A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call
Gahanna City Council met in Regular Session on Monday, December 2, 2019,
in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio.
President of Council, Brian Metzbower, called the meeting to order at 7:00 p.m.
Vice President of Council, Stephen Renner, delivered an Invocation followed
by the Pledge of Allegiance led by Girl Scout Troop 7098. Agenda for this
meeting was published on November 27, 2019.

C. HEARING OF VISITORS.
Rebecca McBride-Smith, 307 Rivers End Road said she and her
husband settled in Gahanna because it was close to work and they found
a house they liked. She shared that she didn't feel that she had a
connection with the City until she saw signs about 2 years ago for an Arts
Council event called Ignite. She said she stayed in Gahanna that night
and learned at that event that, even if you don't consider you're an artist,
we all do things that are incredibly creative every day, even if it is cooking
for your family. That night at Ignite was when she began to feel a stronger
sense of place in Gahanna. She said that the arts aren't what we do but
how we do it and that she loves that the GAAC exists for the community
and celebrates everyone in it, not just artists. They believe anyone can
have a meaningful connection to the arts. She feels that she is a more
thoughtful and engaged member of the community because of her

involvement with the Arts Council. She continued, 2 years ago, she got
off the couch and went to an Art's Council event and that one night
transformed her entire experience of living in Gahanna but the great thing
is that if the community decides to support the arts, anyone can have the
experience she had which is a powerful thing. It can change people's
lives and transform the City of Gahanna.

F. PUBLIC HEARINGS:
ORD-0101-2019 AN ORDINANCE TO MAKE APPROPRIATIONS FOR CURRENT
EXPENSES AND OTHER EXPENDITURES OF THE CITY OF
GAHANNA, OHIO DURING THE FISCAL YEAR 2020.
Jeannie Hoffman, 708 Waybaugh Dr asked if they could find a little bit of
a cut somewhere to add some funding for the Arts. She said it was a
hard one for me and she knows it's not a basic government services,
which is what she is all about, but maybe the bed tax or maybe the CIC
would be appropriate to find a few dollars for them.
G. MOTION RESOLUTIONS
MR-0040-2019 MOTION RESOLUTION TO REFER THE VACATION OF NORTH
STREET AND PUBLIC RIGHT OF WAYS TO THE DECEMBER 18,
2019 PLANNING COMMISSION.
Mr. Schnetzer asked Mr. Ewald about comments surrounding when the
clock for Planning Commission starts. He asked if a week ago if it was
sufficient time because it wasn't seen that way a week ago.
Mr. Ewald replied that it is from the date of the referral so, 90 days from
tonight and that the applicant changed their mind.

Community Improvement Corporation (CIC) - Larick
Mr. Larick said the next meeting will be the third Tuesday of the month.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Mrs. Angelou said that the Executive Board meets Thursday and the next
Commission meeting is a week from Thursday.

Convention & Visitors Bureau (CVB) - Schnetzer
Mr. Schnetzer presented: The Herb Center created marketing materials
for “Visits with Santa” scheduled for Saturdays, Dec. 7 and 14, from 9am
to 1 pm at the Ohio Herb Center. The CVB Preparing for Visit
Gahanna’s Holiday Character Breakfast, scheduled for this Sat., Dec. 7.
The Breakfast will be held at New Life Church on Stygler Rd. The
9:30am seating is sold out; however, seats remain for the 8:15 and
10:45am seatings. Visit Gahanna is excited to be showcasing its new
partnership with the Gahanna Lincoln High School Drama Dept., who will
be performing portions of its recent Fall Play, “The Lion, the Witch & the
Wardrobe.” The event includes crafts and activities, story time with the
Gahanna Branch of the Cols Metro Library, a delicious pancake
breakfast, costumed characters, and an opportunity to meet with Santa .
For tickets, go to visitgahannna.com. Finalized plans to present the Holly
Jolly Holiday Train, to be held weekly every Saturday, Dec. 7 - Jan. 4
from 4 to 6 pm at Creekside. Thanks to Tina Wedebrook of ReMax
Connection and 10 additional sponsors who are supporting this effort,
designed to draw foot traffic and visitors to the Creekside area during the
holiday season.

K. COUNCIL COMMENT
Mrs. Angelou said that she brought with her the Columbus CEO
magazine and in the one article there were 4 CEOs and each one of
them had a connection with the City of Gahanna which she thought it was
pretty admirable to have that connection. She just thought it was an
amazing thing to see and for the community. She also brought the article
about first floor retail space being hard to fill. Lastly she said she had a
wonderful Thanksgiving and Saturday with OSU beating Michigan.
Holiday Lights was just amazing. It was so crowded, packed and home

town-ish.
Mr. Larick agreed that Holiday Lights was amazing.
Mrs. McGregor said that Bunnie Geroux passed away and at the funeral
home, her daughter said that she was such a pioneer and had such a
personality. She was the first woman to run for Mayor and only lost by
about 100 votes, that was probably in the late 60s, early 70s and she
dogged Joann Davidson until she got us designated as the Herb Capital
of Ohio which took a lot of work. She started the Herb Education Center
and was just a wonderful friend.
Mr. Metzbower said that Holliday Lights was another amazing event, the
energy and spirit, it just doesn't feel like the holiday until the tree lighting.
Congratulations to all of those that put that together.
