CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in virtual session on Monday, April 2, 2021, via Microsoft TEAMS. President of Council, Larick, called the meeting to order at 7:00 p.m. Vice President of Council, McGregor, delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on April 2, 2021. Present 7 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Nancy R. McGregor, Karen J. Angelou, and Merisa Bowers B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Motion to amend the agenda to add Resolution 0010-2021 by Bowers, Seconded by Angelou. The Motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers C. HEARING OF VISITORS. None D. CONSENT AGENDA: 1. Minutes - To Approve: City of Gahanna Page 1 City Council Meeting Minutes April 5, 2021 2021-0055 Meeting Minutes for Approval Minutes approved on consent. 2. Resolutions: a. RES-0008-2021 A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS AMONG VARIOUS ACCOUNTS. This item adopted on the consent agenda. b. RES-0009-2021 A RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS AMONG VARIOUS ACCOUNTS. This item adopted on the consent agenda. End of/Pass Consent Agenda A motion was made by Leeseberg, seconded by Schnetzer to Pass the Consent Agenda. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers RESOLUTION: RES-0010-2021 Resolution of the Council of the City of Gahanna in Recognition and Appreciation of the Service of Clerk of Council April Beggerow. Each council member expressed their appreciation of Beggerow's service to the city. Leeseberg thanked her for helping him get through his first year as Council President, and said she was respected by her colleagues in the field. Angelou thanked Merisa for putting the resolution together; stated that Beggerow brought a new view of clerkism to the city; hopes she enjoyed her time here; best wishes. McGregor thanked her for her friendship; will miss talking about wildlife with her; Larick and Schnetzer wished her well. Renner said he has enjoyed her wit and love of nature; she is multi-talented and brought so much to the city. Jadwin extended her congratulations and thanked her for helping adjust when she became the mayor; has brought knowledge and support; was a trooper throughout COVID; wished her the best in her new job. Beggerow thanked them all, said she appreciates all of them and that it was a great run; this is her home and she will miss it, but will keep in touch. A motion was made by Leeseberg, seconded by Renner, that the Resolution be Adopted. ORD-0014-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH STRAWSER PAVING COMPANY, INC., FOR THE 2021 RESIDENTIAL STREET PROGRAM ST-1075. This item was introduced. b. ORD-0015-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH VORTEX FOR THE EQUIPMENT PURCHASE OF A SPLASH PAD AT GAHANNA SWIMMING POOL. This item was introduced. c. ORD-0018-2021 AN ORDINANCE AUTH O R I Z I N G A SUPPLEMENTAL APPROPRIATION - Federal Law Enforcement Trust Fund. This item was introduced. d. ORD-0019-2021 AN ORDINANCE DETERMINING TO PROCEED WITH THE ASSESSMENT PROCESS FOR CERTAIN REAL ESTATE FOR SANITARY SERVICES FOR PROPERTY LOCATED AT 3737 HINES ROAD, PARCEL ID NO. 025-004321-00. This item was introduced. F. ORDINANCES FOR INTRODUCTION, WAIVER & ADOPTION: a. ORD-0016-2021 AN ORDINANCE TO AMEND ORD-113-2020 AN ORDINANCE ESTABLISHING THE SALARIES FOR PERSONNEL OF THE CITY OF GAHANNA FOR THE PERIOD JANUARY 1, 2021 THROUGH DECEMBER 31, 2021; WAIVING SECOND READING. A motion was made by Renner, seconded by Schnetzer, that the Ordinance be Introduced, Second Reading Waived, and Adopted. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers G. ORDINANCES FOR INTRODUCTION, WAIVER & EMERGENCY ADOPTION: a. ORD-0020-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH S&ME, INC., FOR ENGINEERING & DESIGN SERVICES FOR CHERRYBOTTOM ROAD SLOPE STABILIZATION AREAS 1 AND 2; WAIVING SECOND READING; AND DECLARING AN EMERGENCY. A motion was made by Renner, seconded by Schnetzer, that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. ORD-0021-2021 AN ORDINANCE TO APPOINT KRYSTAL GONCHAR AS CLERK OF COUNCIL FOR THE CITY OF GAHANNA; WAIVING SECOND READING; AND TO DECLARE AN EMERGENCY. Bowers said she has had the pleasure to work with both Beggerow and Gonchar for the past 15 months and she has been impressed with Gonchar's work and professionalism and ability to go above and beyond to assist each of us; is excited the she accepted the offer for this position. Larick said she will be a wonderful asset as clerk. Angelou said she had the honor to help and be a part of Gonchar earning her MPA degree, by assisting with her capstone project; is happy she took the job. A motion was made by Angelou, seconded by Bowers, that the Ordinance be Introduced, Second Reading Waived, and Adopted as an Emergency. The motion carried by the following vote: Yes: 7- Leeseberg, Renner, Schnetzer, Larick, McGregor, Angelou and Bowers H. ORDINANCES FOR SECOND READING / EMERGENCY ADOPTION: a. ORD-0012-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH MIDSTATES RECREATION FOR PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT AT WOODSIDE GREEN PARK, AND DECLARING IT AN EMERGENCY. Bowers stated that it was discussed at committee of the whole; this is an emergency