CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, December 3, 2018, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Brian D. Larick, called the meeting to order at 7:00 p.m. Vice President of Council, Jamie Leeseberg, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on November 30, 2018. Present 7 - Karen J. Angelou, Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Brian Metzbower, and Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. None. C. HEARING OF VISITORS. President Larick stated that visitors will have 3 minutes to speak; stated that there is a portion of the meeting which will have allotted time to speak on the Budget; also explained that there will be an Executive Session during the meeting, and will have a Finance Committee Meeting following. Larick called for speakers. Jeannie Hoffman, 708 Waybaugh Dr.; regarding Lean Gahanna, have not seen any recent updates on the website; seems like a good place for a lot of savings; don’t know how many departments had been trained, but somewhere around 21% of full time staff had been trained according to the website; hopes that is being taken into consideration for future savings. PUBLIC HEARING: ORD-0099-2018 TO MAKE APPROPRIATIONS FOR CURRENT EXPENSES AND City of Gahanna Page 4 City Council Meeting Minutes December 3, 2018 OTHER EXPENDITURES OF THE CITY OF GAHANNA, OHIO DURING THE FISCAL YEAR 2019. Chris Schuett, 225 Stonegate Circle; stated he is a resident who moved to Gahanna in 2007 to start a family; stated there was a marginal difference of less than 1 percent for and against vote; 49% of residents voted for tax increase; good time to continue the budget discussion and understand the no votes; would like to see community stay involved; as a Gahanna small business owner, initially wanted to vote no due to increased cost to him; after research and conversation, changed mind and voted yes; some may have voted no due to tax lawsuit; believes they are two separate things; tax lawsuit stemmed from 1980s; does not believe a settlement would have made this issue go away; if 5% of residents would show up, would have over 700 people here tonight; goal for new year is to BE GAHANNA; make an effort to get involved and treat elected officials as a team, not opponents; looking forward to a fantastic 2019. Mike Hroncich, 775 Gulf Stream Ct.; will be speaking on additions, subtractions, and general comments on the budget; Gahanna has asked for feedback on the budget, submitted in October; will base discussion on that version; for Parks & Rec., increase fees from 2% to 15% to add over $184,000 in revenue; could advertise on pool fences; could add another level of safety; could increase stormwater to 12% to offset capital project costs; between those two items, increases the deficit by more than $300,000; for engineering salaries, have a hiring freeze; would decrease by $230,000; Walnut Street rebuild is a priority 2 project and should be put on hold; would decrease by $195,000; for Parks & Recreation salaries, there was an increase from 2018 to 2019 of $250,000; cost of living raise of 2.5% amounts to only $80,000; confused by decrease because there was a smaller head count however the increases for one supervisor was $50,000; suggestion is that if the significant increase is due to a higher head count, then also have a hiring freeze; would decrease by another $175,000; finally, for legal salaries, would recommend keeping the paralegal position part time instead of moving full time; would increase by $50,000 otherwise; this would get the City within $400+ of the balance; tax lawsuit impact includes liability insurance of $5 million; is the full amount allowed to be applied if Gahanna is forced to pay entire $13.9 million for suit; how much would future premiums go up; does the fund have to be replenished and if so, to what amount; what are the plans to account for the worst case scenario for 2019 budget; if you know a big expense is coming then you must plan for it. Thanked the speakers for their input; stated this is the most challenging Budget in his tenure here; and discussion is critical. President Larick called for comments from Council. McGregor stated that anyone can send emails with ideas if not comfortable speaking in person; said to email council@gahanna.gov, it goes to all 7 members. Angelou thanked everyone for coming; will have another discussion in 2 weeks. Metzbower thanked those who have come and believes it has been productive. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated the Executive Meeting is this Thursday, and the final City of Gahanna Page 6 City Council Meeting Minutes December 3, 2018 meeting for the year is next week. Gahanna-Jefferson Board of Education - Metzbower Nothing to report. Convention & Visitors Bureau (CVB) - Renner Renner highlighted the Holiday Lights event; was a great event; more than 35 business supported the event with sponsorships; more than 50 businesses provided activities and held open houses; 57 volunteers shared time and talents. M. OFFICIAL REPORTS: Mayor Mayor Kneeland thanked everyone for coming out; big crowd; McGregor talked about how to get in touch with Council; if anyone wants to reach out to administration, please contact mayor@gahanna.gov. City Attorney Ewald said there were a lot of questions about the tax lawsuit; reminded everyone that they might be members of the class and so he is unable to speak with anyone without legal representation present. Addressed Mr. Hroncich; stated that he had already asked 2 weeks ago to change the paralegal position back to part time; appreciates his comments. N. COUNCIL COMMENT Metzbower thanked everyone for coming out and providing input. Angelou said she felt Veteran’s Day was a wonderful event and it filled her with pride to see all the veterans who were there; sat behind a 95 year old man who was determined to stand. Holiday Lights was a great event; was there doing letters for Santa; the Children were darling; it was a home town event. Thanked all instrumentalists who were there. It was Gahanna at its best. McGregor said she’s a member of Central Ohio Birders Facebook page, and recently posted a photo of a blue jay that had caught a snake in its mouth; the people who commented had never seen such a thing; thought that was a topic of interest. Renner thanked City of Gahanna Page 7 City Council Meeting Minutes December 3, 2018 everyone for coming and hopes all engage; will hold office hours for West Side at Tim Horton’s on Saturdays, and at schools; begging for input. Schnetzer thanked all for attending; can receive phone calls as well; have met with residents in homes as well; always happy to engage. Leeseberg said he echoes colleagues’ comments; said regarding Blue Jays, is aware they are hoarders. Larick said there will be an Executive Session, but it will be maxed at 25 minutes. O. EXECUTIVE SESSION - to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. A motion was made by Metzbower, seconded by Leeseberg, to go into Executive Session under authority of Section 5.40(a) of the Council Rules of Procedure to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing AND under authority of Section 5.40(c) of the Council Rules of Procedure to confer with the City Attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. Council rose to Executive Session at 7:29 p.m. Council rose to report from Executive Session at 7:57 p.m., but recessed until the Finance Committee adjourned.
