CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 5, 2015, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council Tom Kneeland called the meeting to order at 7:00 p.m. Vice President of Council Renner asked for a moment of silence for the recent mass shooting in Oregon; and delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on October 2, 2015. Present 6 - Karen J. Angelou, Ryan P. Jolley, Jamie Leeseberg, Stephen A. Renner, Thomas R. Kneeland, and Brian D. A motion was made by Larick, seconded by Renner, that ORD-0102-2015 be moved from the Consent Agenda to the Regular Agenda. Diana Redman, 598 Codrington Circle, said she was concerned after reading the Dispatch today that there is hazardous waste being stored; concerned about having to evacuate due to hazardous waste spillage; Clerk to notify Chief Kauser to comment on the matter. PUBLIC HEARING: ORD-0106-2015 TO REZONE .588+/- ACRES OF PROPERTY AS SF-3, SINGLE FAMILY RESIDENTIAL; SAID PROPERTY LOCATED AT 351 AND 357 CLIFFVIEW DRIVE AND 272 ROCKY FORK DRIVE SOUTH, PARCEL ID NO. 025-000625, 025-000662 AND 025-000624; CURRENT ZONING RID, RESTRICTED INSTITUTIONAL DISTRICT; BROOKEWOOD CONSTRUCTION COMPANY, APPLICANT. President Kneeland read the rules that will govern the Public Hearing this evening. Administration presentation attached: Jones said this is our fifth zoning change this year; this permits single residential; location map right by where the bike trail comes to an end; zoning SF3 showed on zoning/land use map; this is a good use of the land; criteria in the code and consistent with compatibility of all uses in terms of traffic, etc; there is a current demand for this use; looked at trip generation to analyze future impacts; showed that the three single family homes would generate about 29 trips on a daily basis; a church in the area would generate about 46 daily trips; adequate City of Gahanna Page 2 City Council Meeting Minutes October 5, 2015 infrastructure to service the 3 single family home lots; said there is not a lot of vacant single family use land within the City; staff recommends approval. President opened the Public Hearing at 7:11 p.m. Proponents: Doug Maddy, land owner for the request; said Jones did a great job presenting; he had nothing to add. Opponents: There were none. Applicant said there was no opposition in Planning Commission. President closed the Public Hearing at 7:13 p.m. 2015-0195 Brookewood Construction Company Rezoning Presentation G. CORRESPONDENCE AND ACTIONS: Clerk ORD-0107-2015 TO REZONE 3.57+/- ACRES OF PROPERTY AS L-OCT, LIMITED OVERLAY-OFFICE, COMMERCE, AND TECHNOLOGY; SAID PROPERTY LOCATED AT 785 SCIENCE BOULEVARD; PARCEL ID NO. 025-006469; CURRENT ZONING OCT, OFFICE, COMMERCE, AND TECHNOLOGY; CITY OF GAHANNA, APPLICANT. City of Gahanna Page 3 City Council Meeting Minutes October 5, 2015 The Planning Commission recommended approval of the 785 Science Boulevard Rezoning application (Z-0006-2015) on September 23, 2015. The Public Hearing will be held on November 2, 2015 and discussed in Committee of the Whole on November 9, 2015. Council I. SECOND READING OF ORDINANCES: ORD-0093-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH MANAGING RESULTS, LLC FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY. Motion by Jolley, seconded by Angelou, to Adopt the Ordinance. Discussion on the motion: Motion by Larick, seconded by Renner, to postpone ORD-0093-2015 to October 19, 2015. Discussion on Motion: Jolley asked why we are postponing the Ordinance again; Kneeland said Schnetzer was not able to be there for the discussion or the vote; also believed people needed additional time for further discussion; Larick said we need the attendance of full Council as this is a long term project; Kneeland said he had a discussion with the firm and was pleased but Schnetzer requested he be present for the vote. The motion carried by the following vote: Yes: 5- Angelou, Jolley, Renner, Kneeland and Larick No: 1- Leeseberg Absent: 1- Schnetzer AMEND BY SUBSTITUTION: ORD-0094-2015 TO AUTHORIZE THE MAYOR TO ENTER INTO CONTRACT WITH ACP GREENE AND ASSOCIATES, LLC, DBA planningNEXT, FOR THE PURPOSE OF FACILITATING THE STRATEGIC PLANNING PHASE OF THE CITYWIDE STRATEGIC PLAN; AND TO DECLARE AN EMERGENCY. Discussion on the motion: Larick said again, will need full Council attendance as this is a long term project. The motion carried by the following vote: Yes: 6- Angelou, Jolley, Leeseberg, Renner, Kneeland and Larick Absent: 1- Schnetzer ORD-0102-2015 AN ORDINANCE DECLARING THE IMPROVEMENT TO CERTAIN PARCELS OF REAL PROPERTY IN THE CITY'S JOHNSTOWN ROAD DISTRICT TO BE A PUBLIC PURPOSE AND EXEMPT FROM TAXATION; ESTABLISHING A TAX INCREMENT EQUIVALENT FUND AND PROVIDING FOR THE COLLECTION AND DEPOSIT OF SERVICE PAYMENTS INTO THAT FUND; SPECIFYING THE PUBLIC INFRASTRUCTURE IMPROVEMENTS DIRECTLY BENEFITING THE PARCELS; AND AUTHORIZING MAKE-WHOLE COMPENSATION PAYMENTS TO THE GAHANNA-JEFFERSON CITY SCHOOL DISTRICT AND THE EASTLAND FAIRFIELD CAREER & TECHNICAL SCHOOLS. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Kneeland Larick said the next CIC meeting is October 20 at 7:30 a.m. in City Hall. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said next meeting is this Thursday at 1:30 p.m.; said the Summit on Sustainability was last Friday and we had a table for Gahanna; was a good day and happy we are shining a spotlight on Gahanna; said it was well worth going to; Kneeland added that he attended and Mr. Jones did an awesome job with his presentation. Bd. of Education, Gahanna-Jefferson Public Schools - Jolley Jolley had no report. Convention & Visitors Bureau (CVB) - Jolley Jolley said next meeting is this Thursday at 4:00 p.m. M. OFFICIAL REPORTS: Mayor Mayor Stinchcomb said that the Gahanna Get Moving Team invites the community to join them on the 6th annual Show Your Class 5k on Sunday the 11th at 9:00 a.m. at Creekside; said Bob loved teaching in Gahanna; was her daughters coach; proceeds for the event will support education and recreation; afterwards folks are invited to celebrate Bob's legacy at the Senior Center for a pancake breakfast; City of Gahanna Page 6 City Council Meeting Minutes October 5, 2015 Creepside Festival is Wednesday October 21 from 4:30 to 8:30 p.m.; live music and games for all ages; trick-or-treat from multiple organizations; visit the website for more information; Beggar's Night is Thursday October 29th from 6-8 p.m. City Attorney - Not present. N. COUNCIL COMMENT Angelou said General James Abraham receive an award, his honorary doctorate from Ohio University; the President of the University and Chair of the Engineering department were present to present the award to him; was an honor to him; thought she knew what he was known for but there was so much more that she did not know; also said came to the debate yesterday for the Mayor; both presented their positions; nice thing to happen in these chambers. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(b) of the Council Rules of Procedure to discuss purchase of property for public purposes or the sale of public property through competitive bidding or public auction.