to get the order in and so that installation can occur this season; wants constituents to understand that is the basis for emergency. Jadwin confirmed. Leeseberg stated as the Parks Director pointed out, you can't order something until the budget is set; we need to hit construction season and get quotes in time; we have some equipment available for a reasonable price and need to act on that. Schnetzer said we touched on this during committee but some may recall that in 2018 the level of appropriations the city could afford for playground replacement would have put us around a 45 year life cycle; which is nearly 3x the expected useful life of a playground, due to weather, and wear and tear; thanks to Issue 12, we are replacing not one but two playgrounds this budget cycle with a once in 100 year pandemic; that is a testament to the mechanism and how those dollars are working; it is something that is important for all of us but especially residents to recognize. A motion was made by Schnetzer, seconded by Renner, that the Ordinance be Adopted as an Emergency. The motion carried by the following vote: b. ORD-0013-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT WITH MIDSTATES RECREATION FOR PURCHASE AND City of Gahanna Page 4 City Council Meeting Minutes April 5, 2021 INSTALLATION OF PLAYGROUND EQUIPMENT AT HEADLEY PARK, AND DECLARING IT AN EMERGENCY. A motion was made by Schnetzer, seconded by Renner, that the Ordinance be Adopted as an Emergency. The motion carried by the following vote: I. ORDINANCES FOR SECOND READING / ADOPTION: a. ORD-0009-2021 AN ORDINANCE ADOPTING THE REVISED INVESTMENT POLICY FOR THE CITY OF GAHANNA. Larick said he wanted to thank Council for reviewing the investment policy; for Bury for putting this language together; the first cycle of this occurred in 2012-2013; had been the first time the policy had been looked at in several decades; would review this on a periodic basis to ensure that it is still relevant with the times. A motion was made by Schnetzer, seconded by McGregor, that the Ordinance be Adopted. The motion carried by the following vote: b. ORD-0010-2021 AN ORDINANCE ADOPTING THE REVISED EMERGENCY RESERVE POLICY FOR THE CITY OF GAHANNA. Schnetzer thanked Mayor and staff, especially Bury for putting this together; this is hopefully one of those boring administrative things that just gets done, that 99% of the time the public is not even aware that it exists; this is important and sets us up to maintain a high credit rating so that the city can borrow at a favorable cost of debt when needed; can help fund bigger infrastructure projects. A motion was made by Schnetzer, seconded by Leeseberg, that the Ordinance be Adopted. The motion carried by the following vote: J. CORRESPONDENCE AND ACTIONS: Clerk None. Council None. K. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg No report. City of Gahanna Page 5 City Council Meeting Minutes April 5, 2021 Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou said that the region meeting is this Thursday. Many people tuned in to the state of the region meeting. The keynote was excellent. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg shared the CVB report which is attached to the minutes. 2021-0056 Convention & Visitor's Bureau Report, April 5, 2021 School Board (SB) - Schnetzer No report. L. OFFICIAL REPORTS: Mayor The Mayor shared her report with Council. The report is attached to the minutes. Also, Proclamations for Autism Acceptance Month and Distracted Driving Awareness Month. 2021-0057 Mayor's Report/Proclamations, April 5, 2021 City Attorney No report, but Mularski thanked Beggerow for her assistance and welcomed Gonchar into her new role. M. COUNCIL COMMENT Angelou congratulated Jadwin on a wonderful State of the City address; was truly impressed; great to see her directors out there with her during the address; Carrin Wester did a wonderful job. Bowers stated that her report was attached; wanted to give a shout out to GRIN as they are participating in a friendly competition with Columbus Young Professionals Club for a fundraiser called the "MAD Flash" (stands for Make a Donation); visit the columbusfoundation.org website in order to donate; keep eyes and ears open for bicyclists on the road as weather gets nicer. Leeseberg said he sent out an invite regarding Civic Fair for projects with St. Francis DeSales students, if interested in volunteering, forwarded along the email. Schnetzer welcomed new engineer; thanked Mayor and staff for her report; sees lighting at intersection off Cherry City of Gahanna Page 6 City Council Meeting Minutes April 5, 2021 Bottom will be improved in time for summer. McGregor said the State of the City address was interesting and pleased; enjoyed having different parts of the city addressed because so many people have a contribution in leading the city; was well done. 2021-0058 Bowers Constituent Report, April 5, 2021 N. EXECUTIVE SESSION: Council entered executive session at 7:50 p.m. A motion was made by Bowers, seconded by Leeseberg, to enter into executive session under 5.40a and 5.40c of the Council Rules of Procedure, with no expected action to result. Gonchar was present for executive session for 5.40a, Mularski was present for executive session for 5.40c.
