CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, September 19, 2016, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. Acting President of Council, Brian Larick, called the meeting to order at 7:00 p.m. Acting Vice President of Council, Karen Angelou, delivered an Invocation followed by the Pledge of Allegiance. ORD-0089-2016 TO AUTHORIZE AN AGREEMENT WITH CHIPPEWA BUILDING, LLC, FOR TAX ABATEMENT FOR A 2.957+/- ACRE VACANT LOT ON TAYLOR ROAD, PARCEL ID NO. 025-013633; PART OF COMMUNITY REINVESTMENT AREA #3. This Ordinance was Adopted on the Consent Agenda. Resolutions to Adopt on First Reading: RES-0026-2016 RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. REPRESENTATIVES: Community Improvement Corporation (CIC) - Renner/Larick No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou The commission met on 9/8/16, there was community spotlight on Opiate addiction; Rick Hodges was there to speak; as Director Hodges began to speak there was silence in chamber; Chief Murphy made us aware of epidemic and sent a book to McGregor and I called "Dreamland", which puts Columbus, OH in center. One of the most startling statistics was the amount of drug overdoses between 2012 and 2015: in 2012 was 75, 2013 were 84, 2014 were 503, and in 2015 were 1,155. Not only inner city overdoses, but everywhere; important City of Gahanna Page 5 City Council Meeting Minutes September 19, 2016 that we be on the lookout and make this known to as many people as we can; Peace Lutheran will have someone speaking there today to bring this out in the open; Nationwide was first ever hospital to have a child overdose. Authorized Executive Director to enter into an agreement with the United Way for $160,000 for a 2017 Emergency Healthy Homes Program; also a resolution to enter into contract with FTA (Federal Transit Administration) Section 5310 Funding; Summit on Sustainability is Friday, October 21. Providing handout to Council Office for transportation Safety Update; includes Top 5 intersection crashes in Gahanna: 5. E. Johnstown and 62, 4. N. Stygler and Agler, 3. Morrison and Rocky Fork, 2. Hamilton and 317, 1. Granville and 62 at Stygler. Top bike crash list, we are reasonably safe in Gahanna. Larick asked if those are injury crashes or just crashes; Angelou said she believes just crashes. Bd. of Education, Gahanna-Jefferson Public Schools - Larick/Renner No report. Convention & Visitors Bureau (CVB) - Leeseberg Larick said he will provide update for CVB; said they hosted more than 40 members for presentation at Barrel & Boar; was a presenter from California; also hosted an event called Gahanna Amplified; presentation about strengthening messages for business; presentation about how to harness social media for communications; more than 50 people from community; held 2nd CTA class of year on 9/1; included newest member Becky Whittington; Next CTA is 10/22 at Griffin Gallery; great opportunity to attend during weekend; hosted first wedding show in August; designed new rack card for wedding market; hosted group tour for visitors from Nashville; 1,200 welcome bags provided to participants in Gahanna Fall Open by Gahanna Soccer Association; out of town guests were guided to Gahanna area hotels; 2016 Holiday Lights Celebration will kick off Sunday, November 20 from 2-7pm at Creekside; other Holiday events will include Gingerbread contests on Sunday 11/13, Santa and Reindeer dash, holiday character breakfast; seeking volunteers, vendors, sponsors, by Oct. 23. City of Gahanna Page 6 City Council Meeting Minutes September 19, 2016 M. OFFICIAL REPORTS: Mayor Received letter from Government Finance Officers Association; panel of independent reviewers has awarded Gahanna distinguished budget presentation award for current fiscal year; highest recognition in governmental budgeting; Joann Bury, Finance Director has done a great job and is using new methods; wanted to congratulate her and thank her. Will be another event at Friday High school football game to recognize First responders; also want to recognize Niel Jurist and David Kusz for coordinating these events and the Distracted Driving event, want to thank them; ribbon cutting of Zulily, which promises to bring over 600 jobs to the city; made the Wall Street journal, Gahanna is on the map; also was an article in Business First about Intermedix, the company we talked about in Committee; 21 projects in pipe to retain over 700 jobs in addition to Zulily and Intermedix; want to give kudos to Steve Barrett the new Superintendent, he has a lot of energy, he is doing a great job with the business visits; we are at 100 visits. City Attorney Ewald said he would like to thank the first responders for their service; also would like to note that he has received community feedback about the great connections the Police Department has had with residents. N. COUNCIL COMMENT Metzbower wanted to reiterate that we have some of the best first responders; Mayor has done a great job with Zulily; congratulations to Joann. Schnetzer congratulated Joann as well, this is an official recognition of the City; a big thank you. McGregor thanked the Mayor for helping with the Gahanna Historical Society flea market; Parks & Recreation helped clean up the parking lot after; said was able to clean up a lot of grounds because the City came by to help clean up the brush and do some trimming; really appreciates that; Larick and his son helped clean up too; for the first responders you don't know how much you need them until something happens and my husband was wasn't able to breathe after being stung by bees; the dispatcher helped keep me calm and it was such a relief; they acted so quickly; thank you. Angelou thanked the Mayor, Niel, and David for the idea of City of Gahanna Page 7 City Council Meeting Minutes September 19, 2016 honoring first responders; to Ms. Bury it is wonderful to have kudos for the city; it is a wonderful what is happening in Finance; makes a difference to have a plan; wants to congratulate Mayor for bringing in business to the community; the amount of work that is being done for the city is terrific; also Ms. Becky Kneeland is doing a great job with you. Larick said efforts to bring in expansion of Zulily and bringing in big businesses is great; we have set a high bar for others to match thanks to Joann; glad to be a part of Historical Society and remember the past.
