A. CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call.
Gahanna City Council met in Regular Session on Monday, September
20, 2021, in Council Chambers of City Hall, 200 S. Hamilton Rd.,
Gahanna, Ohio. President of Council Brian Larick called the meeting to
order at 7:00 p.m. Vice President of Council Nancy McGregor delivered
an Invocation followed by the Pledge of Allegiance. Agenda for this
meeting was published on September 17, 2021.

OF 1.465 +/- ACRES FROM MIFFLIN TOWNSHIP, COUNTY OF
FRANKLIN, STATE OF OHIO, TO THE CITY OF GAHANNA, OHIO
(JOHNNY TORRES-GUZMAN & AMELIA SIFUENTES-TORRES PID#
191-003163); WAIVE SECOND READING; ADOPT AS EMERGENCY.
A motion was made by Leeseberg, seconded by Angelou, that the Ordinance
be Introduced, Second Reading Waived, and Adopted as an Emergency. The
motion carried by the following vote:
Yes: 6- Leeseberg, Schnetzer, Larick, McGregor, Angelou and Bowers
Absent: 1- Renner
G. ORDINANCES FOR SECOND READING, EMERGENCY ADOPTION:
ORD-0051-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH EMH&T FOR SANITARY SEWER EVALUATION
SURVEY (SSES) SMOKE AND DYE TESTING SERVICES; AND TO
DECLARE AN EMERGENCY.
Bowers thanked the Administration for their presentation and Town Hall
on this program; was explained to our residents in an effective way; now
has a better understanding of what the smoke and dye test does.
A motion was made by Bowers, seconded by Schnetzer, that the Ordinance be
Adopted, as Amended, as an Emergency. The motion carried by the following
vote:
Yes: 6- Leeseberg, Schnetzer, Larick, McGregor, Angelou and Bowers
Absent: 1- Renner
ORD-0052-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO
CONTRACT WITH EMH&T FOR THE ADMINISTRATION OF THE
2021-2022 SIDEWALK MAINTENANCE PROGRAM; AND TO
DECLARE AN EMERGENCY.
A motion was made by Bowers, seconded by Schnetzer to Amend by
Substitution. The motion carried by the following vote:
Yes: 6- Leeseberg, Schnetzer, Larick, McGregor, Angelou and Bowers
Absent: 1- Renner
Leeseberg stated that while the proposal says that EMH&T would come
back to Council to discuss the 2022 program, City Attorney Mularski
stated at the last meeting that the Administration would not necessarily
need to; we would pay EMH&T to inspect for ADA requirements but they
are basically saying that they are not to be held liable for things that don't
meet the fluid requirements and regulations. Angelou asked if that
language was usual. Leeseberg stated that it is. Mayor Jadwin stated

that is typical language. Bowers stated that section 3 of the ordinance
does require the Administration to provide the cost once received, so we
will have additional information; the responsibility falls to the city for ADA
compliance. Larick stated that there is a requirement for the city to
enforce ADA compliance; regarding this being an emergency, can
support as a single year program; makes no sense to do two year
programs; would like to reevaluate next year. Mayor Jadwin stated that
one-year cycle does not provide enough evidence of its effectiveness.
A motion was made by Schnetzer, seconded by McGregor, that the Ordinance
be Adopted, as Amended, as an Emergency. The motion carried by the
following vote, but emergency failed:
Yes: 4- Schnetzer, McGregor, Angelou and Bowers
No: 2- Leeseberg and Larick
Absent: 1- Renner
H. CORRESPONDENCE AND ACTIONS:

2021-0198 Liquor Permit Request: #1307855; 505 Morrison Rd. & Patio; Bindlestik
LLC.
Clerk stated that this is for the former Kindred Ale site and now called
Crafted Culture; no objections from the Police Department. Bowers
asked if we know what type of permit Jordan's off Morrison Rd. has.
Clerk stated that she could research that location and provide details.
Larick stated that Jordan's is run like a classic bar; would expect they
have the broadest liquor permit. No objections noted from Council.

I. REPRESENTATIVES:
Community Improvement Corporation (CIC) - Leeseberg
Leeseberg stated that there's a CIC meeting tomorrow at 8:00 a.m. at
the Golf Course.
Mid-Ohio Regional Planning Commission (MORPC) - Angelou
Angelou stated that the last meeting was on 9/9/21; held a moment of
silence for a former MORPC Transportation Director Bob Lawler, who
passed away; served for 36 years in public service; registration is
underway for the Summit on Sustainability; Franklin University is offering
City of Gahanna Page 4

