CALL TO ORDER - Invocation, Pledge of Allegiance, Roll Call Gahanna City Council met in regular session on Monday, November 15, 2021 in Council Chambers. Vice President of Council, Nancy McGregor, called the meeting to order at 7:00 p.m. Council Member Karen Angelou delivered an Invocation followed by the Pledge of Allegiance. Agenda for this meeting was published on November 12, 2021. Present 6 - Jamie Leeseberg, Stephen A. Renner, Michael Schnetzer, Nancy R. McGregor, Karen J. Angelou, and Merisa Bowers Absent 1 - Brian D. Larick B. ADDITIONS OR CORRECTIONS TO THE AGENDA: None. C. HEARING OF VISITORS. Jordan Fromm, 1552 Pemberton Dr.; wanted to correct the meeting minutes from the Committee of the Whole Meeting from last month; wanted to clarify that when asked whether or not the property would utilize a CRA, the minutes stated that his response was that he "was not planning to." At this stage, we have not made any decision on whether to utilize any available economic development tools offered by the city; we simply have not made any decisions at this point. Would ask that the minutes state "Fromm has not decided whether to do so." McGregor asked the clerk of that would be possible to correct the minutes. Clerk confirmed. - Swearing In of Officers: Ian White & Josh McMaster Ian White, from the Columbus Police Department and Josh McMaster City of Gahanna Page 1 City Council Meeting Minutes November 15, 2021 from Charleston, WV, were sworn in as new members of the Gahanna Division of Police. Chief Jeff Spence, Safety Director Keith Winn, and Mayor Laurie Jadwin recognized and welcomed the new officers. D. CONSENT AGENDA: 1. Minutes - To Approve: 2021-0239 Council Meeting Minutes for Approval. These Minutes were Approved on the Consent Agenda. 2. Ordinances for Second Reading: a. ORD-0067-2021 AN ORDINANCE TO AMEND PART ELEVEN, PLANNING AND ZONING CODE, CHAPTERS: 1105, 1108, 1131, 1133, 1151, 1169, 1177, 1181, and 1187, OF THE CODIFIED ORDINANCES OF THE CITY OF GAHANNA. This Ordinance was Adopted on the Consent Agenda. b. ORD-0068-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO THE AMENDED AND RESTATED AGREEMENT WITH THE CENTRAL OHIO HEALTH CARE CONSORTIUM (COHCC) FOR THE JOINT SELF-INSURANCE PROGRAM EFFECTIVE JANUARY 1, 2022. This Ordinance was Adopted on the Consent Agenda. c. ORD-0069-2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ADDENDUM TO EXTEND SERVICE AGREEMENT FOR A THREE-YEAR PERIOD WITH SEDGWICK CLAIMS MANAGEMENT SERVICES, INC., AS THE PROVIDER FOR THIRD-PARTY ADMINISTRATION SERVICES FOR THE SELF-INSURED WORKERS COMPENSATION PROGRAM AND STATE FUND CLAIMS. This Ordinance was Adopted on the Consent Agenda. d. ORD-0070-2021 AN ORDINANCE TO AMEND THE CODE OF ORDINANCES OF THE CITY OF GAHANNA; TITLE THREE PUBLIC UTILITIES - CHAPTERS 921, 927, AND 929. This Ordinance was Adopted on the Consent Agenda. e. ORD-0071-2021 AN ORDINANCE TO AMEND THE CODE OF ORDINANCES OF THE CITY OF GAHANNA; TITLE FIVE - OTHER PUBLIC SERVICES: CHAPTER 941 - GARBAGE AND RUBBISH COLLECTION. ORDINANCES FOR INTRODUCTION / FIRST READING: Leeseberg Introduced the Items under Section E. 1. ORD-0066-2021 AN ORDINANCE TO AMEND THE OFFICIAL ZONING MAP OF THE CITY OF GAHANNA ADOPTED BY ORDINANCE 198-96 ON NOVEMBER 19, 1996 AND AS SUBSEQUENTLY AMENDED: Changing the Zoning District of a 1.59 +/- acre parcel located at 5847 & 5875 Taylor Rd.; PID#s 025-000110 & 025-013635 from Office, Commerce and Technology (OCT) District; to Two-Family Residential (MR-1) District; VRGII, Jordan Fromm, applicant. This Ordinance was Introduced. 