CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in Regular Session on Monday, May 18, 2020, online via Microsoft Teams. President of Council, Jamie Leeseberg, called the meeting to order at 7:00 p.m. Vice President of Council, Nancy McGregor, delivered an Invocation followed by the Pledge of Allegiance. RESOLUTIONS RES-007-2020 RESOLUTION TO DECLARE MAY, 2020 MATERNAL MENTAL HEALTH MONTH IN THE CITY OF GAHANNA, OHIO. A motion was made by Renner that the Resolution be Adopted. Second by Angelou. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers E. ORDINANCES FOR INTRODUCTION / FIRST READING: Mr. Larick introduced the items in Section E. ORD-047-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF GAHANNA, OHIO: Amending Section 529.07 Open Container Prohibited of Chapter 529 Liquor Control This item was introduced. City of Gahanna Page 2 City Council Meeting Minutes May 18, 2020 ORD-048-2020 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Federal Law Enforcement Trust Fund This item was introduced. F. ORDINANCES FOR SECOND READING / ADOPTION: ORD-026-2020 ORDINANCE TO AMEND THE CODE OF ORDINANCES OF THE CITY OF GAHANNA, OHIO: Amending Section 151.03 Administration Chapter 151 Department of Parks and Recreation. A motion was made by Renner that the Ordinance be Adopted. Second by Schnetzer. The motion carried by the following vote: ORD-040-2020 ORDINANCE AUTHORIZING AN AGREEMENT WITH WAREHOUSE SPECIALISTS LLC, FOR TAX ABATEMENT FOR PROPERTY LOCATED AT 650 TAYLOR STATION ROAD; PARCEL ID NO. 025-013386; FOR A PERIOD OF TEN YEARS, FOR ONE HUNDRED PERCENT TAX ABATEMENT ON THE INCREASED VALUE OF THE PROPERTY; PART OF COMMUNITY REINVESTMENT AREA #1. A motion was made by Larick that the Ordinance be Adopted. Second by Renner. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers G. CORRESPONDENCE AND ACTIONS: Clerk None Council None H. REPRESENTATIVES: Community Improvement Corporation (CIC) - Larick Mr. Larick stated CIC is having a video conference meeting this Thursday. City of Gahanna Page 3 City Council Meeting Minutes May 18, 2020 Mid-Ohio Regional Planning Commission (MORPC) - Angelou Mrs. Angelou shared her MORPC report which included attachments that have been added to the minutes as report 2020-090. 2020-090 MORPC Report - Karen Angelou Convention & Visitors Bureau (CVB) - Leeseberg CVB Initiatives: Hosted a successful celebration of National Tourism Week with contests each day on social media. We reached over 5600 people and engaged 738 people during the week of May 3-9 The CVB also presented Herb’n Restaurant Week - carryout style - May 3-9 Working with Herbal Cocktail Trail partners on the summer drink menu to be released June 15. Sending Visitors Guides and other Gahanna materials to people who have requested information - we had over 50 requests in the last two months. Herb Center Initiatives: The Herb Center participated in our National Tourism Week promotions by offering contests on social media as well. Their posts reached over 1700 people, engaging 265 Mother’s Day Gift Bundles were well received with over $250+ sold. The plan is to continue offering pre-wrapped gift packages for people to purchase at the Ohio Herb Center as an easy gift solution. Summer classes will be offered beginning at the end of June. Attendance size will be limited for the safety of the participants. School Board (SB) - Schnetzer No report. I. OFFICIAL REPORTS: Mayor The Mayor's report is attached as item 2020-087. Mayor Jadwin thanked Mr. Renner for presenting the POEM Resolution to bring awareness to maternal mental health. 2020-087 Mayor's Report/Proclamation City of Gahanna Page 4 City Council Meeting Minutes May 18, 2020 City Attorney City Attorney Ray Mularski updated Council on three case updates. An appeal was filed on the Ohio Municipal Joint Insurance case. Speedway Transportation filed an appeal on their case, in regards to a towing contract. Access Ohio filed an appeal regarding a variance. Planning Commission said yes, they were eligible for a variance, a judge said that they were not eligible for the variance. J. COUNCIL COMMENT Mr. Renner thanked Council members for adopting the Maternal Mental Health Month Resolution. He thanked the Mayor for recognizing National Public Works week and recognizing the 2020 High School Seniors. He urges people to read the daily reports on COVID-19 data. Mrs. Angelou invited anyone that would like to attend MORPC meetings on Tuesdays from 4-5pm. Ms. Bowers said she was looking forward to getting back to in person meetings. She shared that it is also National EMS week and she wanted to recognize Mifflin and Jefferson Fire and all regional EMS. She got a question in regards to agricultural legislation and said that she would be happy to answer questions. She encouraged people to get a COVID Antibody test. Congratulations to the 2020 Seniors. Mr. Larick said that he has had an opportunity to speak to folks regarding economic development in the city. Mr. Schnetzer thanked Stephanie Ferrell and the City Forrester for information on the Memorial Tree Program. They helped him select a location and a tree species, in his case a Black Tupelo tree that is a native tree with bright foliage in the fall. Mrs. McGregor thanked teachers that have been making things special for students. They placed signs in the yards of the graduating seniors- who were excited to see them. Mr. Leeseberg congratulated the class of 2020. He added that this will make everyone stronger on the other side. K.