discounts for MORPC members; highlighted the Central Ohio Greenways
and Rapid 5 at the Board Meeting, details available on MORPC's
website; has been working on development tools to transform economic
development in the region; feedback can be submitted by 10/9/21; the
rural planning organization continues to discuss coordination on public
engagement; provided Census update; central Ohio has grown since
2010; region remains on track to have 3 million people by 2050;
discussed mobility initiative; attended a forum on Link US mobility; talked
about the 9/13/21 Executive Strategy for rail expansion, talked about the
mid-west connect; if we don't move on the rapid transit project now we
may never get the opportunity or funding again.
Convention & Visitors Bureau (CVB) - Leeseberg
No report.
School Board (SB) - Schnetzer
Schnetzer stated that the City submitted a new proposed school
compensation agreement, pertaining to pre-1994 and post-1994 CRAs
as well as the related TIF districts within the city; will schedule meetings
for further negotiations; will provide details once received.
J. OFFICIAL REPORTS:
Mayor
Mayor Jadwin congratulated CVB on the successful return of the Blues
and Jazz Festival; their entire team is new and this is the largest event in
the city; held a brick laying ceremony on 9/8/21 for the Walnut Creek
surgical centers; thanked Council Members for attending the event; is the
third building and it was announced that a fourth building has been
signed for and will be built; hopes for a fifth building in the future; offers
stable medical jobs in our community and provides a good income tax
base; those employers want their employees to have the ability to walk to
work; held the first Town Hall last week on the West Side Sewer project;
thanked Public Service & Engineering team and Communications
Manager for assisting with the event; was an engaged group; residents
appreciate being able to watch the meetings from home due to COVID;
Gahanna Historical Society will host the Mill Street Market this weekend;
Creekside Hops and Vines tickets are on sale; instituted a mask
mandate when indoors at City Hall and other city buildings and will
remain in place until further notice; departments have submitted draft
budget numbers and they will continue working on that until they present
to Council in October; Finance Director Joann Bury received the Auditor
of State's Award with Distinction for excellence in financial reporting and

compliance; her department also received the Distinguished Budget
Presentation Award from the Government Finance Officers Association
for the eighth year in a row.
City Attorney
No report.
K. COUNCIL COMMENT
Angelou stated that she was happy to be part of the brick laying
ceremony; is proud of the development happening and that it's
happening quickly; enjoyed the music at the Blues & Jazz Festival, it was
a great event; heard people say that the timing of the event was great this
year; will be attending a MORPC event this Friday called Leaders in
Legacy; will be answering questions there and will talk about my role in
leadership and how I got to be there.
Bowers thanked those who were able to attend the community
conversation earlier today, regarding the Tax Incentive Hub; was hosted
by the Franklin County Auditor's Office; Rep. Lightbody was able to
attend; Economic Dev. Director Nate Strumm was also in attendance;
hybrid options for community engagement allows for more participation;
this weekend the Stonewall Center of Columbus is celebrating its 40th
anniversary.
Schnetzer stated that he attended the Blues & Jazz Festival; attended
Coffee with Council on Saturday morning, which first began back in
2014; it's an informal and casual way for residents to talk to Council; was
happy to be back after taking a pause due to COVID; we had two very
engaged residents; thanked CVB and many staff members who made
the event possible; thanked Bury for her hard work and efforts.
McGregor appreciated CASTO taking care of Stoneridge Plaza; that
shopping center is 30+ years old; Hunters Ridge did some paving and
landscaping and looks a lot better; Mill Street Market will be from 9-4 this
Sunday and will have 120 vendors.
Larick stated that it feels like we are getting back to normal but we still
have risks; hopes that we have a positive turn; Coffee with Council is an
excellent opportunity to meet with us members and we have had a
positive experience; worked with the Historical Society this past
weekend and met with guests staying at the Lily Stone; they said that
Gahanna is like a second home; Blues & Jazz fest was fantastic this
year; it was energetic and had a good turnout.

L. EXECUTIVE SESSION
A motion was made by Leeseberg, seconded by Angelou, to go into Executive
Session under authority of Section 5.40(g) of the Council Rules of Procedure to
consider confidential information related to the marketing plans, specific
business strategy, production techniques, trade secrets, or personal financial
statements of an applicant for economic development assistance, or to
negotiations with other political subdivisions respecting requests for economic
development assistance, provided that both of the following conditions apply:
(1) The information is directly related to a request for economic development
assistance that is to be provided or administered under any provision of
Chapter 715, 725, 1724 or 1728 or
sections 701.07, 3735.67 to 3735.70, 5709.40 to 5709.43, 5709.61 to 5709.69,
5709.73 to 5709.75, or 5709.77 to 5709.81 of the Revised Code. (2) A unanimous
quorum of the public body determines, by a roll call vote, that the executive
session is necessary to protect the interests of the applicant or the possible
investment or expenditure of public funds to be made in connection with the
economic development project AND to go into Executive Session under
authority of Section 5.40(a) of the Council Rules of Procedure to consider the
appointment, employment, dismissal, discipline, promotion, demotion, or
compensation of a public employee or official, or the investigation of charges
or complaints against a public employee, official, licensee, or regulated
individual, unless the public employee, official, licensee, or regulated
individual requests a public hearing.
Council rose to report into executive session and invited Mayor Jadwin,
Assistant City Attorney Matt Roth, and Economic Development Director Nate
Strumm into the Committee Room for the first session. Council rose to report
from Executive Session with no action taken.
The motion carried by the following vote:
