CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, July 18, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Stephen Renner called the meeting to order at 7:00 p.m. Vice President of Council, Brian Larick delivered an Invocation followed by the Pledge of Allegiance. Lee Tucker - Parks & Recreation Foundation 2015 Annual Report Lee Tucker updated Council on the 2015 Accomplishments and the 2016 Plans & Commitments (information attached); McCutcheon Park project is coming up and will donate $25K; new member on foundation; Brandi Braun will be on the board this year. 2016-0254 2015 Gahanna Parks & Rec Foundation Accomplishments 2. Proclamation from the Mayor Mayor honored Jane "Bunnie" Geroux with a Proclamation to be the City of Gahanna Page 1 City Council Meeting Minutes July 18, 2016 herb garden ambassador for all her work for the City of Gahanna (she received a standing ovation). Bunnie thanked the Mayor and everyone for the Proclamation and shared history about her life and love of Gahanna. ADDITIONAL SPEAKERS: Daphne Moehring, Gahanna Jefferson School Board Member reported that they are in the midst of final hiring with 36 new teachers being added to school Gahanna Jefferson schools. Announced a proposed resolution to go to state legislatures regarding state funding and the impact it has on district funding which should be visible on website and will be voted on in Aug. school board meeting. Feedback on this resolution is welcomed. Diana Redman, 598 Codrington Circle, Gahanna, said regarding pre-annexation of Darling Road - she has read articles, listened to concerned citizens within both committee and council meetings and doesn't think they should move forward with pre-annex until ready to annex the property in question because would be a disservice to both Gahanna and Jefferson Township residents. Requests not moving forward on the matter. Regarding performance audit - she worked for the state of Ohio and was responsible improving counties. As a Quality Improvement Coordinator for the State, she feels we need to allow Ms. Teal to implement her process before moving into the performance audit. The amount encumbered should be put off until 2017 after we see what can be done due to the city and council making such great strides. Further, she doesn't think it should be referred to as an emergency. Robert Sander, 2625 Darling Road, Blacklick, said Darling Road there was an update to the by way area and current residents see this as a refuge in an otherwise urban county. Asked if it benefits us all to carefully plan these developments. Submitted a spreadsheet with all the properties within the township which shows all areas around this development site to be residential except for the City park land. Therefore, this project is a fill-in project which should mimic and complement the area as best as possible. The current lot size of the area is 1.95 acres per home which is about x8 the size of the proposed developments in the lot. Strongly advocated that this project simply is not a good fit for the surrounding area. Then addressed the school impact issue (study to the mayor submitted within spreadsheet). Drew attention to the missing word “net” within the evaluation City of Gahanna Page 2 City Council Meeting Minutes July 18, 2016 language relating to new tax revenue of the school impact. Confirmed by Mr. Jones that $11,063.00 per student is the cost of education per student, with .6% students per home multiplied by the 93 new proposed homes (= 55.8) and then by the $11,063.00, you get $617,315.00 impact to schools in cost for a net loss of about $4,000.00 for this development. Again reiterated that he isn't in favor of this annexation and feels that there seems to be no thought put into this planning process or how best to use the property. Acknowledge the current parcel owner has the right to sell their land to the highest bidder and that they have been good to him, but used an example of the land next to his being previously sold and that if it had been used well, there would be no need for current land discussion. D. SECOND READING OF ORDINANCES: ORD-0065-2016 TO AUTHORIZE THE MAYOR TO ENTER INTO A PRE-ANNEXATION AGREEMENT WITH M/I HOMES OF CENTRAL OHIO, LLC FOR THE FUTURE DEVELOPMENT OF A 62.3+/- ACRE PARCEL LOCATED ON DARLING ROAD SOUTH OF HANNAH FARMS SUBDIVISION. Angelou stated that she had not heard some of the facts presented by speaker Robert Sander and therefore thought it right to postpone vote in order to check such facts before next meeting. Larick said this is an opportunity to identify a place to begin and can be started and pause can occur; hopes council supports this. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick City of Gahanna Page 6 City Council Meeting Minutes July 18, 2016 Larick said the CIC meets in the morning in City Hall at 7:30 a.m. on the 19th. