CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, February 5, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Jamie Leeseberg delivered an Invocation followed by the Pledge of Allegiance led by Officer Dean Blamer. RES-0002-2018 TO HONOR AND COMMEND OFFICER DEAN BLAMER FOR TWENTY-EIGHT YEARS OF DISTINGUISHED SERVICE TO THE CITIZENS OF THE COMMUNITY OF THE CITY OF GAHANNA. Council honored Officer Blamer. PROCLAMATION FROM THE MAYOR TO OFFICER DEAN BLAMER Mayor presented a proclamation for his service; Chief Spence presented Officer Blamer with the American flag. Angelou presented Rev. Nilsen with a resolution for his service to the church and community. - School Board Update None. D. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Ordinances - To Be Introduced and Assigned to Committee: ORD-0006-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO AGREEMENT WITH MODERN OFFICE METHODS, DBA MODERN LEASING, TO RECEIVE SERVICE AND LEASE MULTI-FUNCTION COPY, PRINT, FAX, SCAN MACHINES; AND TO TRANSFER FUNDS IN THE AMOUNT OF $45,240 TO COVER THE HEREIN COSTS. This Ordinance was introduced. ORD-0007-2018 TO AUTHORIZE THE MAYOR TO ENTER INTO A WORKING AGREEMENT WITH FRANKLIN SOIL AND WATER CONSERVATION DISTRICT (FSWCD) FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT. This Ordinance was introduced. This Resolution was Adopted on the Consent Agenda. RES-0003-2018 TO HONOR AND COMMEND REVEREND DOCTOR KAI MARK NILSEN FOR TWENTY-FIVE YEARS OF EXEMPLARY SERVICE TO PEACE LUTHERAN CHURCH AND THE GAHANNA COMMUNITY. This Resolution was Adopted on the Consent Agenda. Motion Resolutions: MR-0005-2018 TO TRANSFER APPROPRIATIONS IN THE AMOUNT OF $19,885 FROM VARIOUS ACCOUNTS TO ACCOUNT NO. 101.211.5249, HR CONTRACT SERVICES, FOR THE POLICE DEPARTMENT STAFFING STUDY; SAID TRANSFER AMOUNTS IN ATTACHED REPORT. This Motion Resolution was Approved on the Consent Agenda. MR-0006-2018 PERMISSION TO BID THE BIG WALNUT TRAIL SECTION 4& MCKENNA CREEK RESTORATION. This Motion Resolution was Approved on the Consent Agenda. MR-0007-2018 PERMISSION TO BID THE 2018 CCTV & SANITARY SEWER CLEANING PROJECT. This Motion Resolution was Approved on the Consent Agenda. MR-0008-2018 PERMISSION TO BID 2018 SEWER REHAB PROJECT. This Motion Resolution was Approved on the Consent Agenda. MR-0009-2018 PERMISSION TO BID THE POOL LINER. This Motion Resolution was Approved on the Consent Agenda. MR-0010-2018 PERMISSION TO BID THE WARD 1 PARK DEVELOPMENT. City of Gahanna Page 3 City Council Meeting Minutes February 5, 2018 This Motion Resolution was Approved on the Consent Agenda. Approval of the Consent Agenda A motion was made by Metzbower, seconded by Renner, to approve the Consent Agenda. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor End of the Consent Agenda F. PUBLIC HEARINGS: None. G. COMMITTEE UPDATES Leeseberg said on Monday went through code changes, a few coming to committee next week, with the rest to follow. H. CORRESPONDENCE AND ACTIONS: Clerk None. Council None. I. SECOND READING OF ORDINANCES: Public Hearings Held 1/16/2018 ORD-0001-2018 TO REZONE 6.6+/- ACRES OF PROPERTY SINGLE FAMILY RESIDENTIAL (SF-3); SAID PROPERTY LOCATED AT 4207 CLOTTS ROAD; CURRENT ZONING ESTATE RESIDENTIAL (ER-2); PINNACLE POINTE VILLAGE; DOUG MADDY, APPLICANT. Metzbower said would formally move for motion that commercial component be removed from zoning request and consider at later time; Larick confirmed. City Attorney Ewald said applicant and his attorney are present and agree to remove commercial portion from the application and will move forward with the recommendation from Planning Commission. Mcgregor asked for clarification on acreage of property after amendments to application. Schnetzer said beneficial to talk about history of how we were presented City of Gahanna Page 4 City Council Meeting Minutes February 5, 2018 with zoning request; In October 2016 there was rezoning request for corner parcel of Clotts and Johnstown Roads for 2 +/- acres; at time expressed concerns due to what was perceived as limited future development; for surrounding parcels members cited concerns then; property could be used as commercial and may be a better use; found it difficult to support present zoning request. Mcgregor said wants to express concerns with age targeted use for property; not actual restrictions for age; concerned with rezoning for a specific project and then the project may change; also concerned with flood plain lines; residents would have to obtain flood insurance at high cost. A motion was made by Metzbower, seconded by Renner, that the Ordinance was Amended by Substitution. The motion carried by the following vote: Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor A motion was made by Metzbower, seconded by Renner, that the Ordinance was Adopted as Amended. The motion carried by the following vote: Yes: 5- Angelou, Leeseberg, Renner, Larick and Metzbower No: 2- Schnetzer and