A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, May 2,
2016, in Council Chambers of City Hall, 200 South Hamilton Road,
Gahanna, Ohio. President of Council, Stephen Renner called the
meeting to order at 7:00 p.m. Vice President of Council, Brian Larick
delivered an Invocation followed by the Pledge of Allegiance. Agenda
for this meeting was published on April 29, 2016.
Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael
Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor
B. ADDITIONS OR CORRECTIONS TO THE AGENDA - Need a motion to add
MR-0024-2016 to the Regular Agenda under item K. Motions/Resolutions.
Chair Renner read the Motion Resolution. A motion was made by Leeseberg,
seconded by Larick, to amend the Agenda to include MR-0024-2016.

C. HEARING OF VISITORS -
Daphne Moehring, Gahanna-Jefferson School Board Member, invited
Council to meet Steven Barrett, the new school Superintendent, next
Thursday May 12 at 5:00 p.m. at Clark Hall; held final
master-facilities-plan public processes meeting last Thursday night;
creative group of citizens participated in the process and came up with
new design ideas for each of the school buildings; the committee will
now massage the ideas, discuss budget and submit plans to the
Board for review; watching the Win-Win Agreement with Dublin and

Groveport Madison Schools to see how it will affect our district; the
musical Shrek will be performed this weekend; amazing students;
encouraged everyone to come see it; Gold band earned highest
ratings at state competition last week; freshman band earned
excellent ratings too; graduation is May 28; will get number of
graduating students soon; all things are moving forward and happy
with the progress made.

Larick said he received a request for information; concern for
pedestrians especially runners as they run on the street; summer
activities are here; people park on the street; safety of our runners;
he's just confirming what our ordinances and requirements are from
an enforcement standpoint; he will follow up.

MR-0024-2016 MOTION RESOLUTION THAT THIS COUNCIL HAS NO OBJECTION
TO THE TRANSFER OF A TREX D5, D6 LIQUOR PERMIT FROM
NEWARK BBQ LLC TO BARREL & BOAR CREEKSIDE LLC, 101
MILL STREET, SUITE 130, GAHANNA, OHIO 43230
Larick pointed out this was a late add to the regular agenda; the approval of
the TREX (Economic Development Transfer) application was approved by
Council and the police department; he's good with moving forward with this
permit.
A motion was made by Larick, seconded by Schnetzer, to approve the Motion
Resolution. The motion carried by the following vote:

L. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Renner/Larick
Larick said some of the tenants are moving out 181 Granville; to date
there was only one who left the City; the rest will remain here; the
tenant that moved ended up by a building in Westerville.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
State of the Region Luncheon is this Friday downtown; member
reception starts at 10:30 to say goodbye to Eric Phillips and welcome
new members; next week will be regular meeting.
Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner
Renner said as Mrs. Moehring stated there is an invitation for meet
and greet for the new superintendent on Thursday; he will not be able
to make it; his son has a concert that night; Larick will go in his place.
Convention & Visitors Bureau (CVB) - Leeseberg
Leeseberg stated the Blues & Jazz Festival is fast approaching;
always looking for volunteers.

M. OFFICIAL REPORTS:
Mayor
Mayor said he's currently working hard on planning & development; 27
projects that could retain over 1,500 jobs; cover variety of industry
sectors; some on healthcare services; mixed use being reviewed;
working hard on getting more visits; made 47 visits this year and 13
more scheduled; will be presenting to Economic Development
Strategy to the Gahanna Area Realty Association next week;
recognized public service week; big commitment to serve and is a big
deal; thanked Council for their service to Gahanna; told Councilwoman
Angelou he's happy to be a Certified Tourism Ambassador; she
congratulated him; said her challenge worked.
City Attorney
Ewald said tax litigation lawsuit is on hold for now; continuing to work
on updating code in-line with the GoForward initiative; one item
popped up as annexation might be better served in another area of
the code; will work on that matter with Council office.
N. COUNCIL COMMENT
Angelou said congrats to all new Certified Tourism Ambassadors
(CTA).
Metzbower said US Congresswoman Joyce Beatty 2016 State of the
District Town Hall Meeting is Tuesday, May 3 at 6:00 p.m.
McGregor said she took a tour of Columbus Academy; invited to look
at their new renovations; had no idea they issued 414 W2s; had no
idea that many people worked there; nice to see all the changes; will
be invited back when complete; appreciated the tour.
Leeseberg congratulated the new CTAs; said he attended Arbor Day
Celebration at Middle School South; rain held up; it ended up being
nice and tree was planted.
Larick reminded everyone that Herb Day is Saturday, May 7, 9 to 4 at
Creekside; go early they tend to sell out even in questionable weather;
An Herbal Affair is Friday May 6, 7 to 9; fundraiser to help the Ohio
Herb Education Center and bring continued awareness; also sneak
peek on some the new herbs that are out; reminder to runners, bikers;
everyone to be safe and follow rules and regulations when out; wear
bright clothing; be mindful to follow rules of road and drivers need to

be cautious; make sure everyone stays safe.
Renner thanked the CVB and Laurie Jadwin for sponsoring people for
CTA class; one of the best classes he's taken in a long time; learned
great detail about some of the events available for families; very
informative; proudly wearing his CTA pin.
