CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in virtual session on Monday, June 21, 2021, via Microsoft TEAMS. President of Council, Brian Larick, called the meeting to order at 7:00 p.m. Mayor Laurie Jadwin delivered an Invocation, followed by the Pledge of Allegiance led by Larick. Agenda for this meeting was published on June 18, 2021. Present 6 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Brian D. Larick, Karen J. Angelou, and Merisa Bowers Absent 1 - Nancy R. McGregor B. ADDITIONS OR CORRECTIONS TO THE AGENDA. Clerk informed those in attendance that there was some confusion about ORD-0040-2021; at last week's Committee of the Whole Meeting, it was referred to second reading for tonight, but it should be Introduced tonight, as it was first heard at Committee on June 14. C. HEARING OF VISITORS- none. D. CONSENT AGENDA: 1. Minutes - To Approve: City of Gahanna Page 1 City Council Meeting Minutes June 21, 2021 2021-0115 Council Meeting Minutes for Approval These minutes were adopted on the consent agenda. 2. Ordinances for Second Reading: a. ORD-0038-2021 AN ORDINANCE TO AMEND BY REPEALING AND REPLACING PART FIVE, GENERAL OFFENSES CODE, CHAPTER 521, HEALTH, SAFETY, AND SANITATION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was Adopted on the Consent Agenda. 3. Ordinances for Introduction, Waiver, Adoption as an Emergency: a. ORD-0039-2021 AN ORDINANCE TO AMEND THE CIVIL SERVICE RULES & REGULATIONS AS RECOMMENDED BY THE CIVIL SERVICE COMMISSION ON JUNE 8, 2021; WAIVE SECOND READING; AND TO DECLARE AN EMERGENCY. This Ordinance was Adopted on the Consent Agenda. 4. Resolutions a. RES-0014-2021 RESOLUTION TO DESIGNATE JUNE 2021 AS BRAIN AND ALZHEIMER'S AWARENESS MONTH. This Resolution was Adopted on the Consent Agenda. b. RES-0016-2021 RESOLUTION CONCERNING SERVICES TO PROPERTY PROPOSED FOR ANNEXATION: 1.465+/- ACRES IN MIFFLIN TOWNSHIP (Johnny Torres-Guzman & Amelia Sifuentes-Torres, PID #191-003163, Codet Road) TO THE CITY OF GAHANNA, AND CITY BUFFER REQUIREMENTS AS REQUIRED IN OHIO REVISED CODE 709.023. This Resolution was Adopted on the Consent Agenda. c. RES-0017-2021 RESOLUTION COMMEMORATING LGBTQ PRIDE MONTH, FOR THE MONTH OF JUNE 2021. This Resolution was Adopted on the Consent Agenda. End of/Pass Consent Agenda A motion was made by Bowers, seconded by Schnetzer, to Pass the Consent Agenda. RESOLUTIONS a. RES-0015-2021 RESOLUTION IN SUPPORT OF PASSENGER RAIL EXPANSION IN THE CENTRAL OHIO REGION. A motion was made by Angelou, seconded by Renner, that the Resolution be Adopted. The motion carried by the following vote: Yes: 6- Leeseberg, Renner, Schnetzer, Larick, Angelou and Bowers Absent: 1- McGregor F. ORDINANCES FOR INTRODUCTION / FIRST READING: Bowers Introduced the Item under Section F. a. ORD-0040-2021 AN ORDINANCE TO AMEND PART FIVE, GENERAL OFFENSES CODE, CHAPTER 521, HEALTH, SAFETY, AND SANITATION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA; TO PROHIBIT THE DISTRIBUTION OF UNSOLICITED WRITTEN MATERIALS. This Ordinance was Introduced. G. ORDINANCES FOR SECOND READING / ADOPTION: a. ORD-0034-2021 AN ORDINANCE TO AMEND PART NINE, STREETS AND PUBLIC SERVICES CODE, CHAPTER 903, SIDEWALK CONSTRUCTION, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. A motion was made by Schnetzer, seconded by Renner, that the Ordinance be Adopted. The motion carried by the following vote: Yes: 6- Leeseberg, Renner, Schnetzer, Larick, Angelou and Bowers Absent: 1- McGregor H. CORRESPONDENCE AND ACTIONS: Clerk- none. Council- none. I. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg City of Gahanna Page 3 City Council Meeting Minutes June 21, 2021 No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that the National Association of Regional Councils had a get together, as they typically do twice per year; MORPC received an achievement award from them; is an honor to say that; the Atlanta Regional Commission won an award for their racial equity conversation series; MORPC meeting minutes are available online; in person options are coming back in August due to no meetings in July; this month they paid tribute to Marilyn Brown upon her retirement; MORPC has a partnership with Ohio University, and staff can receive a $1,000 scholarship to OU; several resolutions were adopted; Regional Data Advisory committee formed 3 working groups; Ohio will receive data from US Census in August due to lawsuit; $2.6M was set aside in state transportation budget; MORPC is conducting a study of US-23 from Toledo to Columbus, for traffic flow; Ohio Department of Transportation (ODOT) will have public input session in July on the route; congratulated MORPC's Communications Director, Niel Jurist, former city employee, on receiving an award; she is making a real impact on MORPC; she was honored this past week as a leader and role model and recently completed the Leadership Columbus program; also congratulated Finance Director of MORPC, Susan Tsen on her retirement; MORPC night at Columbus Clippers is on August 12; happy about the idea of having rail; will have around 3M people in the region by 2050; rail will reduce car traffic. