CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, October 6, 2017, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on October 3, 2017. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS - Joseph Cordiano, 111 Nob Hill Dr. North spoke about streets and curbs; talked to City Engineer and it could be another 4 or 5 years to fix the problems; he understands the Detroit Street Program; his street may not rate low enough; there is concrete under the street; curbs are the original curbs; concrete exposed to this weather; submitted pictures of the problems with street and curbs; no money spent on his neighborhood; they pay their taxes and take care of their neighborhood; he'd think there is no such thing as a Detroit Style Street; $300K or $400k homes not getting streets repaired; he requested Council to consider these repairs during budget; maybe even just the curbs; he would like a resolution to this problem; the neighborhood is starting to go downhill; he realizes it takes huge chunks of money to fix their problems; would like some help; City of Gahanna Page 1 City Council Meeting Minutes November 6, 2017 he thanked Council for their time. Tom Keyes, 103 Nob Hill Dr. North, thanked Councilman Schnetzer for meeting with neighborhood on this matter; his neighborhood is starting to fall in disrepair; harder to sell house when driveways, roadway and curbs need repaired; he knows it takes money; Council needs to consider where they are going to get resources for our community for the upkeep. Brenda Hoffman, 279 Highmeadow Dr., currently sidewalks are a problem; confronted with permits that need to be filled out; retaliation for installing fence; neighbor called zoning and compliance; she was fixing her own sidewalk; comes from a farm and has put in 3 sidewalks on her own; proficient in pouring sidewalks; neighbors do not want their fence, so they had the cost to replace the sidewalk; it was very expensive; Brian Reynolds said he is not going to play tit for tat with neighbors; no reason the City can't have rotational survey; identify areas that need repaired; she has no problem with paying for education and getting volunteers to pour sidewalks; it is simple and easy to fix these sidewalks; there has to be a better program; get sidewalks away from zoning compliance to use it as retaliatory means against neighbors; no other community in central Ohio has these types of problems. - School Board Update D. ORD-0072-2017 TO AUTHORIZE THE MAYOR TO PROVIDE CONSENT LEGISLATION TO THE OHIO DEPARTMENT OF TRANSPIRATION (ODOT) FOR DO6 GUARDRAIL END TREATMENTS FY18, PID 104166, TO ALLOW THEM TO REPLACE GUARDRAIL END TREATMENTS ON HAMILTON ROAD IN THE VICINITY OF I-270; AND TO DECLARE AN EMERGENCY. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Leeseberg said the next meeting is November 21. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou reported the meeting is next Thurs at 1:30; Summit on Sustainability is November 14. Gahanna-Jefferson Board of Education - Metzbower Metzbower stated the School Board will be this Thursday at 5:30; will be starting earlier do to a conflict. City of Gahanna Page 5 City Council Meeting Minutes November 6, 2017 Convention & Visitors Bureau (CVB) - Renner No report. M. OFFICIAL REPORTS: Mayor Not present. City Attorney Ewald said please take time to vote. N. COUNCIL COMMENT Larick said bonded $4mil to replace streets; not just over lay; talked to City Engineer about roads overall; backlog and their current condition; what would it cost to get up to 75% rating; not including Detroit Streets; not minimizing program; he lives on street built in 1993; 11 to be resurfaced; need to have many conversations on this matter; he had similar conversations about sidewalks with options and possibilities; continue to evaluate options out there; will include input; came to his attention over the weekend on leadership; need to lead in a very positive way; study who you are voting for; bring leaders to the table; take time to vote. Schnetzer thanked the speakers for their time; will continue to work on this issue. All other members concurred; please vote. Renner thanked speakers for attending tonight; realizes streets and curbs are an issue in the City. Angelou thanked speakers for their time; will take into consideration the issues raised; it takes money. Mr. Cordiano asked why they do not issue another bond; they said they did; cash flow of repayment is issue. O. EXECUTIVE SESSION City of Gahanna Page 6 City Council Meeting Minutes November 6, 2017 A motion was made by Metzbower, seconded by Schnetzer, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing. President Larick requested just Council attend the Executive Session. Executive Session was held in the Law Library. Council rose to Executive Session at 7:20 p.m. Council rose to report from Executive Session at 8:24 p.m. with no action taken.