McGregor ORD-0002-2018 TO GRANT A VARIANCE TO SECTIONS 1108.01 - GENERAL REQUIREMENTS, 1109.02 - STREETS, 1143.07 - REQUIRED LOT AREA, 1143.08 - YARD REQUIREMENTS, AND 1197.05 - CERTIFICATE OF APPROPRIATENESS REQUIRED; OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA; FOR PROPERTY LOCATED AT 4207 CLOTTS ROAD; PARCEL ID NO. 025-001877; PINNACLE POINTE VILLAS; DOUG MADDY, APPLICANT. Angelou asked if variances are in the commercial area; Michael Blackford confirmed no. Schnetzer said considering prior ordinances, an argument could be made that they are slightly more restrictive and wants to be consistent; for the record will not support. A motion was made by Leeseberg, seconded by Metzbower, that the Ordinance was Adopted. The motion carried by the following vote: Yes: 5- Angelou, Leeseberg, Renner, Larick and Metzbower No: 2- Schnetzer and McGregor ORD-0003-2018 TO REZONE 5.7316+/- ACRES OF PROPERTY TO SUBURBAN OFFICE (SO); SAID PROPERTY LOCATED AT 748 AND 760 TAYLOR ROAD; PARCEL ID NO. 025-003911 AND 025-003928; TRILOGY; City of Gahanna Page 5 City Council Meeting Minutes February 5, 2018 ROSS OBERHAUSEN, APPLICANT. Larick said recently had opportunity to meet with administration and residents and would like to have more conversation so requesting of fellow Council Members to postpone for two more weeks. Applicant agreed to waive 90 day requirement; Ewald said Council must take action within 90 days of Planning Commission recommendation or extend additional 60 days beyond but no allowance for waiver; Council has mandatory requirement to take action. A motion was made by Metzbower, seconded by Angelou, to postpone to date certain: February 19, 2018 and February 12, 2018 Committee of the Whole for discussion. Motion caried. Yes: 7- Angelou, Leeseberg, Renner, Schnetzer, Larick, Metzbower and McGregor J. FIRST READING OF ORDINANCES: None. K. RESOLUTIONS/MOTION RESOLUTIONS: None. L. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg Groundhog Day Breakfast was last Friday; speaker was from Cleveland Fed; well attended; economic forecast looked pretty good for 2018. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Not meeting this month; will be leaving Nominating Committee for Elective Committee; going to forum at Columbus Country Club on Trust. Gahanna-Jefferson Board of Education - Metzbower As indicated at last update, School Board was going to be voting on the 25th for levy ballot; did vote to bring that issue to May 8th election; encourages everyone to read well written article in Rocky Fork Enterprise; will be hearing a lot more about that as the election approaches. Convention & Visitors Bureau (CVB) - Renner Entering travel show season; Herbal Adventure Family and Fun pass starting up; annual breakfast meeting is on Feb. 27 with Roger Brooks presenting; tourism awards will be presented and tickets available online; City of Gahanna Page 6 City Council Meeting Minutes February 5, 2018 Tourism Ambassador program starts back up Thurs. April 5, anyone interested should contact CVB; coming in June is annual Blues and Jazz festival; will be celebrating anniversary; members of planning committee have started targeting nationally; lineup will include a Grammy winner. M. OFFICIAL REPORTS: Mayor Business visitation program started with in 2016 has started for this year; met with 13 businesses; Flea Market will be moved back into the Creekside area for 2018; Gahanna Historical Society has worked hard to coordinate this. City Attorney Thanked Angelou for presenting Rev. Nilsen with Resolution because the church has been instrumental in community; exceptional amount of outreach to the community. N. COUNCIL COMMENT Metzbower echoed comments; thanked McGregor and complimented her for presentation to Chinese exchange student visit to city hall, she was very engaging; congratulated CIC on another great breakfast event. Renner also wanted to thank Officer Blamer for his hard work; 2012 Chinese student exchange program started and my children were a part of this; glad to hear this is still going strong. Schnetzer said wanted to follow up regarding item G., wanted to recap that land use plan was presented; everyone involved in Groundhog Day breakfast did a great job. McGregor said did have a great time with students, only realized half way through that the students were not of high school age but of middle school age and took language skill level into consideration and tried to slow down a bit; students seemed to have a good time; appreciates City’s help with moving Flea Market back to Olde Gahanna, had a volunteer approach and requested to help if it could be moved; been updating Lily Stone bed and breakfast; has a visitor from Canada; thanked Officer Blamer. Angelou said it is nice to see how emotional Officer Blamer is because that goes to show how much the City means to him; we are all so blessed to be in this community, so many wonderful things happening.
