CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Tuesday, January 21, 2020, in Council Chambers of City Hall, 200 South Hamilton Road, Gahanna, Ohio. President of Council, Jamie Leeseberg called the meeting to order at 7:00 p.m. The Rev. Joel King, Jr., delivered an Invocation followed by the Pledge of Allegiance led by Boy Scouts Troop 982 . DAY AND TO RECOGNIZE REV. JOEL L. KING, JR. President of Council Jamie Leeseberg read the Resolution into the minutes and presented it Reverend Joel L. King, Jr. A motion was made by Renner, seconded by Larick, that the Resolution be Adopted.. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. INTRODUCTIONS AND ASSIGNMENT TO COMMITTEE: Mr. Larick introduced the items in Section E. CORRESPONDENCE AND ACTIONS: Clerk 2020-013 Mayors Court Monthly Report: December 2019 The Clerk read the December 2019 Clerk of Court Report into the minutes. Council None City of Gahanna Page 3 City Council Meeting Minutes January 21, 2020 H. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick stated that Betty Collins was elected President, Jodi Carter elected Vice President, George Mruss elected Secretary and Jeff Kessler elected Treasurer for the CIC at it's organizational meeting. Main point of discussion was re-focusing efforts on the role and purpose of the CIC, bylaws and good clean effective organization to support the City. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou stated that they did not have any January meetings. Executive Committee is the first Thursday in February and the second Thursday is the Commission. Convention & Visitors Bureau (CVB) - Leeseberg Mr. Leeseberg reported that the Board of Directors of Visit Gahanna is pleased to welcome Lori Kappes as the new Director of the Bureau. Ms. Kappes comes to the position with more than 20 years of experience in the Ohio tourism industry, most recently holding the position of Marketing & Communications Specialist for the Zanesville-Muskingum County Convention & Visitors Bureau and Chamber of Commerce. Today marks her first day in her new role. With only two staff people on board in early January, the Visit Gahanna staff: -Represented Gahanna with more than 100 tourism partners at the American Bus Association trade show in Omaha, NE, meeting with dozens of tour operators from across the nation -Created new marketing materials for Visit Gahanna’s 2020 ad campaign, to be included in upcoming travel publications -Created and placed advertisements for both Gahanna and the 2020 Creekside Blues & Jazz Festival, marketing the City as a visitor destination -Developed new and expanded programming for the Ohio Herb Center’s winter classes and creating social media and website marketing materials to promote the Center’s offerings -Continued preparations for #2020CBJF, including finalizing vendor applications and musician lineups School Board (SB) - Schnetzer: No report City of Gahanna Page 4 City Council Meeting Minutes January 21, 2020 I. OFFICIAL REPORTS: Mayor: No report City Attorney: No report J. COUNCIL COMMENT Mrs. Angelou thanked Mr. King for coming and for his contribution to Gahanna. She also thanked Leslee for her 20 + years of service with the Chamber and wished her all the best. Mr. Renner thanked Reverend King for delivering a beautiful invocation and thanked him for his service to the community. He also thanked Leslee for her service and congratulations on her retirement. Ms. Bowers thanked Leslee Blake for her service to the community. She said that she attended the annual luncheon and heard the CEO of Pelatonia speak about communities. She read part of "Letter from a Birmingham Jail" by Dr. Martin Luther King, Jr. that was specifically about communities and how it ties us all together: “Moreover, I am cognizant of the interrelatedness of all communities and states. I cannot sit idly by in Atlanta and not be concerned about what happens in Birmingham. Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny . Whatever affects one directly, affects all indirectly. Never again can we afford to live with the narrow, provincial "outside agitator" idea. Anyone who lives inside the United States can never be considered an outsider anywhere within its bounds.” April, 1963. She thanked Reverend King for his service to the community. Mr. Larick thanked Reverend King and Leslee Blake for their service to the community. Mr. Schnetzer said that a recent investment newsletter focused on the legacy of Dr. Martin Luther King, Jr. It highlighted a sermon delivered on February 4th, 1968 to the Ebenezer Baptist Church in Atlanta, Georgia titled "The Drum Major Instinct". He encouraged members of the audience and Council to listen or read the sermon and believes there is a lesson there for all of us even today, 52 years later. Mrs. McGregor thanked Reverend King for his service to the Gahanna Police Department and other agencies as well as the churches he served City of Gahanna Page 5 City Council Meeting Minutes January 21, 2020 in. She thanked Leslee for her years of service with the Chamber. She recognized that Jerry Isler, former Finance Director, passed away. He served the City for over 20 years. Mr. Leeseberg thanked the Boy Scouts that helped with the Pledge of Allegiance, Reverend King for his service to the community and Ms. Blake for her service with the Chamber. K. EXECUTIVE SESSION: to go into Executive Session under authority of ORC 121.22 (G)(1) To consider the appointment of a public employee or official and 121.22 (G)(4) Preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Motion to Enter Executive Session by Renner, Seconded by Schnetzer. Council entered executive session at 7:25 p.m. Council Reconvened at 7:55 p.m. Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers L.
