CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 16, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on February 12, 2016. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA amend to include MR-0009-2016. A motion was made by Larick, seconded by Leeseberg, to amend the Agenda to add a Motion Resolution under Item K, to appoint four (4) members to the 2016 Charter Review Commission. PUBLIC HEARINGS: ORD-0013-2016 TO ALLOW THE SURFACE APPLICATION OF BRINE; FOR DUST CONTROL AT SUBURBAN STEEL SUPPLY. Chair Renner read the Public Hearing Rules and opened the meeting at 7:03 p.m. Called for proponents: Jerry Henderson, 1900 Deffenbaugh Court, said the public hearing is required by the Environmental Protection Agency; they apply for a permit every year; this process provides for a better environment to control dust. There were no opponents. There was no discussion by Council. Chair Renner closed the Public Hearing at 7:04 p.m. G. STANDING COMMITTEES: 2016-0048 Committee Minutes - February 8, 2016. CORRESPONDENCE AND ACTIONS: City of Gahanna Page 6 City Council Meeting Minutes February 16, 2016 Clerk No report. Council No report. I. SECOND READING OF ORDINANCES: None. J. FIRST READING OF ORDINANCES: None. K. MOTIONS/RESOLUTIONS: None. MR-0009-2016 A Motion Resolution to appoint four (4) members to the 2016 Charter Review Commission. The Council Appointments are as follows: Laurie Jadwin, Diana Redman, John Hicks and Sheila Vitale. Larick stated they interviewed several great candidates; he appreciates everyone's interest in serving. A Motion was made by Larick, seconded Leeseberg, to approve the Motion Resolution. The Motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick/Renner Larick said he was not able to attend last meeting. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said there were no meetings this month; attended National Conference in Washington, DC; spoke to legislators on various matters; met with several congressmen; met with Director of Freight to discuss Columbus receiving $50 million for transportation program; should know by March 12 if selected for final phase; Columbus is set in perfect position to get the funding; will positively impact the northeast sections; Easton and Linden areas; very positive for our community; next phase will be $100k to finish components of the plan; Battelle, OSU and Honda have all sponsored this grant; amazing conference; never been to Washington, DC; did some site seeing; City of Gahanna Page 7 City Council Meeting Minutes February 16, 2016 truly a wonderful trip; felt honored; such a great and positive experience to attend the National Conference. Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Larick stated he attended last school board meeting; wonderful art presentations by the students; one was the bridge and work at Creekside; great art skills; discussion on the spelling curriculum; reviewed a number of policy updates; one set was presented and another set will be forthcoming; should get information in next 60 days; looking forward to having session with Council and Mayor's office. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg said the Annual Breakfast is March 3; details on website. M. OFFICIAL REPORTS: Mayor Mayor said on a somber note Steve Miller passed away this weekend; he was instrumental in the community; worked in the water department and served on the school board; very sad that he passed; reported in first month that his development team visited 19 companies; thanked them for their efforts and hard work; the leaders in each company said they feel like Gahanna is home; hard to get everyone on calendar, but they did it and now have 18 more scheduled visits; wants to understand what we can do from a city perspective to help them; excited about the opportunity; met with Suburban Steel leadership; they have high interest and passion to work with the schools; excited about the opportunity to meet so many great people. City Attorney Ewald thanked the service department for keeping the streets clean and keeping everyone safe. N. COUNCIL COMMENT Metzbower said he attended MORPC event with Karen Angelou, Mayor and Jennifer Teal; great event; enjoyed presentation; learned a lot. Angelou said loss of Steve Miller is a great loss to the community; he was a member of the Peace Lutheran Church; she was very close to City of Gahanna Page 8 City Council Meeting Minutes February 16, 2016 Steve; he has a wonderful family and was a wonderful person; very tragic loss; heard about terrorist attack at the Nazareth Restaurant on the national news while she was in Washington, DC; the community has given a lot of support to the victims and restaurant; so glad everyone can feel safe after this tragic event; everyone should be looking around and notice what is going on around you; thankful people were saved and that people were not afraid to go after this person who committed this despicable act. Leeseberg said he enjoyed the snow day; kids were out of school; roads were in great shape thanks to the service department. McGregor said that a group of ten people dined at the Nazareth Restaurant where the tragic machete incident took place; it felt like a safe place to be; they have great food. Schnetzer thanked the service department for keeping roads clean; definitely can tell where city limits end; appreciates their hard work. Renner thanked the Mayor for getting out in community; he saw on Facebook that he was flipping hamburgers at the grand opening of Smashburger; he thanked Engineer Rob Priestas for all his hard work on the Hamilton Road project.