2. ORD-0073-2021 AN ORDINANCE ACCEPTING, APPROVING, AND RATIFYING THE SUBMITTED RECOMMENDATIONS OF THE CITY OF GAHANNA TAX INCENTIVE REVIEW COUNCIL This Ordinance was Introduced. F. CORRESPONDENCE AND ACTIONS: Clerk- none. Council- none. G. REPRESENTATIVES: Community Improvement Corporation (CIC) - Leeseberg No report. Mid-Ohio Regional Planning Commission (MORPC) - Angelou Angelou stated that their last meeting was held last Thursday; last meeting of the year will be in December; began by honoring Veterans; Congress recently passed the infrastructure bill; provided a legislative City of Gahanna Page 3 City Council Meeting Minutes November 15, 2021 update from Joe Garrity; attached to the file. MORPC announced a new leadership position to seek grants for the region and member communities. There is a new Central-Ohio resource hub on the website; will have the MORPC summer interns program again; Gahanna has benefited from the work of those interns; will have a new series for Celebrate One, to reduce infant mortality; a Resolution was adopted for population estimates for membership fees; MORPC is going through the Clean Ohio application process for Franklin County; the Metropolitan Planning Organization covered recent grant applications; waiting to hear back about the Build Back Better grant for the region; had a presentation on Link Us, the mobility initiative. 2021-0249 Mid-Ohio Regional Planning Commission Monthly Legislative Update: Nov. 2021. Convention & Visitors Bureau (CVB) - Leeseberg Leeseberg stated that Visit Gahanna is busy preparing for the Holiday Lights Celebration this Sunday from 4 to 6:30. Although the event will not be as large as in 2019, there will still be plenty of family-friendly activities at Creekside (including train rides). In addition to the retail and sweet treat vendors, Creekside restaurants will be open for dinner and CORA will be in effect. There will be live performances by the Judy Dollenmayer Dance Studio, Gahanna Community Chorus, and the Gahanna Lincoln High School Orchestra. A procession/mini parade will usher Santa in on a fire truck alongside the Gahanna Lincoln High School Band at 6 p.m. followed by the tree lighting ceremony. Volunteers are also welcome! The Santa Race on Saturday, December 4 is sold out but you can still come to Creekside and cheer on the runners. The race starts at 9 a.m. Course Marshals and Registration/Water Station volunteers are still needed. OFFICIAL REPORTS: Mayor Jadwin welcomed the newest members of the Division of Police; thanked Council for their support in passing legislation allowing for lateral hiring. City Hall will be closed next Thursday and Friday in observance of the Thanksgiving Holiday. Last week they held an Economic Development 101; several Council members attended; speakers included Kirsten Carr City of Gahanna Page 4 City Council Meeting Minutes November 15, 2021 of MORPC, Justin Bickel from One Columbus, and Nate Strum, Economic Development Director from the City; is available on the City YouTube channel. Walnut Trace opening ceremony was last week; is a $20M building with great views; their very first building was opened 40 years ago in the City. Will be scheduling a tour of the new MECC center for Council members. City Attorney No report. I. COUNCIL COMMENT Angelou stated that despite the weather, Veterans Day was lovely at the Memorial; wished everyone a Happy Thanksgiving. Renner congratulated the new officers and thanked the PD; is nice to see their support for the new officers coming in; thanked Jadwin and Strum for the Economic Development 101; this is the season of gratitude. Bowers welcomed the students in the audience; thanked VFW Tri County Post 4719 and the Kneeland family for organizing the Veterans Day event; thanked Mr. Fromm for his comments as the rezoning before Council is important and the clarification is helpful; her constituent report is attached; thanked everyone a Happy Thanksgiving. Leeseberg welcomed the new officers; thanked PD for all they do. Schnetzer congratulated all local candidates for their work during their campaigns; wished everyone a Happy Thanksgiving.
