cost for a ten week internship period; Angelou encouraged all to visit the MORPC website to gather information on MORPC and read about upcoming events. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Larick noted important discussion around joint service facilities and capital opportunities where we can best utilize school researches; meeting will be next month. Convention & Visitors Bureau (CVB) - Jolley Jolley noted Holiday Lights parade; many events on Sunday starting at 3:00 p.m.; Holiday Lights season will follow; High School Orchestra preforming each Friday to Christmas a various venues; Art will be displayed on patio at Creekside December 6, 2014; earlier that morning Santa Run 5k and Little Reindeer Dash at 9:00 a.m.; Santa will be at the Herb Center from 9:00 a.m. to 1:00 p.m.; other Santa appearances to follow at Herb Center. M. OFFICIAL REPORTS: Mayor Stinchcomb noted the tree lighting will also take place on Sunday after the parade in the plaza at 6:40 p.m.; compliments to our service department for clearing up the City after the recent snow by late afternoon; with tree limbs falling from wet snow, Mayor asked that residents call City Hall or mention on Facebook page and to report the downed tree limbs so the City can clean them up quickly. City of Gahanna Page 7 City Council Meeting Minutes November 17, 2014 City Attorney Ewald noted working diligently with Police Department and Administration on recent Supreme Court Case; State v Hoffman; directly related to the Toledo Municipal Court and the process by which they issued warrants; found in the process it was lacking probable cause; Gahanna is going back through its warrants and reissuing warrants when appropriate; any questions should be directed at the Police Department or Clerk of Courts; will affect about 1,100 warrants; Stinchcomb noted a good Dispatch article referencing the case. N. COUNCIL COMMENT Leeseberg noted the snow cooperated with the tree lighting, welcomed everyone to have a fun and enjoyable weekend with the holiday festivities. Jolley recalled House Bill 5 from earlier; had a call-in “All Sides with Anne Fischer” with good discussion on issue; noted a huge disservice to communities throughout Ohio when most reporting discusses facile and not accurate streamlining of taxes for businesses without discussing important provisions in the Bill; some provisions will be detrimental to City finances moving forward; a year or two down the road loss of certain funding will affect residents; implores residents to consider what they are upset about and use that knowledge to form a positive voting presence and hold their elected officials accountable for decisions that adversely affect their municipality. Angelou noted MORPC and OML working to develop compromises to create a functional House Bill 5; Thanked Jennifer Teal for beautiful job on the budget; saw Laurie Jadwin on channel 4 this Sunday, was encouraging viewers to visit the Holiday Lights events. Larick noted his day began on a miserable note with weather, began to drive through town up Stygler from Granville St. and the view with the trees was phenomenal; noted that you find the true character of an individual when they think they aren’t being watched; citied a trip to the grocery store where he witnessed Kim McWilliams, walking through the parking lot and seeing an individual struggling to load their groceries; McWilliams stopped what she was doing and helped the individual load her car; shows considerable integrity from McWilliams.