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg provided the following update: Tickets are now available for Creekside Blues and Jazz Festival on www.creeksidebluesandjazz.com. Individual tickets are being sold as well as a limited number of tables at each stage. Volunteer signups will begin on July 12. The Ohio Herb Center participated in the Pollinator Palooza at Franklin Park Conservatory on Saturday. Information about the Herb Center was distributed, and a butterfly craft was offered to children. The event had about 500 attendees. The first “Paws in the Plaza” took place last Thursday and are scheduled each month on the third Thursday. A new event called “Mid-week at the Creek(side)” will take place on Wednesdays throughout the summer. The first one is Wednesday, June 30. There will be musical entertainment in the Creekside area and the possibility of vendors on some dates. City of Gahanna Page 4 City Council Meeting Minutes June 21, 2021 School Board (SB) - Schnetzer Schnetzer said he would have an extensive report at the next Council meeting, as the school board wraps up school compensation agreement discussions. J. OFFICIAL REPORTS: Mayor Mayor Jadwin said they had a ribbon cutting this evening at the new Wright Patt Credit Union; adding 14 jobs; turned part of their space into a community center; had a ribbon cutting at Kroger at Stoneridge for their remodel; was a $3M investment; noise concerns were addressed with corporate staff; shared that new equipment is nearly completely installed in the chambers; fireworks will be on July 3; parade will be on July 4 at 1pm; applications to join parade are available on the city website; Big Walnut Trail has been identified for grant funding with MORPC and Parks & Recreation Director has been working with them; still looking for team members and applications can be submitted on the city website; have hired Utility Billing Specialist and an Economic Development Coordinator, as well as new Planning and Zoning Administrator; Police Administrative Assistant will be moving to Parks & Rec as the coordinator; sadly, Joe Iacobone who was a founder of Lola & Giuseppe's, passed away recently; sends thoughts and prayers to his family. City Attorney Mularski stated that they had two recent cases come to conclusion; 11 years ago, Robert Peterson filed a suit against the city due to being injured during a training while an employee; last week there was a mediation conference with the judge and Peterson chose not to accept any money from the settlement and dismissed the case; just wanted to invoke change. Speedway Transportation had filed a discrimination lawsuit against the city and it was dismissed on pleadings; it was appealed; it was later filed in federal court; city filed a motion to dismiss and the judge dismissed due to not enough information; was dismissed with prejudice. K. COUNCIL COMMENT Angelou wished everyone a happy Father's Day; thanked city hall for being so good through this pandemic; we are on our way to moving City of Gahanna Page 5 City Council Meeting Minutes June 21, 2021 forward; hoping everything gets back to normal. Bowers stated that she attended Reynoldsburg Juneteenth festival; was a great experience; this Thursday there is a Pride March being organized at Friendship Park; thanked colleagues for passing the LGBTQ Pride Month Resolution on the Consent Agenda; means a lot to the community. Leeseberg thanked Angelou for the Father's Day wishes. Schnetzer stated that a few Sundays ago, he observed a police officer donning PPE and understood in that moment that he was having a far different weekend than the officer; does not want to take for granted that police officers get up for work in the morning and face a reality in which they may not return home at the end of the day; our officers perform dangerous work in order to keep this community safe; tee-ball season is coming to a close; have received incredible support from the community; is a reflection of the community; thanked Parks & Rec for hosting swim lessons; appreciates them hosting this programming. Larick said that we should recognize the opportunities that we have in this country as Independence Day gets closer. L. EXECUTIVE SESSION- none. M.