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported there are several things to mention. First there will be a grant forum on Thurs. July 28 at MORPC with several sessions available. Second, Insight 2050 Academy is for elected officials to help with critical thinking about visionary planning, growth, development, effective communications strategies for resident conversations, and to connect with fellow leaders and policy makers. All applications to attend should be received by Aug. 19 and is a class which will be held in the fall. If interested, go on GetInsight2050.org. Third, the “Summit on Sustainability” will be on Friday, Oct. 21 at the Hilton. This is expected to sell out for 700 people. One of the sponsors for this event is the Gahanna Donato’s and stated that you can now go online to get a table. Fourth, the executive director brought up in an executive committee meeting that he had been called by Secretary Fox from the U.S. Transportation Dept. to come to Washington D.C. for roundtable at the White House to advance regional transportation authorities. This event was last Tuesday which had major players in attendance. Fifth, there was a national conference in Salt Lake City, UT from June 26-29 where Lori Koprowski received a leadership award which was a high honor to receive at the national level. Sixth, a number of people spoke at last meeting, including Columbia Gas which spoke about their role in weatherization programs and how these impact the poverty level. Seventh, the Bexley Mayor brought in information about COMMA, of which the Gahanna Mayor is involved, which is the Central Ohio Mayors and Managers Association. This group was just formed in 2016 with membership available for cities within the Mid-Ohio boundary and has been modeled after similar organizations throughout Ohio. This will be a working group of Mayor's wanting to collaborate together, including our Mayor. Eighth, Mayor Kneeland will be serving on the data committee. Ninth, new policies were passed, such as establishing an agency operating reserve policy which has been headed by Joe Stefanov as chairperson who ran the committee. Also passed resolution on maximum per capita membership fees 2017-2021. Despite passing a 5 year resolution, each year will be voted on, so this too was passed specifically pertaining to 2017. Tenth, Matt Greeson (MORPC Chair) will be throwing for pitch at a Clipper's game in Aug. Eleventh, next month there will not be any meetings but she will be serving on summit for sustainability goals. Last side note, Anthony Jones did not get perfect attendance due to missing the last meeting. City of Gahanna Page 7 City Council Meeting Minutes July 18, 2016 Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner Renner said Daphne covered the last meeting very well and he is happy they are bringing the resolution forward regarding the charter schools. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg reported that they held Blue & Jazz Volunteer Appreciation Day picnic with close to 100 people in attendance. Ambassador training was continued due to lack of attendance and looking to schedule for weekend class. CVB has welcomed 14 tour groups, so word is getting out and people are coming to the City. Currently preparing for the bridal show in 3 weeks with new venues in town as bridal options. We have not yet received all invoices for Blues & Jazz Festival but will have an update after meeting in first week of Aug. Continuing to great feedback and look forward to improving again next year. M. OFFICIAL REPORTS: Mayor Mayor met with new school superintendent, Steve Barrett, on how to work collectively with the schools and the district regarding issues affecting all. Also, collaborating with Joe Stefanov to find potential efficiency gains and cost reductions. Economic Development news - Exclipse Corp. which was approved by Planning Commission for an 11 sq. ft. expansion. This business enhances images for branding and photography and are an impressive company. Additionally, there are two new medical buildings which were approved by Planning Commission. Currently, working on about 28 projects, which could retain over 830 jobs. The capital investment for these projects is around $56 million and these various projects will touch a number of different market segments. Have met 76 to 80 businesses in the community so far with more scheduled, including the CEO of AEP Ohio. Read letter of thanks to Police Dept. from Whitehall Chief of Police regarding their help with fireworks. City Attorney Not present. COUNCIL COMMENT Angelou said Larick brought up emotional issue (during the Innovation about the recent police officer shootings) which was also addressed 2 weeks ago. Prays that the political conventions have a change of issues. Thanked Larick for bringing up tragedy and the Gahanna Police Dept. so that all can be appreciative of what the local police do every day of the year. Clerk Banning was welcomed back by Schnetzer and others from being out on medical leave. O. EXECUTIVE SESSION - A motion was made by Leeseberg, seconded by Larick, to go into Executive Session under authority of Section 5.40(d) of the Council Rules of Procedure to prepare for, conduct or review negotiations or bargaining sessions with public employees concerning compensation or other terms and conditions of employment AND under authority of Section 5.40(a) to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee, official, licensee or regulated individual unless such public employee, official, licensee or regulated individual requests a public hearing AND under authority of Section 5.40(c) to confer with the City Attorney concerning disputes involving the City, and/or appointed or elected officials or employees, which are subject to pending or imminent court action. President Renner requested Abby Cochran and Jennifer Teal attend the Executive Session. Executive Session was held in the Committee Room.
